  1. East Windsor Township’s Annual Re-organizational Meeting was held on Tuesday, January 1, 2008 in the East Windsor Township Senior Center. Janice S. Mironov was sworn in again as Mayor and Perry M. Shapiro was sworn in as Deputy Mayor.

  2. New Jersey Department of Transportation Awards $250,000 Grant for Portions of One Mile Road and Dutch Neck Road. East Windsor applied for and received a Fiscal Year 2008 Municipal Aid Program grant for Dutch Neck Road from Route 130 to One Mile Road and One Mile Road from Dutch Neck Road to Princeton Hightstown Road (County Route 571). The grant will be used to resurface the roadways, as well as other associated improvements to curbing, drainage and handicap ramps. This area of One Mile Road and Dutch Neck Road is home to major public facilities, specifically the Township police/court building, East Windsor Volunteer Fire Company No. 1 and East Windsor Rescue Squad, District 1.

  3. Gold’s Gym Opened a New Facility in the Windsor Crossing Center located at the intersection of Route 130 north, Route 33 and Hickory Corner Road. The new 24,203 square foot fitness center opened on January 4. The Gold’s Gym East Windsor facility includes group exercise, personal training, cardiovascular equipment, spinning, Pilates, yoga, and weight lifting equipment. Gold’s Gym is a nationally known company founded in 1965 in Venice, California. From that first gym the company grew to become the largest co-ed gym chain in the world with more than 600 facilities in 43 states and 25 countries.

  4. The Stage Coach Inn Opens in the Townhouse Motel on Franklin Street (Route 33). The new Stage Coach Inn, which has moved into the building formerly occupied by the Coach and Four, is now open daily for breakfast, lunch and dinner, and also does catering. The operator, Michael Matera, says the new restaurant features steaks, seafood and Italian food.

  5. U.S. Department of Homeland Security, Federal Emergency Management Agency (FEMA), National Preparedness Directorate, Awards a $11,500 Grant Under the FY2007 Commercial Equipment Direct Assistance Program (CEDAP). The grant awarded to East Windsor will provide a state-of-the-art portable video surveillance system for use by the Township’s police department. The equipment awarded to the Township under this grant is a fully digital multi-camera wireless video recording system. Video surveillance systems are useful in the investigation of incidents, including illegal dumping, illegal hunting, trespass and graffiti, in various areas of the Township. This grant includes the award of the equipment and training on the use of the video system.

  6. East Windsor Township New Year’s Food Drive Entering Final Weeks. The Township is asking area residents and businesses to donate non-perishable food items to East Windsor Township’s New Year’s Food Drive through January 31. This food drive will benefit the food pantry at the Community Action Service Center and the Green House Food Pantry at St. Anthony’s, area based organizations that provide assistance to local individuals and families. Food items can be dropped off at the East Windsor Municipal Building or the East Windsor Police Building, as well as the East Windsor Rescue Squad, District II building.

  7. East Windsor Township “Buy Local” Program in Progress. East Windsor is sponsoring a new initiative to encourage shoppers to patronize local businesses during the remainder of January. Shoppers will be eligible to win prizes such as gift certificates, coupons and items of merchandise from local merchants. Shoppers may obtain Buy Local Program cards from participating merchants who will have green posters in their store windows advising shoppers that they are in the Buy Local Program. Each card has eight spaces, which will be stamped by participating businesses when a purchase is made. Once all eight spaces are stamped by eight different participating businesses, the card can be deposited at the Municipal Building, Police Building, Senior Center or libraries for inclusion in a drawing for prizes.   1. Presidential Primary Election to be Held on Tuesday, February 5. Voting is from 6 a.m. to 8 p.m. at your regular polling place, which can be found on your sample ballot. Questions about the primary election can be directed to the Mercer County Clerk’s Office at (609) 989-6464.

  2. Governor Corzine is Holding a Town Hall Meeting on Financial Restructuring and Debt Reduction on Saturday, February 9, from 2 p.m. to 4 p.m. at the East Windsor Regional School District Hightstown High School Auditorium (25 Leshin Lane).   3. Knowledge Beginnings Learning Center Opened on January 29, at the intersection of Old Trenton Road (Route 535) and Princeton-Hightstown Road (Route 571). Knowledge Beginnings, an 8,900 square foot center with hours of operation from 6:30 a.m. to 7 p.m., provides child care and enrichment and learning experiences for children ages 6 weeks to 12 years. The facility includes a secured outdoor playground for the children. Knowledge Beginnings also operates a center in Princeton, and is owned and operated by Portland, Oregon-based Knowledge Learning Corporation, the nation’s leading private provider of early childhood education and care. Knowledge Learning Centers comprises approximately 1,900 community-based centers in 38 states and the District of Columbia serving more than 200,000 children and employing approximately 41,000 people.

  4. Several Actions to Enhance Safety Are Being Taken at the Intersection of Hickory Corner and Oak Creek Road. In response to resident concerns, the Mayor and Council have taken the following steps: upgrade to a larger size the stop signs on Oak Creek Road; widen the stop lines on Oak Creek Road; provide in road painted “STOP” on Oak Creek Road; and install Advanced Warning Intersection signs on Hickory Corner Road. These steps are aimed at making drivers more alert and sensitive as they approach this intersection. The Township will continue to review further ideas and to monitor the intersection.

  5. Free Home Safety Assessments for Senior Citizens in East Windsor are being offered by the Jewish Family & Children’s Service of Greater Mercer County, as part of the local “Aging in Place” program. Home accidents are one of the most common reasons that seniors make trips to the hospital. Trained volunteers will come to your home to provide an individualized free home safety assessment. The assessment will evaluate the home environment to suggest modifications and repairs that can reduce or prevent accidents, as well as offer ideas for making your home safer.   6. The Recreation Department Still Has Tickets for the Harlem Globetrotters game being held at Sovereign Bank Arena on Saturday, March 8. Tickets are $15.   1. Free Gun Safety Locks Are Available to Township Residents During March. The Mayor and Council are sponsoring this proactive safety initiative to promote improved gun safety, as these gun locks if properly used can help keep guns out of the hands of children and prevent accidental deaths and injuries in the home. The gun locks are available to East Windsor at no cost through Project Child Safety, a national firearms safety program sponsored by the U.S. Department of Justice and the National Shooting Sports Foundation. Free Gun locks can be obtained by contacting Police Detective Brad Petagno at 448-5678, ext. 239.

  2. Mercer County to Replace Bridge on Old Trenton Road (Route 535) in West Windsor Township just south of Dorchester Drive. Construction began on February 13, 2008, and according to Mercer County is expected to be completed within 90 days. The detour route for this project involves the use of Southfield Road in West Windsor between New Village Road and Princeton-Hightstown Road (Route 571) as an alternative to the closed section of Old Trenton Road.

  3. Contract Awarded for Engineering Scoping Work on the Realignment of Conover and Hankins Road with Route 130. The Mayor and Council, as the lead agency, has awarded a contract to The Louis Berger Group using developer funds from the Transportation Improvement Program Fund. The proposed improvements would realign the area so that Conover Road, Hankins Road and Route 130 would meet at a single point controlled by a traffic signal with left turning lanes. The Mayor and Council have long promoted and advocated for this project, which was recently advanced by a Township-wide Transportation Study funded by $65,000 grant from the Delaware Valley Regional Planning Commission. The Township has and will continue to work cooperatively with the New Jersey Department of Transportation, Mercer County, Robbinsville Township and potential commercial developers in an effort to forward and fund the intersection improvements.

  4. Pasaa’ge Kitchens and Baths Opened in the newly constructed DeGeorge Building located on Route 33 East (between the Prestige Diner and the PNC Bank). Lilia and Youri Nazarov are the owners of this new 1,500 square foot business. Pasaa’ge Kitchens and Baths offers European designed and manufactured bathtubs, toilets, sinks, faucets, shower systems, steam rooms, customized kitchens and many other kitchen and bathroom accessories. This new business grew out of the home remodeling business the owners started in this area in 2001.

  5. Pak Mail-East Windsor Opened in the Town Center Plaza on Route 130 North. Pak Mail specializes in shipping and custom packing services as well as local pick-up and delivery services. The store carries a full collection of moving, packing and shipping supplies, and offers 24 hour mailboxes for rent. Pak Mail uses all carriers such as UPS, DHL, and Fed-Ex for domestic as well as international shipping. According to Pak Mail, this will be the first franchise store in New Jersey. There are 400 Pak Mail stores nationwide.

  6. Atlanta Bread Company Store to Reopen in the Towne Center Shopping Center. Jason and Karen Ginder who own Atlanta Bread franchises in Clifton, New Jersey and White Plains, New York plan on reopening this franchise store in a few weeks. The Towne Center Shopping Center also includes C.V.S. and Burlington Coat Factory.

  7. East Windsor Clean Communities 2008 Adopt-A-Spot Program is soliciting participation. Community and school groups are invited to participate by “adopting” a public property to keep clean for the year. The group is expected to perform three cleanups per month from April to November 1, along with participation in a Township cleanup day. Interested groups should send a letter by March 14 to East Windsor Clean Communities Committee, Attention: Mayor Janice S. Mironov, 16 Lanning Boulevard, East Windsor, New Jersey 08520.

  8. East Windsor Recreation Department Summer Camp Registrationwill begin on Monday, March 3. A variety of recreational day and travel camps are offered for students entering grades K-10. Registration forms will be distributed through the local schools and available at the Recreation Office, local libraries or online at www.east-windsor.nj.us, just click on Recreation then click Summer Camps.   9. Township Police Youth Academy will be sponsored again in 2008 by the Mayor and Council. The program is conducted by the Township Police Department, under the leadership of Chief of Police William W. Spain. The week-long youth academy, open to approximately 25 incoming 7th and 8th graders at the Police Department Building, will be held the week of June 23-27. Watch for further details and registration procedures in April on the Township’s Website, Channel 27 and in the local newspapers.

  1. Traffic Light at One Mile Road and County Route 535 (Old Trenton Road) Placed into Operation on March 12 by Mayor Janice Mironov and Mercer County Executive Brian Hughes, joined by Council Members Walter Daniels and Hector Duke. The project, a joint effort between the County and Township, was financed by the Township using developer funds. The traffic signal is an important safety improvement to residents of our community especially those residing in the neighboring communities such as Riviera at East Windsor, Windsor Mill, The Orchard and Windsor Commons. The Township, funded by a $65,000 grant, undertook a comprehensive Township-wide review of traffic circulation and area roads to identify potential improvements. The study recommendations and input from residents residing in the area of this intersection, made the traffic signal one of the Township’s priorities for action. The County designed, installed all of the above ground equipment, inspected and obtained all necessary State approvals for this project. As part of the traffic light installation, the intersection was re-striped to provide a separate right and left turn lane on One Mile Road. The light includes a lead left-turn signal for southbound Old Trenton Road to accommodate the heavily-used left-turn movement.

  2. A $300,000 Green Acres Grant was Awarded to East WindsorTownship for Open Space Acquisition by the New Jersey Department of Environmental Protection and the Garden State Preservation Trust, in response to an application by Mayor Janice Mironov and Council Members.  The Township is proceeding to work towards the acquisition of a 25 acre parcel on the south side of Airport Road just west of the former East Windsor Speedway site.  Along with a neighboring 13.48 acres on Airport Road being donated by the developer of the speedway site, the total open space project is almost 39 acres.  The Township also is considering the purchase of an approximately 42.97 acre property on Etra Road.  This property is in a rural area of the Township where almost 1,000 acres of farmland also have already been preserved through the State Farmland Preservation Program.  With the most recent grants, the total Green Acres funds approved through the New Jersey Department of Environmental Protection to date for the Township and East Windsor Green Space, Inc. are about $5.5 million, along with approximately $2.5 million in Mercer County open space funds.

  3. Township Postcards Now Available for Purchase at the TownshipMunicipal Building.  The Township has created three postcards of East Windsor Township depicting three noteworthy local scenes:  a beautiful fall view of the 167 acre Etra Lake Park which features the 20 acre man-made lake and various recreational and environmental amenities; the popular and historic Lee Turkey Farm farmed by six generations of the Lee Family since 1868 with the original farmhouse dating back to1802; and the East Windsor Municipal Building with its award-winning unique and environmentally-friendly berm and glass “green” energy design.  These fun postcards will provide residents with a collectible item picturing and describing three significant historical and environmental attractions in the Township, as well as a momento for visitors.  Postcards can be purchased at the MunicipalBuilding during business hours. The cost is $.50 each or $1 for a set of three postcards.

  4. Windsor Seafood Market Opened in the Carduner Shopping Center at Route 130 and Princeton –Hightstown Road.  Windsor Seafood Market, owned by long-time area residents Mark and Regina Katz, offers an extensive selection of fresh seafood products and prepared seafood dishes for take out.  The store is open daily from 10 a.m. to 6 p.m. except on Friday when the store is open until 7 p.m.The 1,254 square foot store will complement other new businesses that have recently opened in the addition to the Carduner Shopping Center.

  5. Wayne’s Wash World Opened in the Twin Rivers Shopping Center located south of Abbington Drive.  The new Laundromat, owned by Wayne Kalwaytis, is located in a 1,800 square foot store and contains 28 washers and 14 dryers.

  6. East Windsor Participates in the Second Annual Stony Brook – Millstone Watershed-Wide Cleanup Event on Sunday, April 13between the hours of 1 p.m. and 3 p.m., rain or shine, at Anker Park located on Hickory Corner Road, opposite the Lee Turkey Farm.  Volunteers should wear boots and long sleeves and bring work gloves if you have them.  Adults must accompany minors.  T-shirts and refreshments will be provided.  To register contact Andy White atamericorps@thewatershed.org.  East Windsor Township and the Stony Brook – Millstone Watershed Association are sponsoring this event in cooperation with the Americorps Watershed Ambassador Program.  For additional information visit the Stony Brook – Millstone Watershed Association website www.thewatershed.org/ .

  7. Windsor Nissan, Shiseido America, and Hovione are East Windsor Township 2007 Business Awards recipients.  Awards are made in three separate categories:  1) creating an attractive appearance, 2) community contributions and service, and 3) providing some manner of community enhancement.  Windsor Nissan received the award for creating an attractive appearance in the community with their modern well-maintained building and grounds located on Route 130 just south of Maple Stream Road.  Shiseido America received the award for community service and contributions to the community.  ShiseidoAmerica has given generously to East Windsor Township Fire, Rescue and P.A.L. and local non-profit organizations serving the community.  Shiseido America has also been an environmental leader with its support of the Township’s Earth Day and clean-up programs and notably with the solar electric panel roof installation on its manufacturing facility on County Route 571 (Princeton-Hightstown Road).  Hovione received the award for community enhancement for earning the Voluntary Protection Program (VPP) Star designation from the Occupational Safety and Health Administration.  Hovione is one of only 44 sites in New Jersey to obtain this VPP Star designation.  The VPP process requires worksites to implement exceptional systems to manage worker safety and health.

  8. Governor’s Budget Proposes Cut in State Aid to Municipalities. East Windsor Township, along with other municipalities throughoutNew Jersey, received notice that local State aid would be reduced by $296,507.  This cut is equivalent to over 2 cents on the local tax rate.  The Mayor and Council sent letters to the Governor and area Legislators urging them to restore this State aid funding.  The Mayor and Council noted it makes little public policy sense to pass costs from the more progressive income, sales and corporate tax base at the State level to the regressive property tax base on the local level, already the most burdened in the nation.  They further pointed out that this proposed action is contrary to both the Governor’s previous public policy commitments and those of the New Jersey Legislature which last year held historic special sessions to address the need for property tax relief in New Jersey.

  9. Nominations for the “Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer” are being solicited.  The Award recognizes a senior citizen who has exhibited outstanding service through volunteerism to the community by way of the schools, religious institutions, and service organizations or directly to the public.  Nominees must be at least 60 years of age and residents ofEast Windsor.  The presentation will be made at a ceremony in May as part of Older Americans Month.  Individuals and organizations are encouraged to submit nominations by the deadline of April 11, 2008.  Send nomination forms to Mayor Janice Mironov and Council Members, East Windsor Municipal Building, 16 Lanning Boulevard,East Windsor, New Jersey 08520.  For further information or a nomination form, contact the Municipal Clerk’s Office at 443-4000, ext. 240 or clerk@east-windsor.nj.us.

  10. American Red Cross of Central New Jersey "Mayors for Meals" Day event, held on March 19 to raise awareness about the “Meals on Wheels” program, was supported by Mayor Janice Mironov.  The American Red Cross "Meals on Wheels” program provides for delivery of home meals by dedicated volunteers and is available to older adults and those homebound and unable to prepare meals.  More than 45,576 meals were delivered throughout the Mercer County area last year with the help of more than 200 dedicated Red Cross volunteers.  For additional information about the program or to volunteer to help deliver meals, contact 877-808-2800 or bergerr@njredcross.org.

  11. Three Township Employees Recognized as Employees of the Year for 2007:.  Sergeant James GearyVincent Di Cesare, andChristine B. Groendyke.  Sergeant James Geary began his career on July 5, 1995 and works for the Uniform Services of the Police Department; Vincent Di Cesare began his career on November 4, 1991 and is a driver/laborer in the Department of Public Works; and Christine Groendyke began her career on November 14, 1990 and is a technical assistant in the Code Enforcement Department.

  12. East Windsor Township Recognizes the Powell Learning CenterDuring Black History Month in February.  Mayor Janice Mironov and Council Members honored Executive Director Gretchen Bryant and Mount Olivet Baptist Church Reverend Bernard Fowler and thePowell Learning Center for its many contributions to the community during its ten years of existence.  The Powell Learning Center is a non-profit organization which serves to network, coordinate and promote use of community services for the betterment of area residents.

  13.   1. Mayor Janice Mironov to Deliver Annual State of the Township Address on Wednesday, April 30 to the business community at the Holiday Inn of East Windsor (formerly Ramada), located at 339 Monmouth Street in East Windsor. The East Windsor Chapter of the Mercer Regional Chamber of Commerce is sponsoring the State of the Township Address, which will include a report on accomplishments in 2007, as well as the Township’s goals for this year. Networking begins at 11:30 am, followed by lunch at noon. The program begins promptly at 1 pm. All members of the business community are invited to attend. The cost of this luncheon is $35 per member paying in advance, $40 at the door. The non-member rate is $55.   2. Township Officials Sponsor Bicycle Helmet Giveaway Program “Use Your Head” to kick off “Bicycle Safety Month” - May. Residents ages 5 through 16 can receive a bicycle helmet at no cost at the sessions being held on Tuesdays, May 6, May 13 and May 20, all from 4 pm to 7 pm, at the East Windsor Municipal Building. After viewing a brief 5 minute video on the importance of bicycle helmets and bicycle safety, participants will be measured and given a properly fitted bicycle helmet, along with safety literature. The bicycle safety program is underwritten by a $10,000 grant received from the New Jersey Highway Traffic Safety Division.

  3. Mayor and Council Sponsor 2008 Police Youth Academy this Summer. The Township Police Youth Academy is a five day program, Monday, June 23 through Friday, June 27, from 9 am to 3 pm daily. The Police Youth Academy will be conducted by East Windsor police officers, and will include classroom activities, demonstrations, and hands on views of the operation of various police department equipment and vehicles. Lunch, snacks and drinks will be provided to the participants. The Police Youth Academy is open to Township students who will be entering the 7th and 8th grade in September 2008. The Academy will be limited to 25 students, and the selection process will be based on the first twenty-five applications properly completed and returned to the East Windsor Police Department. Applications are available at the Police Building, the Municipal Clerk’s Office at the Municipal Building, and the Melvin H. Kreps School Guidance Department. Applications must be fully completed and returned to the Police Building at 80 One Mile Road, no later than 4 pm on Monday, May 19.

  4. Town Hall Forum to be Held on Wednesday, April 30 from 7 to 8 pm in the Twin Rivers Branch of the Mercer County Library community room. Mayor Janice Mironov and Council Members will be present to respond to resident questions and provide information about community topics.

  5. East Windsor Business Card Exchange is being sponsored by Mayor Janice Mironov and Council Members and the Township Economic Development Committee on Thursday May 8, from 5:30 pm to 7:30 pm, at the Silver Decoy Winery, 610 Windsor-Perrineville Road in East Windsor. The cost per person is $15 payable at the door, and light refreshments will be provided.

  6. Arbor Day Honored by Distribution of Free Seedlings and Planting Information on Saturday, April 26, beginning at 9 am, by Members of the Township Environmental Commission at the East Windsor Police Athletic Fields on Airport Road. In the event of rain, distribution will take place on Saturday, May 3 at 9 am.

  7. Township Promotes Memorial Tree Program For Arbor Day. Residents and groups are encouraged to honor Arbor Day, celebrated on April 25, by planting a tree under the Township Memorial Tree Grove Program, housed on the municipal building grounds. The Memorial Tree Program offers residents a unique opportunity to provide a living memorial to a deceased relative or friend or in remembrance or commemoration of a special person, group or event. The tree, including tree planting and accompanying granite marker with the name of the deceased person or event to be remembered, can be ordered through the Public Works Department at a cost of $250. Brochures describing the program which include an order form are available at the Township Municipal Building or by calling 443-4000, ext. 240.

  8. Staffing for Adequate Fire and Emergency Response (SAFER) Grant in the amount of $51,800 has been awarded to East Windsor Volunteer Fire Company No. 2 by the Department of Homeland Security. The SAFER Grant was created to provide funding directly to fire departments to help them increase the number of trained, “front-line” firefighters available in their communities. The grant will pay for a four-year recruitment project which will include movie ads, brochures, handouts and mailers. The grant will benefit both District 1 and District 2 Fire Companies in volunteer recruitment.

  9. East Windsor Volunteer Fire Company No. 1 Hosts Craft Show & Psychic Fair on Saturday, April 26 from 9 am to 3 pm at the Fire Company facility on One Mile Road. Reservations for the Psychic Fair can be made by calling 448-1022. For more information visitwww.ewvfc1.org.

  10. East Windsor Rescue Squad District II Hosts Open House on Sunday, May 18, from 11 am to 3 pm at their facility on Twin Rivers Drive, behind the District II firehouse. Free food, games, tours of emergency vehicles, child safety seat inspection, CPR and First Aid demonstrations, informational and educational displays and some surprises will be in store for visitors. This Open House provides a great opportunity to see what the volunteer rescue squad does and how to become involved.

  11. April Proclaimed Alcohol Awareness Month and $2,000 in private donation checks were presented to members of the East Windsor Regional School District Hightstown High School After Prom Committee by Mayor Janice Mironov. A Mayoral Proclamation praised the After Prom Committee for providing, over the past twenty years, a safe and substance free environment for the young people in our community at an after prom event. During those twenty years, there have been no alcohol or drug related incidents on prom night.

  12. East Windsor Police Athletic League (EWPAL) Board of Directors Recognized During National Volunteer Week by Mayor Janice Mironov and Council Members as 2008 Township Volunteers of the Year. Established in1970, EWPAL is a non-profit organization sponsored by the East Windsor Police Benevolent Association Local 191. The EWPAL Board of Directors is comprised of local dedicated volunteers with a mission to provide young people, ages 4 to 17, with supervised athletic and social development activities and the skills needed for teamwork and good sportsmanship. Athletic opportunities offered include: recreational soccer; little league baseball; travel soccer program; indoor soccer; instructional basketball; softball; t-ball and girls and boys travel lacrosse program.

  13. Kosher Meals on Wheels Program Available from the Jewish Family & Children’s Service of Greater Mercer County. This service is available to individuals aged 60 or older and persons of any age with disabilities who cannot shop for and/or prepare their own meals. Up to five hot kosher meals a week are delivered directly to the individual’s home at a cost of $5 per meal (scholarships available).   1. Scoopers Gourmet Ice Cream Opens in the WaWa Center on Hickory Corner Road just west of Route 130. The new store is operated by Arpita and Bhadresh Patel and located adjacent to Moe’s Southwest Grill, also owned and operated by Mr. Patel. Scoopers Gourmet Ice Cream, open daily from 11 am to 9 pm, serves 16 flavors of hard ice cream and six flavors of water ice. Soft serve, yogurt and sugar-free products are also available as well as “Smoothies” and old-fashioned candies.

  2. “Click It Or Ticket” Seat Belt Campaign Funded by $4,000 Grantfrom the New Jersey Division of Highway Traffic Safety (NJDHTS). The Township will use the grant funds to participate in the NJDHTS 2008 “Click It or Ticket” seat belt campaign, which runs from May 19 to June 1. “Click It or Ticket” is a statewide campaign aimed at increasing compliance with State law that requires the use of seat belts. These funds will be used to pay the salaries of Township police officers who will be assigned patrol activities directed toward the identification and ticketing of motorists who fail to use seat belts as required by State law.

  3. Township “Use Your Head” Bicycle Helmet Giveaway Program’sthird and final session will be held on Tuesday, May 20, from 4 pm to 7 pm, at the East Windsor Municipal Building. Residents ages 5 through 16 can receive a bicycle helmet at no cost. After viewing a brief 5 minute video on the importance of bicycle helmets and bicycle safety, participants will be measured and given a properly fitted bicycle helmet, along with safety literature. The bicycle safety program is underwritten by a $10,000 grant from the New Jersey Highway Traffic Safety Division.

  4. Mark Your Calendars for Summer Events! Independence Day Celebration will be held on Thursday, July 3 (rain date Saturday, July 5) at Etra Lake Park with the Jerry Rife’s Rhythm Kings Dixieland Jazz Band at 6 pm, the Trenton Brass Quintet Plus Oneat 7:30 pm, and the Fireworks Display at 9:30 pm. Gary U.S. Bondswill be in concert on Sunday, July 13 (rain date Sunday, July 20) at 6 pm. Gary U.S. Bonds is a 1960’s pop performer with chart topping hits “Quarter to Three,” “Twist, Twist Senora,” “School is Out,” “Dear Lady Twist” and many more. Family Night in the Park will be held onSaturday, August 2 at 7 pm with Liberation – Tribute to CHICAGO. Eight musicians from Philadelphia will perform Chicago’s great songs like “25 or 6 to 4,” “Hard Habit to Break,” “Does Anyone Really Know What Time It Is,” “Saturday In The Park” along with other popular songs. Following the concert will be the showing of the movie “Pirates of the Caribbean” at approximately 8:30 pm. Rain date for the movie is Saturday, August 9.

  5. 2008 Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer Presented to Edward M. Kelley. Ed Kelley, a 40 year Township resident, began his community volunteerism in 1982 on the Township Environmental Commission and joined the Township Planning Board in 1992 becoming Chairperson in 1996, and continues to serve on both committees. He served on the EW Police Athletic League Board of Directors for about 10 years and also has coached young people for many years. Ed has served on numerous project committees over the years such as the Indian Artifacts, Open Space, Transportation Study, New Playing Fields, and participates annually in Clean-Up events and as a judge for the annual Recycling Poster contest and Business Awards. The Sylvia Weiss Senior Citizen Award is presented annual to a senior citizen who has exhibited outstanding service through volunteerism to the community by way of schools, religious institutions, service organizations or directly to the public.

  6. Emergency Medical Services Week Was Proclaimed and EMT of the Year Recognized by Mayor Janice S. Mironov. The Mayor recognized and praised by Proclamations all Township emergency medical services volunteers of District 1 and District 2 for their exemplary service, and congratulated East Windsor Rescue Squad, District I EMT of the Year Michael Alster. Michael Alster, the top responder in 2007, first joined East Windsor Rescue Squad, District I as a cadet in September 2002, received his Emergency Medical Technician certification in June 2005, became an active member in January 2007 and for the past two years has been responsible for its large and active Cadet Corp.

  7. Hightstown-East Windsor Memorial Day Parade Set for Monday, May 26 at 9 am, along Stockton Street and Main Street in Hightstown. A brief service and wreath laying ceremony in memory of Army Specialist Marc Scott Seiden will take place at 8:30 am on the grounds of the East Windsor Municipal Building. Marc Seiden grew up in Twin Rivers, attended the East Windsor Regional School District and gave his life for his country on January 2, 2004 while fighting in Iraq.

  8. Hightstown – East Windsor Historical Society Sponsors “Enjoy Spring on the Veranda in Hightstown” on Memorial Day, May 26 between the hours of 11 am to 2 pm. Take a stroll through history on Stockton Street from Church Street to Summit Street, as 12 homeowners open their porches to local visitors. Enjoy light refreshments as you learn about their history and admire the period architecture. Horse-drawn carriage rides, strolling musicians and costumed re-enactors will bring the past to life!

  9. Meadow Lakes Breaks Ground on Sixty New Independent Living Units Expansion. These sixty new units will be housed in four interconnected 2½ story building wings. The proposed building will also contain a lounge area and storage areas on each floor. Meadow Lakes, a Presbyterian Homes facility, is a continuing care retirement community that contains several residential living unit options ranging from independent living units to full-care housing.

Ms. Knispel is the attorney in charge of the Mercer County Legal Services Project for the Elderly and has specialized in elder law for over twenty years. This program is sponsored by the Jewish Family & Children’s Service of Greater Mercer County as part of the local Aging In Place Program.   1. East Windsor Celebrates Independence Day on Thursday, July 3with the rain date of Saturday, July 5.  The free entertainment begins at 6 pm at Etra Lake Park with Jerry Rife’s Rhythm Kings Dixieland Jazz Band, a 6-piece band from the Delaware Valley area, best known for its traditional jazz sound.  Trenton Brass Quintet Plus One, a 6-piece ensemble from Central Jersey performing “Americana” and a variety of popular melodies follows at 7:30 pm.  The spectacular fireworks display will commence immediately following the concerts, at approximately 9:30 pm.  This free event is made possible through the generous contributions of many area businesses.

  2. New Athletic Playing Fields Proposed on Disbrow Hill Roadopposite Etra Lake Park.  The Mayor and Council endorsed a first phase “Concept Plan” designed by the contracted engineering firm Keller & Kirkpatrick with input from a Mayor appointed committee.  The plan proposes two softball fields, compatible for use by both adult and youth leagues with adjustable 60 and 65 foot base dimensions, and three multipurpose soccer/lacrosse fields.  The proposal also includes a paved parking lot for 280 vehicles, restroom facilities, and a utility/storage building.  A four foot rail fence would be installed around the perimeter of the property.  Also included in the design are irrigation, fencing, backstops, bleachers, team benches, and crosswalks on Disbrow Hill Road.  The 59 acre Township open space site was acquired using grant funds and developer open space contributions.  The Township has assembled over $1 million dollars in State and County grants to underwrite the project.

  3. Gary U.S. Bonds Will Perform on Sunday, July 13 at 6 pm at Etra Lake Park playing American rhythm and blues and rock and roll.  Gary U.S. Bonds is a 1960’s pop performer with chart topping hits “Quarter to Three,” “Twist, Twist Senora,” “School is Out,” “New Orleans”, “Dear Lady Twist” and many more.  Gary U.S. Bonds will take the audience back to the era when Rock & Roll was being born.  Rain date is Sunday, July 20.

  4. Face Logic Opening in July in Windsor Crossing Shopping Center, located at the intersection of Route 130 north, Route 33 and Hickory Corner Road.  Face Logic is a facial skin care beauty salon franchise headquartered in California.  The store franchise owner is Connie Resnick.

  5. Atlanta Bread Company Re-opens in the East Windsor Towne Center Shopping Center located on Route 130 south just north of Princeton-Hightstown Road.   The store was temporarily closed due to a recent change in franchisees and to install new equipment and furnishings.  The 4,168 square foot Atlanta Bread Company, which is hot wired for lap top users, serves breakfast, lunch and dinner in an informal setting and provides catering services for businesses and special events.  The restaurant is open from 7 am to 9 pm (Monday through Thursday), 7 am to 10 pm (Friday and Saturday) and 8 am to 9 pm on Sunday.

  6. Township Phase 1 “Use Your Head” Bicycle Helmet Giveaway Program provided residents ages 5 through 16 with over 500 bicycle helmets at no cost during the month of May.  After viewing a brief 5 minute video on the importance of bicycle helmets and bicycle safety, participants were measured and given a properly fitted bicycle helmet, along with safety literature.  The bicycle safety program is underwritten by a $10,000 grant received from the New Jersey Highway Traffic Safety Division.

  7. Township Bicycle Safety Program Phase 2 began on June 1 and runs through July 31, during which Mayor Mironov and Council members and Township police officers will distribute mock summonses to youngsters.  The summonses praise children with “Congratulations, You Are Obeying the Law” and ask the young person to sign a pledge “to use a safety helmet when using a bicycle, skateboard or rollerblades.”  The forms are filled out, and returned to the Township for entry in a drawing for prizes, which will take place on Tuesday, August 5 at the Township “National Night Out” at the Police Building.  Prizes include new bicycles and gift certificates to local businesses; attendance on August 5 is not required to win a prize.

  8. Household Hazardous Waste Disposal Day will be held on Saturday, June 28 at the John T. Dempster Fire School located on Bakers Basin/Lawrence Station Road in Lawrenceville.  The hours are from 8 am to 2 pm.  For more information, visit the Mercer County Improvement Authority website at:

  1. “Family Night in the Park” Is Saturday, August 2 at Etra Lake Park. The evening begins at 7 pm with a concert by Liberation – Tribute to CHICAGO. Eight musicians from Philadelphia will perform Chicago’s great songs like “25 or 6 to 4,” “Hard Habit to Break,” “Does Anyone Really Know What Time It Is,” “Saturday in the Park” along with other popular tunes. Following the concert at approximately 8:30 pm will be a large screen showing of the movie “Pirates of the Caribbean”. The rain date for the movie is Saturday, August 9.

  2. “National Night Out” Is Tuesday, August 5 from 6 pm to 9 pm at the East Windsor Police Building at 80 One Mile Road. This fun and educational Township event, sponsored by Mayor Mironov and Council Members in conjunction with Chief of Police Spain, will feature police, fire and emergency medical services equipment; tours of the police building and crime watch information. There will be demonstrations of the breathalyzer, a canine trained in detecting illegal drugs, crime scene identification tools, police emergency response equipment, basic self-defense and child safety car seat inspections. Additionally, areas will be set up for issuance of emergency identification cards for children, bicycle helmet and bicycle safety instruction and inspections, face painting, and fire hose demonstrations. Activities also will include bicycle rodeo for children with their bicycles, soccer kick - softball throw - football toss - all for speed, moon walk adventure, wild slide and visits by McGruff the anti-crime dog. Music will be provided by New Jersey Radio 101.5 and the East Windsor Regional School District Hightstown High School band. Refreshments will be available.

  3. Facelogic Spa Opened in the New Windsor Crossing Shopping Center, located at the intersection of Route 130 North, Route 33 and Hickory Corner Road. According to Spa Director Connie Resnick, on Saturday, July 26 from 9 am to 12 noon the public is invited to stop by to celebrate the opening and enjoy some light refreshments, skin care and makeup tips; the first 100 guests will receive a gift card prize which can include free facial, free upgrade, waxing service and more, while one winner will receive a free one year membership. Facelogic, an international spa franchise headquartered in California, promotes themselves as the first luxury spa experience everyone can afford, and notes that the centerpiece of the Facelogic experience is the 50-minute custom facial – including a thorough skin analysis, exfoliation, extractions (if needed), therapeutic massage, masque and complimentary make-up touchup. Additional services are available including waxing, peels and make up lessons with Sue Devitt Cosmetics.

  4. East Windsor To Begin “Bike at Night - Use a Light”, the third and final phase of the Township annual Bike Safety Program. This phase is a directed effort, through public education and personal contact by police officers, to get bicyclers to use proper lighting at night. This phase commences on Wednesday, August 6 and continues through Monday, September 8, during which the Township will be distributing, at no cost, daily through the police building at 80 One Mile Road, the required pair of lights along with safety information literature. East Windsor residents can simply go to the police building and request the set of lights for their bicycle. New Jersey law and municipal ordinance require that bicycles be equipped with a white light on the front and a red light on the rear when in use during nighttime hours. The program is underwritten by a State grant.

  5. Nominations for the 2008 Township Business Awards Programare being solicited. The purpose of the program is to recognize local businesses that make special efforts to improve or contribute to the community. The three categories of Township award recognition are: (1) Business Beautification - creating an attractive appearance, for example, through landscaping, flowers, and other enhancements to the physical appearance of their structures and site; (2) Community Service - community contributions and service; and (3) Community Enhancement - providing some manner of community enhancement, for example, through extraordinary job creation, an unusual or special product or opportunity or any community value added aspect related to their business. Nomination forms are available at the Municipal Building and at the Hickory Corner and Twin Rivers branch public libraries. The deadline for nominations is September 5.

  6. Sharing Available Resources Efficiently (SHARE) Program Grant Awarded by the State in the amount of $45,873 to study the feasibility of East Windsor Township and Hightstown Borough sharing law enforcement resources. The grant specifically will be used to determine the feasibility and benefits, if any, of East Windsor Township providing police services under a contracted arrangement to Hightstown Borough. The study will be performed by Patriot Consulting Group of Monmouth Beach, New Jersey, which has projected a 4 to 5 month time frame for the review and report.

  7. East Windsor Kicks-Off “We Check for 21” Campaign, a Mayor/Council initiative to deter underage drinking. As part of the Township campaign, liquor license holders are required to sign the "We Check for 21” pledge, affirming strong support of the program, as a condition of receiving their liquor license renewal. Various materials and paraphernalia are distributed for use in the program. Note: Statistics show approximately 8 in 10 youths will have consumed alcohol at some time in their lives by the time they reach the 12th grade, and more than 60% of these youths will have consumed it to the point of intoxication. Approximately 1,000 drivers between the ages of 16 and 20 who are in fatal accidents each year have blood alcohol levels above the legal limit of .08.

  8. Free Home Safety Inspections for Seniors are being offered by the Jewish Family & Children’s Service of Mercer County to East Windsor Seniors. Trained volunteers will come to your home to provide an individualized home safety assessment. They will suggest modifications and repairs that can reduce or prevent accidents and offer ideas for making your home environment safer.   1. Mayor and Council Expand Community Bus Service and Programs at the Senior Center. Effective July 1, 2008, the Township hired a full-time bus driver, provided for back-up drivers, and transitioned the operation of the Community Bus from the East Windsor Regional School District to the Township. This change enables East Windsor to provide expanded bus transportation services within the same budget amount, by two hours a day from five hours to seven hours, allowing for a greater service level throughout the day for senior citizens. The expanded bus hours will enable many seniors dependent on the bus to remain at the Center through the afternoon and allow for additional transportation services in the mornings and afternoons, including: earlier pick-ups; new drop-offs at WalMart and Target in addition to Shoprite and Superfresh; medical appointments in the afternoon in addition to mornings; late afternoon senior center pick-ups at 3:45 pm, and extended Friday trips. Support for the Community Bus, as well as other Township transportation programs, comes through a Federal/State grant administered through NJ Transit. East Windsor Township also was awarded a new bus by NJ Transit (a $146,000 grant value) at no cost to the Township, which went into operation in January 2008, replacing a 10 year old vehicle. The Township was permitted to retain the prior bus and it is available for back-up use. As a result of the expanded Community Bus availability, additional programs will be offered at the Senior Center, including: additional yoga classes; a new digital photography class; additional core conditioning classes; additional tap dancing class; water color painting classes; a stretch and flex class; and extended afternoon events. Bus and Senior Center program schedules for September can be obtained at the Senior Center.

  2. Township Sponsors 5th Anniversary Senior Center Contest for East Windsor Senior Citizens. The theme of the contest is “What I Like Most About the East Windsor Township Senior Center and How It Has Affected My Life.” Participants must be 60 years of age or older and a Township resident who has used the East Windsor Township Senior Center. The senior should address a letter about the contest theme to Mayor Janice Mironov at 16 Lanning Boulevard, East Windsor, New Jersey 08520. The letter can be typed or hand-written. Letters should be submitted by 4:30 pm on Wednesday, September 10. The letter should be certain to contain the senior’s name, address and phone number. The three winning entries will be recognized and receive great prizes at the formal 5th Anniversary celebration on Sunday, September 21 at the Township Senior Center.

  3. Charity Golf Tournament Sponsored by the Economic Development Committee Will Be Held on Thursday, September 25, 2008, at the Peddie Golf Course. Registration starts at 11 am, followed by a shotgun start at 12:00 pm. Proceeds from this event will benefit the East Windsor YMCA Fund, to construct a new community center in the Township.   4. East Windsor Township’s “Bike at Night - Use a Light”commenced on August 6 and will continue through Sunday, September 7, during which the Township is distributing, at no cost, the required pair of bicycle lights along with safety literature, daily at the police building, at 80 One Mile Road. East Windsor residents can simply go to the police building and request a free set of lights for their bicycle. This third and final phase of the Township Annual Bicycle Safety Program is a directed effort, through public education and personal contact by police officers, to get bicyclers to use proper lighting at night. New Jersey law and municipal ordinance require that bicycles be equipped with a white light on the front and a red light on the rear when in use during nighttime hours. The Township’s Bicycle Safety Program also included Phase 1 “Use Your Head” with free helmet giveaway to young people and Phase 2 “Helmet Use Enforcement” involving the issuance of mock summonses for chances to win prizes for compliance with helmet use. The bicycle safety program is underwritten by a $10,000 grant from the New Jersey Division of Highway Traffic Safety.

  5. Nominations for the 2008 Township Business Awards Programare still being solicited. The purpose of the program is to recognize local businesses that make special efforts to improve or contribute to the community. The three categories of Township award recognition are (1) Business Beautification - creating an attractive appearance, for example, through landscaping, flowers, and other enhancements to the physical appearance of their structures and site; (2) Community Service - community contributions and service; and (3) Community Enhancement - providing some manner of community enhancement, for example, through extraordinary job creation, an unusual or special product or opportunity or any community value added aspect related to their business. Nomination forms are available at the Municipal Building and at the Hickory Corner and Twin Rivers branch public libraries. The deadline for nominations is September 5.

  6. Home Instead Senior Care Opens Second Floor Office in the Hickory Corner Road Center, which also houses Wawa, Moe’s Southwestern Grill, Domino’s Pizza, and Scooper’s Ice Cream. Home Instead Senior Care, managed by Elaine Szydlo, supplies home health services to individuals in their homes.

  7. Twin Rivers Branch of the Mercer County Library Celebrates 35th Anniversary. Mercer County Executive Brian Hughes and Mayor Janice S. Mironov joined library branch manager Rebecca Sloane and Friends of the Library President Barbara Hammer, and other officials and library personnel to formally celebrate the 35th Anniversary of the Twin Rivers Branch of the Mercer County Library. The Twin Rivers Branch of the Mercer County Library System originally opened on August 18, 1973 as a store front library in what is now Scotto’s Restaurant; then in 1983 a new building was constructed for the Twin Rivers Library. In 1996, the library facility underwent a major renovation adding a new community room, workroom area and children’s activity room. Mayor Mironov presented a Mayoral Proclamation recognizing this special milestone.

  8. New Safety Lighting Installed in Route 133/One Mile Road Area by the NJ Department of Transportation (NJDOT). Installation of new street lighting by the off-ramp and lighting under the deck/bridge were recently completed in direct response to a request by Mayor Mironov and Council Members to NJDOT in 2007, resulting from resident comments at a Mayors town hall meeting. A design proposal for lighting was developed by the State in late 2007, reviewed at that time by Township officials, and installation work recently completed by the NJDOT.

  9. Child Safety Car Seat Inspections Available to Township Residents. New Jersey law requires the use of child safety seats for infants and toddlers riding in motor vehicles. Township residents can receive assistance in the proper installation and use of child safety car seats from a Township certified safety seat technician employed within the police department.   1. East Windsor Township Holds Recycling Day on Saturday, September 27 from 10 am to 2 pm, at the East Windsor Township Senior Center, located at 40 Lanning Boulevard. This Township event is sponsored by Mayor Mironov and Members of Council in conjunction with the East Windsor Clean Communities Committee to reduce solid waste costs and to help preserve a greener environment. Free document shredding will be available to East Windsor residents to dispose of unwanted documents. There is a limit of ten boxes per household, and no commercial or industrial entities are permitted. Residents also will be able to drop off and dispose of cell phones, batteries, fluorescent bulbs and toner cartridges. The East Windsor/Hightstown Lions Club will be on-site collecting used eye glasses. The American Rescue Mission of Trenton will have trucks on-site to collect used furniture, appliances, clothing, blankets and working household electronics. Clothing should be brought in plastic bags, and only usable furniture will be accepted; charitable donation receipts will be provided by the Rescue Mission. The Clean Communities Committee will be distributing recycling information on composting and additional tools and ways to recycle. For further information, contact 443-4000, ext. 224.

  2. Senior Center 5th Anniversary Celebration Will Be Held on Sunday, September 21 at 1 pm at the East Windsor Township Senior Center, 40 Lanning Boulevard. A formal anniversary program will include Mercer County Executive Brian Hughes and Mayor Janice S. Mironov, followed by a tree planting ceremony.   3. Ceremony to Remember the 7th Anniversary Of 9/11 Will Be Held on Thursday, September 11, 2008 at 5:30 pm. A brief wreath-laying ceremony to remember and honor the 7th Anniversary of September 11 will take place at the existing 9/11 Memorial located on the grounds of the East Windsor Township municipal building, at 16 Lanning Boulevard. The public is welcome to attend.
     

  4. Town Hall Forum Is Scheduled for September 24 from 7:30 to 8:30 pm in the Twin Rivers Library Community Room. Mayor Janice S. Mironov, joined by a couple of Members of Council, will provide information on subjects of community interest and respond to resident questions.
     

  5. N.J. Department of Transportation Is Flattening Out “Bumps” on Route 130 following a written request by Mayor Janice S. Mironov. Mayor Mironov wrote to Transportation Commissioner Kris Kolluri and expressed concern about potential safety issues created by the buckled pavement. The NJDOT commenced maintenance work to mill these “bumps” on Thursday, September 4 and is expected to take several weeks to complete the work. 
     

  6. Senior Citizen Games to be Held on Thursday, October 2 at Etra Lake Park, with the opening ceremony to commence at 10 am. Senior Citizens will have an opportunity to compete in bocce, shuffleboard, basketball throw, bean bag toss, checkers, a walking race and hockey shoot. Ribbons will be given for first, second and third place in the following age levels: 60-69 years old, 70-79 years old and 80 years old and over. Free entertainment and lunch will be provided.   7. Township Mayor and Council Seek High School Students as Members for Boards and Committees. The Township Mayor and Council have formally established the non-voting position of Student Representative to certain Township advisory boards and commissions. The boards and commissions included in the program are: Commission on Aging, Clean Communities Committee, Economic Development Committee, Environmental Commission, Health Advisory Committee, Recreation Commission and Transportation Advisory Committee, along with the East Windsor Municipal Alliance for the Prevention of Substance Abuse. Generally, these bodies meet on a monthly basis. The Township Council believes that student participation can inject a fresh outlook into the governmental process and stimulate younger citizens to have a greater interest in and understanding of the role of local government. High school students who wish to be considered should submit a letter indicating their area of interest, reasons for wanting to serve, and related background information to Mayor Janice S. Mironov and Members of the Township Council, East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, New Jersey 08520.

  3. Windsor Green Cleaners to Open October 2 in the Wawa Shopping Center on Hickory Corner Road. Windsor Green Cleaners, locally owned and operated by Falguni and Naimesh Patel, promotes itself as an “environmentally friendly” dry cleaner employing a non-toxic and odorless cleaning process that uses a 100% biodegradable cleaning agent. The owners tout the following steps in their efforts to reduce the store’s carbon footprint: (1) there is no energy used in the sorting and assembly area; (2) plastic bags are biodegradable; (3) hangers will be recycled and/or biodegradable cardboard hangers, if acceptable by customers; (4) natural gas is used for fuel; and (5) all lighting is energy rated for efficiency. 
     

  4. Township Clean Communities Committee Sponsors Suggestion Box Contest for all middle school students in grades 6, 7 and 8. The Suggestion Box question is “How to Increase the Amount of Recycling in our Community.” Written ideas must be between 75 and 150 words. First, second and third place winners will receive gift certificates from Barnes and Noble of $75, $50 and $25, respectively, donated by Shiseido America. Written suggestions should be left by Friday, October 17 at the Kreps School Administrative Office or the East Windsor Municipal Building Mayor’s Office. The back of each written idea must contain the student’s name, address, phone number and grade level. Winners will be notified and awards made by Mayor Janice S. Mironov at the November 5 Council meeting at 8 pm.

Registration and networking begin at 7:30 am and the breakfast and program convene at 8 am. The program speaker Commissioner Doria will address the “Impact of New COAH Regulations on Economic Growth in New Jersey.” All area businesses are encouraged to attend. The admission charge is $20 and advance registration is required. Event day registrations will be charged $25. Register online at www.princetonchamber.org.   10. “Aging Well” Program Offered Free to Seniors on Thursday, October 16 from 10:30 am to 11:30 am at Meadow Lakes. The speaker will be Jill Schwartz-Chevlin, MD President and owner of Princeton Home and Primary Care PC, specializing in house calls for home-limited elderly patients in the Princeton and surrounding areas. Dr. Schwartz-Chevlin is board certified in Internal Medicine and has a special interest in geriatric medicine. This program is sponsored by the Jewish Family & Children’s Service of Greater Mercer County as part of the local Aging in Place Program.   1. Township and Mercer County Hold Special Passport Day Locally on October 15. Mayor Janice Mironov and Mercer County Clerk Paula Sollami Covello will hold a special Passport Day for residents on Wednesday, October 15 from 3:30 pm to 7:30 pm at the East Windsor Municipal Building, 16 Lanning Boulevard. The Mercer County Clerk’s Office will process United States Passport applications on-site for residents. Residents can just show up, but are encouraged to call 609-989-6465 to reserve a specific time. To apply, residents will need: 1. proof of US citizenship in the form of a state certified birth certificate, a US naturalization certificate or a previous US Passport, and 2. proof of identity in a form of a current drivers license or State issued identification card. Cost of the passport is $75 for adults $60.00 for minors plus a processing fee of $25. Passport photos can be taken on-site if needed for $15 or $10 for senior citizens. Only checks or money orders will be accepted.   2. Free Township Flu Clinics for East Windsor Residents over the age of 60 and free pneumonia vaccine clinics for residents over 65 are being held on Tuesday, October 28, Wednesday, October 29, and Tuesday, November 4 from 9:30 am to 3:00 pm. An evening clinic is scheduled for Wednesday, November 5 from 4 pm to 7 pm. Vaccinations will be given at the East Windsor Township Senior Center, 40 Lanning Boulevard. The vaccinations are by appointment only. To schedule an appointment, call the Township Health Department at 443-4000. Anyone in need of transportation should call the Senior Center at 371-7192.

  3. An $8,000 Grant for Conducting a Traffic Calming Study has been awarded to the Township by the New Jersey Division of Highway Traffic Safety. An engineering study will be conducted on Dutch Neck Road to evaluate potential traffic calming measures to reduce vehicle speeds on this local roadway. The Mayor and Council have been working with area residents in addressing local concerns about traffic safety.

  4. Concept Plan for Improvements to the Intersection of Route 130/Hankins/Conover Road received approval from the Mayor and Council and will soon be presented to the New Jersey Department of Transportation and others for consideration. Earlier this year the Mayor and Council, as the lead agency, awarded a contract to The Louis Berger Group using developer funds from the Transportation Improvement Program Fund to study proposed improvements to realign the area so that Conover Road, Hankins Road and Route 130 would meet at a single point controlled by a traffic signal with left turning lanes. The Mayor and Council have long promoted and advocated for this project, which was advanced by a Township-wide Transportation Study funded by $65,000 grant from the Delaware Valley Regional Planning Commission. The Township has and will continue to work cooperatively with the New Jersey Department of Transportation, Mercer County, Robbinsville Township and potential commercial developers in an effort to forward and fund the intersection improvements.

  5. Last Day for Voter Registration for the 2008 General Election is Tuesday, October 14. Registration forms can be obtained at the East Windsor Municipal Building, 16 Lanning Boulevard, Monday through Friday between the hours of 8:30 am to 4:30 pm. You can also contact the Municipal Clerk’s office at 443-4000 to have a registration form mailed to you. October 28 is the last day to receive mail applications for military service and civilian absentee ballots. Absentee ballots may be applied for in person at the County Clerk’s Office until 3 pm on Monday, November 3. Tuesday, November 4 is General Election Day with polls being open 6 am to 8 pm.   1. Remember Election Day is Tuesday, November 4 with polls open from 6 am to 8 pm. For questions about your voting district, call the municipal clerk’s office at 443-4000 ext. 238. Voters can apply for an absentee ballot in person at the county clerk’s office on Friday from 8:30 am to 8:30 pm, on Saturday from 8:30 am to 2 pm, on Sunday from noon to 3 pm, and up until 3:00 pm on Monday, November 3. The county clerk’s elections office is located on the second floor of the Old Courthouse at 209 South Broad Street in Trenton and can be contacted at 989-6465.

  2. Free Township Flu Clinics for East Windsor Residents over the age of 60 and free pneumonia vaccine clinics for residents over 65 continue to be held on Tuesday, November 4 from 9:30 am to 3:00 pm, and on Wednesday, November 5 from 4 pm to 7 pm. Vaccinations are being given at the East Windsor Township Senior Center, 40 Lanning Boulevard. The vaccinations are by appointment only. To schedule an appointment, call the Township Health Department at 443-4000. Anyone in need of transportation should call the Senior Center at 371-7192.

  3. Commercial Equipment Direct Assistance Program Grant valued at $13,500 was awarded to the Township from the U.S. Department of Homeland Security, Federal Emergency Management Agency. The equipment awarded under this grant is a state-of-the-art fully digital compact thermal imaging camera. Thermal imaging cameras are useful as surveillance tools and can be helpful in the search for missing or lost individuals. The grant also includes training in the use of the equipment.

  4. An Additional Sharing Available Resources Efficiently (SHARE) Program Grant in the amount of $10,000 has been jointly applied for by Hightstown Borough and East Windsor Township to study the feasibility and benefits, if any, of East Windsor providing municipal court services to Hightstown. This grant would supplement the previously awarded $45,873 SHARE grant to study the feasibility and benefits, if any, of East Windsor providing police services under some contracted arrangement to Hightstown. Patriot Consulting Group of Monmouth Beach, New Jersey was contracted to perform the studies.

  5. Free Rabies Clinics will be held by East Windsor Township on Saturday, November 1 from 1 pm to 3 pm at East Windsor Volunteer Fire Company No. 1, located at 51 One Mile Road and on Saturday, November 8 from 1 pm to 3 pm at East Windsor Volunteer Fire Company No. 2, located at 69 Twin Rivers Drive. Owners will be required to show a certificate of previous rabies vaccination; otherwise vaccinations of only one year duration will be provided. For safety, all animals must be properly restrained by leash or carrier.

  6. Volunteer Firefighters of the Year Recognized during Fire Prevention Week. Township Mayor Janice Mironov proclaimed Fire Prevention Week, and recognized Volunteer Firefighters of the Year,Harvey Bailey from East Windsor Volunteer Fire Company No. 1, andMichael Golembieski from East Windsor Volunteer Fire Company No. 2. Harvey Bailey, a volunteer firefighter since 1984, has held various positions including Lieutenant, Captain, Assistant Chief, Assistant Treasurer, Corresponding Secretary, Trustee, Vice President and President. Harvey Bailey serves on numerous committees and was named 1991 Firefighter of the Year. Michael Golembieski, a volunteer firefighter since August 2006, currently serves as Company Secretary. Michael Golembieski is involved in fundraising, fire prevention education activities membership drives, and mentoring new firefighter recruits.

  1. Mahzu Japanese Restaurant Opens in the New Windsor Crossing Shopping Center, located at the intersection of Route 130 North, Route 33 and Hickory Corner Road (between Home Depot and Wal-Mart).  The new 208,000 square foot restaurant has a 275 seat dining area, including a sushi bar, 18 Hibachi tables, and offers authentic Japanese cuisine.  Mahzu Japanese Restaurant offers dine-in, takeout and reservation services.

  2. Township Awarded $290,000 Grant for Hickory Corner Road from the New Jersey Department of Transportation.  The grant will provide for the resurfacing of Hickory Corner Road between Route 130 and Oak Creek Road to include the intersection, as well as other associated improvements to curbing, driveway aprons, drainage, upgrade and repair of handicap ramps at required intersections, and replacement of all line striping and road markings such as crosswalks and stop bars.  Hickory Corner Road, a major and much used municipal roadway, is home to a branch of the Mercer County library, Anker Park, Wiltshire Park, Bear Brook Pathway, and the preserved Lee Turkey Farm.  Hickory Corner Road, east of Route 130, also has major shopping areas including Home Depot, Wal-Mart and the newly constructed Windsor Crossing Shopping Center.

  3. East Windsor Participates in Womanspace Communities of Lights Set for December 14.  Communities of Lights is an event geared to raise funds for domestic violence victim service provider Womanspace and public awareness about the important subject of domestic violence and available victim resources.  Mayor Mironov and local elected officials as well as Chief of Police William Spain will be gathering on Sunday, December 14 at 5 pm, to light up the East Windsor Municipal Building, followed by refreshments.  Citizens can participate by purchasing candles and joining Township officials at the Municipal Building on Sunday, December 14.  Luminary kits, containing 6 candles, can be purchased for $10 at Windsor Nissan on Route 130 South, PNC Bank on Princeton-Hightstown Road (Route 571), Gold's Gym in the Windsor Crossing Shopping Center (located on Hickory Corner Road between Home Depot and Wal-Mart), and Sign-A-Rama at 370 Route 130 North.  All proceeds will go directly to Womanspace, the primary Mercer County organization providing a comprehensive array of services to individuals affected by domestic violence and to improving the quality of life of abuse victims and their families.  For further information, call 448-5678, extension 237.

  4. Township Awarded $5,000 Driving While Under the Influence (DWI) Enforcement Grant for intoxicated driving enforcement efforts from the New Jersey Division of Highway Traffic Safety (NJDHTS).  The Township is receiving this grant for participation in NJDHTS Over the Limit Under Arrest 2008 Year End Crackdown which begins December 8 and concludes January 2, 2009.  This is a statewide campaign aimed at improving public safety by encouraging responsible driving during the holiday season.  These funds will be used to pay the salaries of police officers assigned patrol activities directed at the detection and apprehension of intoxicated drivers.

  5. Township Awarded $5,039 Grant for Body Armor from the New Jersey Division of Criminal Justice under the 2008 State Body Armor Replacement Fund Program.  The funds are used to supplement the Township expenditures for periodic replacement of body armor issued to and used by members of the Township police department.  The Body Armor Replacement Fund is funded through a $1 surcharge on each fine, penalty or forfeiture imposed and collected by a judge for any violation of motor vehicle laws in New Jersey.

  6. Township Mayor and Council Encourage Citizens to Volunteer for Township Boards and Committees. Volunteers can apply to serveon the Clean Communities Advisory Committee, Commission on Aging, East Windsor Municipal Utilities Authority, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment and the East Windsor Municipal Alliance for the Prevention of Substance Abuse. Residents interested in volunteering can obtain an application from the Municipal Clerk or from the Township website at www.east-windsor.nj.us or send a letter of interest and a resume or information about their background to: Mayor Janice S.   7. Radio City Christmas Spectacular Bus Trip on December 13 is being sponsored by the East Windsor Recreation Department.  Tickets are $75 and the bus will be leaving the Senior Center at 9 am and returning at 6 pm.  For more information, call the Recreation Department at 443-4000 ext. 225.

  1. East Windsor Township Annual Re-organization Meeting will be held on Tuesday, January 6, 2009 at 7:30 pm in the East Windsor Township Municipal Building, 16 Lanning Boulevard. The public is invited to attend. A reception and refreshments will follow.

  2. East Windsor Township Annual New Year’s Food Drive will be held between January 1 and January 31, 2009. The Township is asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard), the East Windsor Police Building (80 One Mile Road), or the East Windsor Rescue Squad, District II building (Twin Rivers Drive). This food drive will benefit the Food Pantry at Rise (formerly the Community Action Service Center) and the Green House Food Pantry at St. Anthony’s Church, area based organizations that provide assistance to local individuals and families.

  3. Windsor Organic Cleaners Opens in the Newly Constructed Windsor Crossing Center, located at the intersection of Route 130 North, Route 33 and Hickory Corner Road (between Home Depot and Wal-Mart). The new 2,000 square foot business, owned and operated by Mike Yoon, represents that it uses environmentally friendly materials in its cleaning process.

  4. New Police Officer Michael W. Adelung Joins East Windsor Police Department, filling a position vacated due to a resignation. Officer Adelung began his career as a patrol officer with the New Jersey Transit Police Department and will be assigned to a uniform services platoon. Officer Adelung has a Bachelor of Science degree in computer science and information systems from Richard Stockton College and graduated from the Burlington County Police Academy.

  5. Township Files Housing Plan with NJ Council on Affordable Housing by State December 31, 2008 deadline to maintain the municipality’s existing protection again developer zoning lawsuits. Although the Township, under State-created duress, has prepared and filed a plan which the Township believes to be compliant, the Township strongly urges the establishment of a more rational, achievable, and resourced affordable housing program for the State of New Jersey which is consistent with smart growth, sensitive to environmental concerns and furthers a positive and vibrant economic climate. The Township does not believe that the current COAH regulations are properly designed to achieve these goals, and will burden property taxpayers and discourage new business, and at a time when the poor economic climate can least afford this situation. The Mayor and Council have joined forces with 250 other municipalities, through the New Jersey State League of Municipalities, to file a court challenge to these COAH regulations.

  6. Mercer County Surrogate East Windsor Satellite Office to Continue for 2009, according to Mayor Janice S. Mironov and Mercer County Surrogate Diane Gerofsky. The Satellite Office is housed at the Township Senior Center, providing residents the opportunity to obtain probate services locally. The East Windsor Surrogate’s Satellite Office will be offered from 9:30 am to 11:30 am on the 4th Tuesday of each month, specifically: January 27, February 24, March 24, April 28, May 26, June 23, July 28, August 25, September 22, October 27, November 24, and December 22.   7. Jewish Family & Children’s Service of Mercer County Introduces “The Kosher Cafe East” on Wednesday, January 14, at 12:30 pm, and the second Wednesday of every month, at Beth El Synagogue located at 50 Maple Stream Road. The program, which features hot family-style kosher meals, musical entertainment and friendly faces, is open to the public at $5 per person. RSVP to Julie Feibush at 609-987-8100.
