10-Day Notice of Public Hearing – Park Development Project for Installation of an ADA-Compliant Completely Inclusive Playground
at Etra Lake Park

PURPOSE: East Windsor Township is seeking funding through the New Jersey Department of Environmental Protection (NJDEP) Green Acres Park Development Program for the installation of a new ADA-compliant, Completely Inclusive Playground at Etra Lake Park, located at 9 Disbrow Hill Road. The proposed improvements will include inclusive play equipment, accessible and impact-attenuating surfacing, and updated site amenities designed to accommodate children of all abilities and to provide a safe, engaging, and welcoming recreational environment for children, caregivers, and families throughout the community.

PROJECT SCOPE: The Township will remove existing playground equipment and construct a new Completely Inclusive Playground that exceeds minimum accessibility requirements and is designed to support physical, sensory, social, and cognitive play opportunities for users of all abilities. The project will include planning, procurement, demolition, installation, and project closeout services necessary to deliver a fully functional, ADA-compliant playground.

A concept plan illustrating the proposed improvements, a preliminary cost estimate, and an environmental impact assessment will be available for public review at: www.east-windsor.nj.us.

PUBLIC HEARING INFORMATION: The public is welcome to attend an in-person public hearing to learn more about the proposal and to ask questions or provide comments on the proposed plan on Tuesday, February 24, 2026, at 6:00 PM following the regularly scheduled Council meeting.
