East Windsor Township Announces Implementation of New ARRIVE TOGETHER Program

Mayor Janice S. Mironov announced that East Windsor Township has approved implementation of the East Windsor ARRIVE Together Program, a new state funded initiative partnering with Capital Health System, Inc., geared at improving responses to mental health and substance abuse situations.
ARRIVE (Alternative Response to Reduce Incidences of Violence and Escalation) Together, launched by the New Jersey Attorney General’s Office, pairs mental health specialists with law enforcement personnel to more appropriately and effectively handle behavioral health situations, and is aimed at reducing criminal arrests and use of force and injuries. Managed by county prosecutors and funded by the State, the program comes at no cost to East Windsor Township.
Mayor Mironov explained, “Mental health and drug abuse issues exist throughout all of our communities, and traditional policing can be enhanced by partnering to provide outreach and social and health support services for people in crisis. ARRIVE Together is an innovative new component to law enforcement, which recognizes and seeks to treat the mental health symptoms underlying the behavior with specialized services, thereby achieving better public safety and health outcomes, and resulting in reduced call-outs and repeat visits for police officers.”
The program is designed as a follow-up service to an initial police response to an individual in need of support. After a law enforcement response involving individuals struggling with mental health and substance abuse challenges, ARRIVE Together social service and medical resources support follow-up with the individual to evaluate and provide assistance, including direct response to their home.
Mayor Mironov continued, “Sadly, the existence of mental health and substance abuse issues is a reality in all of our communities, and the goal here is to intervene as early as possible to better provide support and professional options to assist these individuals.”
Chief of Police Jason Hart added, “The Township Police Department is committed to providing the highest level of service to every member of our community, including those suffering with mental illness and drug addiction. The ARRIVE Together partnership provides our officers with additional support and resources to more effectively help individuals experiencing mental health issues.” The East Windsor ARRIVE Together program is now standard operating procedure when police encounter individuals suffering from mental health and/or substance abuse challenges.
