Notice to Bidders





NOTICE IS HEREBY GIVEN sealed bid proposals will be received by the East Windsor Township for the Site Work to East Windsor Senior Center in the following ways by Wednesday, April 20, 2022 at 10:00 am prevailing time:


  • By regular mail to: Township of East Windsor, 16 Lanning Boulevard, East Windsor, NJ 08520; please note that proposals sent via regular mail should factor in mail delivery timeframes to ensure that proposals are received by the aforesaid deadline; or


  • In-person: hand-delivered to the East Windsor Township Municipal Clerks office located at the East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, NJ 08520 on the day of the bid-opening, April 20, 2022, which will take place at 10:00 am at this location.


The Bid Documents have been prepared by Settembrino Architects with an office at 37 E Washington Avenue, Atlantic Highlands, NJ 07716, P: (732)-741-4900. All questions shall be directed to Kevin M Settembrino, AIA, LEED AP. Bidding documents may be obtained directly from the office of the architect, after Tuesday, April 5, 2022 as an electronic PDF document only, by emailing the company name, contact info, phone, fax and email address to


A strongly recommended, but not required pre-bid meeting will be conducted on April 8, 2022 at 9:30 am at East Windsor Senior Center, 40 Lanning Blvd, East Windsor, NJ. 


Bidders must supply 1 original and 2 copies of bids. Each bid must be furnished on the proposal sheets included in the Contract Documents, enclosed in a sealed envelope and addressed to the Municipal Clerk, Allison Quigley, at East Windsor Municipal Offices, 16 Lanning Boulevard, East Windsor, NJ 08520 and plainly marked on the outside with the name and address of the bidder and the Contract Number and Title. 


This contract will be awarded by the Township through a public bidding process complying with the requirements of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et. seq. as well as with the New Jersey Local Unit Pay-to-Play Law, N.J.S.A. 19:44A-20.4 et. seq. 


The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. 


During the performance of this contract the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27). all requirements of Affirmative Action N.J.S.A. 10:5-31 et seq., all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety.

 NOTICE is hereby given that sealed bids for the Disposal of Leaves for the Township of East Windsor will be received by the East Windsor Township Municipal Clerk’s Office on Tuesday, April 5, 2022 at 11:00 a.m., prevailing time, at the East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, at which time said bids will be opened and read in public.

Specifications and bid forms are on file in the office of the Municipal Clerk and may be obtained by prospective bidders at said office during regular business hours – 8:30 a.m. to 4:30 p.m., Monday through Friday.  Prospective bidders are encouraged to contact the Municipal Clerk’s Office at (609) 443-4000, extension 237, or via email at to obtain specifications and bid forms. 

Due to ongoing pandemic precautions, all bidders are encouraged to submit bids via certified mail, overnight delivery or drop-off on or before the bid opening date and time.  Hand delivered packages can be deposited 24 hours a day, 7 days a week, in the secure drop mail box in the front of the Municipal Building, or left in the front door vestibule area.  

All persons wishing to attend the public in-person bid opening must abide by the CDC and New Jersey Department of Health (NJDOH) guidelines concerning the COVID-19 pandemic.  Specifically, all participants will only be permitted access to the Municipal Building if their mouth and nose are covered at all times with a mask or cloth covering, and while inside the Municipal Building, must maintain a minimum of six feet separation from other attendees.  

Bids must be in a sealed envelope addressed to the “EAST WINDSOR MUNICIPAL CLERK” and clearly marked on the outside:  Disposal of Leaves for the Township of East Windsor

All bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27, as described in the specifications.

The Township of East Windsor reserves the right to reject any and all bids and to waive informalities as the interest of the Township may require.
