  1. East Windsor Township Annual Reorganization Meeting Was Held on Sunday, January 1, 2012 at which local elected officials -- Mayor Janice Mironov, Marc Lippman, Peter Yeager and John Zoller – were sworn into office for four-year terms. Council Member Perry Shapiro will serve as Deputy Mayor. Former Council Members Marsha Weinstein and Walter Daniels were recognized for their many years of service, as were several volunteers to Township Boards and Commissions.

  2. Charlie Brown’s Steakhouse Is Re-Opening in Early Spring in the East Windsor Village Shopping Center on Princeton-Hightstown Road just west of Lanning Boulevard. Charlie Brown’s Steakhouse is renovating the interior of the existing building to include additional booths, fresh paint, new carpeting and a new wood floor in the bar area. The exterior will be repainted with new canopies. Charlie Brown’s representatives indicate that the restaurant opening will generate 40 to 60 new jobs for a variety of positions. The restaurant had been closed along with 45 others as part of a company filing for protection under Chapter 11 of the federal bankruptcy codes.

  3. East Windsor Acquires Two New Open Space Properties on Etra Road and Airport Road. The 40 acre Etra Road parcel, located at the intersection of Etra Road and Cedarville Road in the Township Rural-Agricultural Zone, is in close proximity to numerous other preserved open space and farmland properties. The property is all farmland, and is included in the Township approved Open Space and Recreation Plan and within the Mercer County Agricultural Development Area. The 7.55 acre Airport Road parcel, donated by Pulte Homes, is located adjacent to the new Windsor Cove subdivision at Endeavor Boulevard. The total $1,100,000 purchase price to acquire the 40 acre Etra Road property was underwritten by Green Acres grants, Mercer County grants and New Jersey Turnpike Authority funds (provided to mitigate Turnpike open space takings). No local property tax dollarswere used in the acquisitions.

  4. East Windsor Township 2012 New Year’s Food Drive Continuesthrough January 31, 2012. Mayor Janice Mironov and Council Members are asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard), East Windsor Police Building (80 One Mile Road), or the East Windsor Rescue Squad, District II (Twin Rivers Drive). The food drive will benefit the Green House Food Pantry at St. Anthony’s Church and the Food Pantry at RISE, area based organizations that provide assistance to local individuals and families.

  5. East Windsor Rescue Squad, District 1 Installed New Officers for 2012. Scott Prykanowski will serve as Chief and Michael Gargiullowill serve as President of Rescue Squad, District 1 for 2012. Congratulations and thank you to all of the Township dedicated volunteers!

  1. Bartronics Will Be Opening Offices in East Windsor Township. Bartronics, which specializes in business bar codes and smart tags, will move into an 8,000 square foot space in 104 Windsor Center, located on the south side of Princeton-Hightstown Road, just east of Old Trenton Road. Bartronics intends to initially employ approximately 35 people at this facility with hopes of growing that number as the operation expands. The company hopes to complete all fit-out work and occupy the new East Windsor offices in April. Bartronics, incorporated in 1990 in Hyderabad, India, has offices worldwide and training centers in India, United Kingdom, United Arab Emirates, Malaysia, Singapore and Hong Kong, as well as the United States (New Jersey and California).

  2. East Windsor Residents Can Now Register Cellular Phone Numbers for the Local Township Reverse 9-1-1 System Used to Communicate in Emergency Situations. East Windsor Township uses the Mercer County Reverse 9-1-1 System to provide notifications to residents in case of emergency, as was done during Hurricane Irene. At that time, many residents inquired as to how they could be called on cellular phones. Mayor Janice Mironov asked Mercer County Executive Brian Hughes how that reasonable legitimate request could be accommodated, and he has just advised the Township that a system has been created on the Mercer County website to allow for registration by Mercer County residents and businesses of wireless cellular phones not in the database. To do so, go to the Mercer County website at http://nj.gov/counties/mercer and at the very top click on ALERT – Mercer County Emergency Notification System.IMPORTANT NOTE: Regardless of your zip code, for Township residents and businesses, you must register East Windsor Township as your municipality to receive the proper notices.

  3. East Windsor Recreation Department Is Accepting Applications for 2012 Summer Camp Positions. The positions include camp supervisors, camp counselors, before and after camp care staff, lifeguards, bus drivers and (non-paying) counselors-in-training. Applications can be obtained by contacting the Township Recreation Department at 609-443-4000, ext. 225 or on-line at www.east-windsor.nj.us by clicking Recreation tab on the left, then Summer Camps. Individuals 18 years and older will be subject to a criminal background check. Applications will be accepted until positions are filled.

  4. East Windsor Township and Hightstown Borough and the NJ League of Municipalities Offer Scholarship Opportunity to Junior and Senior High School Students. Three $1,000 scholarships are being offered through the Louis Bay 2nd Future Municipal Leaders Scholarship Competition. This statewide scholarship competition centers on the theme “What My Mayor and Governing Body Do Best” and seeks to advance the virtues of elected and volunteer members of the community, while raising awareness of municipal government in general. An appointed committee will select a semi-finalist and forward the semi-finalists’ entry to the scholarship committee of the New Jersey League of Municipalities for their consideration. The State League Scholarship Committee will select 15 finalists and 3 winners from the State. A full application package can be obtained through the Office of Mayor Janice S. Mironov at the municipal building (16 Lanning Boulevard) or by calling 609-443-4000, ext. 237, and all entries should be returned to the East Windsor Mayor’s Office by March 9.

  5. East Windsor Rescue Squad, District 2 Installed New Officers for 2012. Tristan Torres will serve as Chief and Kevin Hood will serve as President of Rescue Squad, District 2 for 2012. Congratulations and thank you to all of the Township’s dedicated volunteers!

  6. East Windsor Volunteer Fire Company No. 2 Installed New Officers for 2012. Barry Rashkin will serve as Chief and Ben Thornton will serve as President of East Windsor Volunteer Fire Company No 2 for 2012. Congratulations and thank you to all of the Township’s dedicated volunteers!

  1. Special Meeting of East Windsor and Hightstown on the “Route 33 Corridor Revitalization Plan” Will Be Held on Wednesday, March 14, at 7:30 pm at the East Windsor Senior Center, 40 Lanning Boulevard. The purpose of this meeting is for a presentation to the public by the consultant Heyer Gruel and Associates of findings and proposals to date of the “Route 33 Corridor Revitalization Plan”. This planning initiative, funded by a $100,000 Delaware Valley Regional Planning Commission (DVRPC) Transportation and Community Development Initiative grant, was undertaken to review current zoning and existing uses along Route 33, from Route 130 in East Windsor to Summit Street in Hightstown, with particular attention to the 38 acre former Minute Maid property divided between East Windsor (21 acres vacant land) and Hightstown (16 acres and the former plant facility), and to determine the most appropriate uses and zone changes to enhance development and redevelopment opportunities for this area. The study also was to examine traffic circulation, potential roadway and intersection improvements and available infrastructure to support development, with special focus on the Route 33/Airport Road intersection.

  2. Free Gun Safety Locks Are Available to Township Residents During March as part of a Township Sponsored Gun Safety Program. The Township is sponsoring this proactive safety initiative to promote improved gun safety, as these gun locks if properly used can help keep guns out of the hands of children and prevent accidental deaths and injuries in the home. The gun locks are available to East Windsor at no cost through Project Child Safe, a national firearms safety program sponsored by the U.S. Department of Justice and the National Shooting Sports Foundation. Free gun safety locks can be obtained at the Township police building by contacting Detective Brian Gorski at 448-5678, ext. 236.

  3. Township and Mercer County Hold Special Passport Day on Wednesday, April 4 from 3 pm to 7 pm at the East Windsor Municipal Building (16 Lanning Boulevard). Mayor Janice S. Mironov and Mercer County Clerk Paula Sollami Covello are sponsoring this special Passport Day locally at which the Mercer County Clerk’s Office will process United States passport applications on-site for residents. Residents can just show up, but are encouraged to call 609-989-6465 to reserve a specific appointment time. To apply, residents will need: (1) proof of U.S. citizenship in the form of a state certified birth certificate, a U.S. naturalization certificate or a previous U.S. passport, and (2) proof of identity in the form of a current driver’s license or state issued identification card. Cost of the passport is $110 for adults, and $80 for minors, plus a processing fee of $25. Passport photos can be taken on-site if needed for $15 or $10 for senior citizens. Only checks or money orders will be accepted. For further information on requirements and documents needed to obtain a passport, visit www.mercercounty.org and click on County Clerk, or call 609-989-6473.

  4. East Windsor Recreation Department Summer Camp Registration Begins March 5 for Township Residents. A variety of recreational day and travel camps are offered for students entering grades K-10: the Sunny Day Camp for children entering kindergarten and Grade 1; the Recreation Day Camp for children entering Grade 2 through Grade 6; the Junior Travel Camp for children entering Grade 4 through Grade 6, and the Senior Travel Camp for children entering Grade 7 through Grade 10. Camp Care for before and after care of students is also available for an additional fee. Registration forms will be available at the Township municipal building, local libraries and online atwww.east-windsor.nj.us (click on Recreation then click Summer Camps). For additional information, call 443-4000 ext. 225.

  5. East Windsor Sponsors Recycling Poster Contest for All Local Elementary School Students. The theme of the poster is to promote any or all of the “4 R’s” of the Township Recycling Program Logo, which are: RECYCLE all items that can be recycled; REUSE other items rather than throw them out in the trash; REDUCE materials into their homes that then have to be disposed of, and REBUY, that is buy goods that use recycled materials. Posters should be left by Friday March 16 at the student’s School Administrative Office or at the East Windsor Municipal Building Mayor’s Office. Participants should be certain to provide on the back of each poster the student’s name, address, phone number, grade level and school attended. Contest winners will be notified and awards, including gift certificate to Barnes and Nobel donated by Shiseido, will be made by Mayor Janice Mironov at an Earth Day ceremony at the April 17 Council meeting at 8 pm. Winning posters will be displayed in the municipal building lobby during the month of May.

  6. East Windsor Is Soliciting Nominations for the Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer. The annual award is to recognize a senior citizen who has exhibited outstanding service through volunteerism to the community by way of the schools, religious institutions, service organizations or directly to the public. Nominees must be at least 60 years of age and residents of East Windsor. Nomination forms, due by April 2, are available at the municipal building, on-line at the Township website www.east-windsor.nj.us or by calling the Municipal Clerk’s office at 443-4000, ext. 240.

  7. Mercer County Household Chemical and Used Electronic Waste Collection Event Will Be Held on Saturday, March 10, from 8 am to 2 pm at the John T. Dempster Fire School, located on Bakers Basin/Lawrence Station Road in Lawrence Township. No registration is required, just proof of Mercer County residency. The program will be held rain or shine. Residents can dispose of aerosol cans, used motor oil, propane gas tanks, pesticides, herbicides, car batteries, paint thinner, oil based paint, gasoline, anti-freeze, driveway sealer, insect repellents, and fluorescent and compact fluorescent bulbs. Used electronic equipment including computers, copiers, fax machines, printers, stereos, televisions and microwaves also will be accepted.   8. Township 2011 Employees of the Year Recognized by Mayor Janice S. Mironov. The honored Township employees are: Jennifer A. Santiago, Secretary to the Manager, Administration; Police Officer Ryan Ballard, Law & Public Safety, and Peter Genthe, Driver Laborer, Department of Public Works. Jennifer A. Santiago has been a Township employee since 1992, Ryan Ballard since 2003 and Peter Genthe since 2004.

  1. East Windsor Awarded $100,000 Grant by Delaware Valley Regional Planning Commission (DVRPC) for a transportation and redevelopment study to review the impacts to the surrounding area of the re-configured New Jersey Turnpike Exit 8. The purpose of this study is to examine the relationship of the transportation system changes as a result of the Turnpike widening project on properties within the vicinity of the relocated and expanded Exit 8 interchange. The goal is to best position East Windsor to take advantage of development and redevelopment opportunities, and to identify development strategies and implementation steps to maximize and attract high value, high quality, appropriate business and commercial development.

  2. East Windsor Achieves Bronze Level Sustainable Jersey Certification for Environmental Accomplishments. The Township had to earn a minimum of 150 action points including priority actions and create a municipal Green Team. Sustainable Jersey is a certification program available to municipalities in New Jersey that want to “go green, save money and take steps to sustain long term environmental quality for their community.” Sustainable Jersey certification enhances the Township’s eligibility for future grants and funding opportunities.

  3. New Township Street Map Produced and Distributed. A new full color East Windsor street map has been produced and is being mailed to residents. The newly produced map features every street in the Township, along with schools, parks, libraries, shopping centers, restaurants and municipal facilities. Further, phone numbers are provided for local government offices, utilities, transportation providers, libraries, and other resources. The printing and mailing of the map was underwritten privately by local businesses and advertisers.

  4. Traffic Control Monitoring System Has Been Installed on Route 130 at the Intersection with Dutch Neck Road and Has Begun 30 Day Test Period as of March 8. During this time, formal warnings will be issued to motorists who fail to obey the traffic signals. Following the 30 day test period, full operation of the traffic monitoring system will commence. The Township was approved by the State to join a NJ Department of Transportation pilot program involving compliance with traffic signals along major roadways. The State has determined that the installation of this system can help serve as an effective tool in encouraging drivers to observe traffic control signals, thereby improving the safety of all motorists and pedestrians.

  5. East Windsor to Receive 2012 Clean Communities Grant of $39,492, Encourages Community Groups to Participate in 2012 Township Adopt-A-Spot. Under this program, participating groups “adopt” a public property and keep it clean during the year. A placard is erected on the site indicating that it has been “adopted by” with the name of the group. The groups are expected to perform clean-up 3 times a month from April 1 through November. To participate, interested groups should send a letter to East Windsor Clean Communities Committee, ATTN: Mayor Janice Mironov, 16 Lanning Boulevard, East Windsor, NJ 08520.

  6. Annual East Windsor Egg Hunt Is Scheduled for Saturday, March 31 at 10 am at Etra Lake Park (rain date Sunday, April 1 at 2 pm). The egg hunt is for children in pre-school through grade 5. This annual event features lots of candy, prizes and fun! There is no fee or registration, but each child should bring a basket or bag. To avoid a last minute traffic jam at the park entrance, plan to arrive early. If inclement weather, call 443-4000, ext. 400 for information.

  1. Charlie Brown’s Steakhouse Has Re-Opened in the East Windsor Village Shopping Center on Princeton-Hightstown Road, just west of Lanning Boulevard. Charlie Brown’s has renovated the interior of the existing building to include additional booths, fresh paint, new carpeting and a new wood floor in the bar area. The exterior has been repainted with new canopies. Charlie Brown’s representatives indicate that the restaurant opening has generated at least 60 new jobs for a variety of positions. The restaurant had been closed along with 45 others as part of a company filing for protection under Chapter 11 of the federal bankruptcy codes.

  2. East Windsor Township Was Awarded a $220,000 NJ Department of Transportation Grant For Roadway Improvements To Dutch Neck Road. The funding, successfully obtained by Mayor Janice S. Mironov and Council Members, will be used for milling and resurfacing of Dutch Neck Road from Hickory Corner Road to Oak Creek Road, as well as repairs to curbs, driveway aprons and handicapped ramps. Work will be undertaken later this year, and the project is expected to take approximately 30 days, weather permitting.

  3. East Windsor Will Hold Recycling Day Event on Saturday, April 21 from 10 am to 2 pm, at the Township Senior Center, located at 40 Lanning Boulevard. Free document shredding will be available to East Windsor residents. There is a limit of ten boxes per household, and no commercial entities are permitted. Residents will also be able to drop off cell phones, fluorescent bulbs, toner cartridges, as well as used computers and computer equipment. The East Windsor/Hightstown Lions Club will be collecting used eye glasses. Rescue Mission trucks will be on-site to collect usable furniture, clothing, blankets and working household appliances and electronics. Clothing should be brought in plastic bags.   4. East Windsor Will Participate in “Operation Medicine Cabinet” on Saturday, April 28 from 10 am to 2 pm. “Operation Medicine Cabinet” is a program sponsored by the New Jersey office of the U.S. Drug Enforcement Administration (DEA) offering residents the opportunity to dispose of all unused, unwanted and expired prescription medications in a safe manner. The Township will have adrop box in the lobby of the police building, located at 80 One Mile Road, for the collection of these various medicines. Collected medications will be turned over to the DEA on the next business day for final disposal. “Operation Medicine Cabinet” provides a secure and legal means to dispose of these prescription medications in an environmentally responsible manner and reduces possible access by unauthorized persons and young people to these drugs.

  5. East Windsor Will Participate in Annual Stony Brook – Millstone Watershed Association Stream Cleanup on Saturday, April 28, from 9 am to Noon, rain or shine, at Etra Lake Park. Volunteers should wear boots and long sleeves and bring work gloves, if possible. Adults must accompany minors. Supplies, t-shirts and refreshments will be provided. East Windsor Township and the Stony Brook – Millstone Watershed Association are co-sponsoring this event.   6. Business Card Exchange Will Be Held on Thursday, April 19 from 5:30 p.m. to 7:30 p.m. at Shiseido America (366 Princeton Hightstown Road, East Windsor), sponsored by the East Windsor Township Economic Development Committee. The newly produced East Windsor Township full color street map will be highlighted. The cost is $10 per person, payable at the door or in advance. Advanced registration is encouraged by faxing the registration form back to (609) 443-8303 or calling (609) 443-4000, ext. 246. Light refreshments will be served.

  7. Special Spring Leaf Collection Week Set for Monday, April 2 through Friday, April 6. This spring collection will be the only timeleaves are collected at the curb until next fall. Leaves must be at the curb by Sunday, April 1, to be picked up during this special spring pick-up week. Each street will be picked up only once, and all leaves will be picked up prior to the end of the week. Leaves must be separated from all other waste, and not mixed with trash or branches. Leaves mixed with branches cannot be picked up with vacuums and mixed piles will not be collected. Several feet should be left between brush and leaf piles if both items are put out for collection. Note: New State storm water regulations prohibit placing any vegetative waste within 10 feet of a storm drain!

  8. East Windsor Encourages Community Groups to Participate in 2012 Township Adopt-A-Spot. Under this program, participating groups “adopt” a public property and keep it clean during the year. A placard is erected on the site indicating that it has been “adopted by” with the name of the group. The groups are expected to perform clean-up 3 times per month from April 1 through November 30. To participate, interested groups should send a letter to East Windsor Clean Communities Committee, ATTN: Mayor Janice Mironov, 16 Lanning Boulevard, East Windsor, NJ 08520.

  9. East Windsor and Hightstown “Route 33 Corridor Revitalization Plan” Publicly Presented on March 14 by the project consultant Heyer, Gruel and Associates. This planning initiative, funded by a $100,000 Delaware Valley Regional Planning Commission (DVRPC) Transportation and Community Development Initiative grant, was undertaken to review current zoning and existing uses along Route 33, from Route 130 in East Windsor to Summit Street in Hightstown, with particular attention to the 38 acre former Minute Maid property divided between East Windsor (21 acres vacant land) and Hightstown (16 acres and the former plant facility), and to determine the most appropriate uses and zone changes to enhance development and redevelopment opportunities for this area. The study also was to examine traffic circulation, potential roadway and intersection improvements and available infrastructure to support development, with special focus on the Route 33/Airport Road intersection. Township and Mercer County Hold Second Special Passport Day on Friday, April 20 from 10 am to 3 pm at the East Windsor Municipal Building (16 Lanning Boulevard), in light of overwhelming response to the April 4 passport event. Mayor Janice S. Mayor Mironov’s annual State of the Township Address will include a report on accomplishments in 2011 as well as the Township’s 2012 goals. Networking begins at 11:30 am, followed by lunch at noon, and program beginning promptly at 12:45 pm. All members of the business community are invited to attend. The cost of this luncheon is $35 per member paying in advance, $40 at the door, and $55 for non-members.   3. Township Officials Sponsor Bicycle Helmet Giveaway Program “Use Your Head” to kick off “Bicycle Safety Month” – May. Residents age 5 through 16 can receive, a bicycle helmet at no cost at the sessions being held on Tuesdays, May 8, May 15 and May 22, from 4 pm to 7 pm, at the East Windsor Municipal Building. After viewing a brief 5 minute video on the importance of bicycle helmets and bicycle safety, participants will be measured and given a properly fitted bicycle helmet, along with safety literature. The bicycle safety program is underwritten by a grant received in 2011 from the New Jersey Highway Traffic Safety Division.

  4. Mayor Janice Mironov and Council Members Have Authorized Final Engineering and Permitting Services for the Route 130/Hankins Road/Conover Road Intersection Improvements, after the NJ Department of Transportation approved a preliminary concept plan for the project. The plan, long advocated by East Windsor officials as a safety improvement and to facilitate traffic flow, would re-align the intersection so that Route 130, Hankins Road and Conover Road would meet at a signle point controlled by the traffic signal and allow for all left-turn movements. The engineer has indicated that final plan preparation will take approximately four to five months. All engineering design costs are being paid for by a Township developer funded transportation trust fund.

  9. East Windsor Promotes Township Memorial Tree Program For Arbor Day. Residents and groups are encouraged to honor Arbor Day, celebrated on April 27, by planting a tree in the Township Memorial Tree Grove, housed on the municipal building grounds. The Memorial Tree Program offers residents a unique opportunity to provide a living memorial to a deceased relative or friend or in remembrance or commemoration of a special person, group or event. The tree, including tree planting and accompanying granite marker with the name of the deceased person or event to be remembered, can be ordered through the Public Works Department at a cost of $500.   10. East Windsor Clean Communities Committee Recognizes Northgate Tenants Corporation (The Orchard) with a Litter Free Certificate of Appreciation.   1. East Windsor Has Implemented New Expanded Electronics “Green” Recycling Program Effective May 1. The Township will be accepting most all electronic waste from all East Windsor residents at the Township public works facility at 309 Ward Street (corner of Etra Road) which is open from 7 am to 3 pm, Monday through Friday. Electronic waste includes televisions, computers and all computer related equipment/accessories, radios, stereos, all size appliances (e.g. microwaves, toasters, air conditioners, refrigerators), DVDs, VCRs, electronic games, copiers, fax machines, tape recorders, answering machines, ballasts and most other electronic items. Previously, the Township accepted only computers, computer accessories and televisions. The new Township recycling initiative will provide a local resident convenience, generate some revenue and reduce municipal costs by removing these items from the waste stream. The new program does not change the existing Township “white goods” collection service. Anyone with questions can call 443-4000, ext. 215.

Bait and Tackle Opens in the Twin Rivers Shopping Center. The new store located at 659 Abbington Drive and operated by East Windsor resident Francis Hernandez, Jr., offers a variety of fishing merchandise and bait.   5. Dance Expo Has Relocated to the Royal Plaza on Route 130 South. The state-of-the-art dance studios, operated by Robin Silverman, offer classes for all ages from toddlers to adults in introduction to dance, jazz, tap, ballet, modern, lyrical, hip hop, preschool contemporary, musical theater, cheer dance, Zumba, Irish dance, and Bollywood.   6. Hightstown East Windsor Memorial Day Parade Slated for Monday, May 28 at 9 AM. The annual community event will feature many local groups including veterans associations, rescue squads and fire companies, school musical groups, scout organizations, religious organizations and other area participants.

  7. East Windsor Awarded 2012 Clean Communities Grant of $38,731.32. NJ Clean Communities is a state-wide litter abatement program created by State legislation and managed by the NJ Department of Environmental Protection and the Clean Communities Council. The Clean Communities Act establishes a funding mechanism for the program by placing a user fee on manufacturers, wholesalers and distributors who produce litter-generating products.

  8. Arbor Day Foundation Names East Windsor A Tree City USA® Community for 2012 for its commitment to urban forestry. East Windsor, for the 12th year, has earned this national designation by meeting the four standards set by the Arbor Day Foundation: having a tree board or department, a tree-care ordinance, a comprehensive community forestry program, and an Arbor Day observance. The program is sponsored by the Arbor Day Foundation in cooperation with the National Association of State Foresters and the USDA Forest Service.

  9. East Windsor Township Environmental Commission Promotes Arbor Day with Free Distribution of Tree Seedlings on Saturday, May 12 at 10 am to 12 pm or until supplies run out. The Norway Spruce seedlings will be available on a first-come first-served basis at the East Windsor Police Athletic Fields on Airport Road.

  10. East Windsor Participated in Annual Stony Brook – Millstone Watershed Association Stream Cleanup on Saturday, April 28.Fifty volunteers participated and 553 pounds of trash was collected at Etra Lake Park.

  11. Elementary School Winners of the Township Earth Day Recycling Poster Contest Were Recognized by Mayor Janice Mironov at the April 17 Council meeting. The poster contest theme was to promote the 4 R’s of the Township Recycling Program: “Recycle, Reuse, Reduce, Rebuy.” Winners, selected by a committee consisting of Edward Kelly (Planning Board Chairperson and Environmental Commission member), Leslie Koppel (Executive Director of RISE) and Chief of Police William Spain, received Mayoral Certificates of Recognition and gift certificates to Barnes and Noble, donated by corporate sponsor Shiseido America.  Congratulations to all the participating students and to the first place winners: Grades K-2 –Hartej Singh (Walter C. Black School), Sarah Smires (Perry L. Drew School), Chayse Sosa (Ethel McKnight School), and Allison Marshall (Grace N. Rogers School); and Grades 3-5 – Shruti Subramanian (Walter C. Black School), Aneesh Acharya (Perry L. Drew School), Samara Genek (Ethel McKnight School), and Jas Sarna (Grace N. Rogers School).

The gala event was a charity fundraiser for Better Beginnings, a local child care development center, which began in 1967 and provides pre-school, after school and summer programs to area children.

  4. Detective Eric Lion Promoted to Sergeant to Fill Vacant Position Created by a Retirement. Sergeant Lion, who joined East Windsor in January 1995, was promoted in June 2006 to the rank of Detective assigned to Investigative Services. During his career, Sergeant Lion has been awarded three Honorable Service Medals, a 15-year Department Honorable Service Medal, Unit Citation Medal, Educational Achievement Medal, and has received numerous letters of recognition. He previously served in the U.S. Air Force for over eight years, being stationed at Ramstein Air Base in Germany as well as McGuire Air Force Base in New Jersey. Sergeant Lion is assigned as a platoon supervisor in Uniform Services.

  5. Township Officials Hold Final Bicycle Helmet Giveaway Program “Use Your Head” Session on Tuesday, May 22, from 4 p.m. to 7 p.m., at the East Windsor municipal building at 16 Lanning Boulevard. East Windsor residents age 5 through 16 can receive a bicycle helmet at no cost. After viewing a brief 5 minute video on the importance of bicycle helmets and bicycle safety, participants will be measured and given a properly fitted bicycle helmet, along with safety literature. East Windsor previously held sessions on May 8 and 15. The bicycle safety program is underwritten by a grant received in 2011 from the New Jersey Highway Traffic Safety Division.

  6. Hightstown East Windsor Memorial Day Parade Slated for Monday, May 28. The parade will start on Stockton Street and will proceed through the center of Hightstown at about 9:30 am, finishing at the VFW on Dutch Neck Road for refreshments. The annual community event will feature many local groups including veterans associations, rescue squads and fire companies, school musical groups, scout organizations, religious organizations and other area participants.

  7. Mayor Janice Mironov Presented the Annual State of East Windsor Township Address on May 10 at a meeting of the Mercer County Regional Chamber of Commerce held at the Holiday Inn East Windsor. The Mayor’s address included updates on commercial development, new business openings, open space acquisitions and goals, transportation improvements, recreation projects and future projects. The address can be viewed on the Township website athttp://www.east-windsor.nj.us.

  8. Bartronics Relocates Its Corporate Offices from Iselin, New Jersey to East Windsor at 104 Windsor Center Drive. Bartronics, incorporated in 1990 in Hyderabad, India, is a pioneer in the field of bar code solutions, specializing in business bar codes and smart tags. The company has offices worldwide and training centers in India, the United Kingdom, the United Arab Emirates, Malaysia, Singapore and Hong Kong, as well as in the United States (New Jersey and California). Bartronics initially has 35 people at the East Windsor offices and hopes to generate additional jobs as their business grows.   1. Elementis Specialties Relocates North American Headquarters to "Sci-Park" Science and Technology Center, on Old Trenton Road (County Route 535) across from Windsor Corporate Park, with approximately 125 employees. Elementis, the first center tenant, has occupied the entire 66,000 square foot phase 1 building in Sci-Park, an approved four building complex totaling 240,000 square feet, which is situated in the designated Einstein’s Alley hi-tech corridor. Elementis, a global British based company with facilities in China, Germany and The Netherlands, is a leading worldwide manufacturer of chemical additives. Their specialty chemical additives enhance the feel, flow and finish of everyday products including surface coatings, building products, drilling fluids and cosmeticselementis.jpg.

  2. East Windsor Completes and Opens New Grant-Funded Disbrow Hill Trail. Phase I of the new recreational trail, which is approximately one-quarter mile in length and approximately eight feet wide, is intended to loop around the new Disbrow Hill playing fields and eventually connect to a 121 acre Township-owned open space parcel along the southern border. The new Trail is constructed on a 57 acre open space property of which about 20 acres is being developed with State/County grant funds with four multi-purpose playing fields for softball and soccer/lacrosse. The new Disbrow Hill Trail is linked with a new crosswalk to two existing pathways in Etra Lake Park, a 4,770 foot pathway to Lake Drive in Twin Rivers and a 2 mile walking path, with exercise stations, around the perimeter of Etra Lake Park.

  3. Township Installs Two New Tot Lots for Ages 2-5 and Ages 6-12 in Veterans Park in the Cranbury Manor Area using a grant program which paid 40% of the equipment price. New surface material was provided, and a new wood border also was installed around the tot lots. New surface materials also were provided through a recycling materials exchange program in all of the Township parks. The Township will be continuing a review and multi-year upgrade program for all Township park equipment.

  4. Township Officials Launch Phase II of the East Windsor Bicycle Safety Program, "Congratulations! You Are Obeying the Law". Phase II begins on June 1 and runs through July 31, during which Mayor Janice Mironov and Council Members along with Township police officers will distribute form summonses to youngsters, recognizing children wearing helmets. The form will ask the young person to sign a pledge "to use a safety helmet when using a bicycle, skateboard or rollerblades," which will enable them to be entered in a drawing for prizes, to take place on Tuesday, August 7 at the Township "National Night Out" celebration.

  5. Primary Election Day Is Tuesday, June 5. Polls are open from 6 am to 8 pm. For further information, including polling locations, call (609) 443-4000, ext. 238.

  7. Emergency Medical Services Week Proclaimed and EMT’s of the Year, Kira Behen and Amanda Brooks, Recognized. Mayor Janice S. Mironov acknowledged and praised by Proclamations all Township emergency medical services volunteers of East Windsor Rescue Squad, District 1 and District 2 for their exemplary service, and recognized East Windsor Rescue Squad, District I "EMT of the Year"Kira Behen and East Windsor Rescue Squad, District II "EMT of the Year" Amanda Brooks. Kira Behen, who joined Rescue Squad, District I, in 2003 and has held multiple positions including Safety Officer, Lieutenant and Captain, Vehicle Engineer and Cadet Advisor, currently serves as Deputy Chief, all in addition to her contributions as an Active Crew Chief for both the ambulance and the rescue unit. Kira Behen is personally responsible for two pediatric CPR saves and one adult CPR save, and used her vehicle rescue skills to assist in the extrication of three people trapped after a motor vehicle collision. Amanda Brooks, who joined Rescue Squad, District II, in 2009, ascended rapidly to Rescue Squad leadership currently serving as President, after previously holding other positions including Crew Chief, Cadet Advisor and Secretary. In addition, she is instrumental in tutoring and mentoring new members, helping to cover shifts when necessary, and quickly proved her skills as an EMT being named as high responder in 2010 and 2011.

  2. Chief of Police William Spain Will Retire on July 1 after 28 years with the East Windsor Police Department and 12 ½ years as Chief. In addition to serving the Township Police Department in many ranks, Chief Spain has served as the Township Emergency Medical Services Coordinator and Emergency Management Coordinator. His awards and recognitions include three exceptional duty awards, two honorable service medals, 1995 East Windsor Police Officer of the Year and 1999 East Windsor Township Public Safety Employee of the Year. Chief Spain’s leadership, experience, and dedication have guided the Township to a modern, professional, and effective police department which ranks among the top in the State of New Jersey. His 28 years of faithful service to East Windsor Township is greatly appreciated and the East Windsor community wishes him much satisfaction and fulfillment in his retirement.

  3. Lieutenant James Monahan Announced as New East Windsor Chief of Police by Mayor Janice S. Mironov. Lieutenant Monahan, currently the Uniform Services Administrative Commander, will be sworn in as Chief of Police on July 1. Lieutenant Monahan, a 1988 graduate of the Middlesex County Police Academy, joined the Township Police Department in 1994. During his career with East Windsor Township, Lieutenant Monahan has held the ranks of detective and sergeant and was promoted to lieutenant in 2006. Prior to East Windsor, he was a police officer for Highland Park Borough for six years. Lieutenant Monahan is the recipient of many awards, including a Life Saving Medal, Educational Achievement Award and a 2012 Honorable Service Award. He has a bachelor’s degree in administration of justice and a master’s degree in labor and employment relations from Rutgers University.

  4. New Jersey Department of Transportation Slated to Begin Repairs on July 5 to the Route 33 Bridge Located in the Center of Hightstown. This bridge, which spans the Rocky Brook, was damaged in the flooding which occurred during Hurricane Irene. Work is projected by the NJDOT to last approximately three months, weather permitting. Passenger vehicle two-way traffic will be maintained during the duration of the project. Large trucks over 7 tons, excluding those making local deliveries, will be directed to a detour route involving Route 133 and/or Route 130.

  5. New Jersey Turnpike Authority Has Re-Opened Monmouth Street (County Route 633) which had been closed as part of the New Jersey Turnpike widening project. The Monmouth Street re-opening was at the request of Mayor Janice S. Mironov in an effort to reduce circulation inconvenience to residents during the upcoming repairs to the Route 33 bridge in Hightstown.

  6. East Windsor Sponsors “Beatlemania” Concert on Sunday, July 22 at 6 pm at Etra Lake Park (rain date Sunday, July 29). The Beatlemania group will remember the exciting pop rock era of the 1960’s when the Beatles dominated the music charts all over the world, performing all-time Beatles favorites including “All My Loving,” “Can’t Buy Me Love,” ”Eight Days a Week,” and many more. The free summer concert and family night series is made possible by the generous donations of many area businesses. For information in the event of inclement weather, call 443-4000 ext. 400.

  7. East Windsor Holds “Family Night in the Park” on Saturday, July 28 at 7 pm at Etra Lake Park Featuring the Movie “Cars 2” on a Large-Screen. “Cars 2” is a hilarious film about star racecar Lightning McQueen and the incomparable tow truck Mater who take their friendship to exciting new places when they head overseas to compete in the first-ever World Grand Prix to determine the world's fastest car. Prior to the start of the movie, there will be inflatable rides, games and vendors.

  8. New Contractor Irvin Raphael, Inc. of East Brunswick Will Operate Township Princeton Junction Shuttle Bus Beginning July 2. Based on their lower bid, Irvin Raphael will be replacing Stout’s Charter Services, Inc. of Trenton. The contract is bid yearly, and this is the fifth year in a row that a company has underbid the current operator resulting in lower operating costs for the Township. East Windsor’s Shuttle Bus program to and from the Princeton Junction train station, as well as the Township Community Bus program, is underwritten by annual grants from the Federal Transportation Administration and NJ Transit. There will be no changes in current bus schedules. For bus program/schedule information, visit the Township website at www.east-windsor.nj.us.

  9. East Windsor Mayor Janice S. Mironov and Council Release and Endorse Final Route 33 Corridor Revitalization Plan and vote to move forward with the East Windsor Planning Board and Hightstown Borough with implementation. This planning initiative, funded by a $100,000 Delaware Valley Regional Planning Commission (DVRPC) Transportation and Community Development Initiative grant, was undertaken to review current zoning and existing uses along Route 33, from Route 130 in East Windsor to Summit Street in Hightstown, with particular attention to the 38 acre former Minute Maid property divided between East Windsor and Hightstown (21 acres vacant land in the Township and 16 acres and the former plant facility in Hightstown), and to determine the most appropriate uses and zone changes to enhance development and redevelopment opportunities for this area. The Plan recommendations for the area along Route 33 from Route 130 in East Windsor to Summit Street in Hightstown include the establishment of four land use/zoning categories for Gateway Retail, Big Box Retail, Main Street Retail, and Planned Campus Development, as well as establishment of a regional stormwater retention basin to serve as an aesthetic and recreational asset. The overall circulation plan concepts include a primary focus on improvements to the intersection of Route 33 and Airport Road, as well as creation of an interconnected network of trails, bikeways and sidewalks, along with adding landscaped median and roadway edges, shared driveways, and shared parking with turn lanes at intersections and major driveways along various segments of Route 33. The final report can be viewed on the Township website at www.east-windsor.nj.us.

  10. 2012 “Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer” Awarded to Rita Teubner by Mayor Janice S. Mironov. Rita Teubner, an East Windsor resident since 1972, joined the East Windsor Rescue Squad in 1974, and is a charter member of East Windsor Volunteer Rescue Squad, District II. Rita was an active riding member for over 37 years, covering multiple shifts each week, and was an integral participant in the administrative operations of the Squad, serving as President from 1995 through 2004 and from 2006 through 2010, as well as terms as Vice President, Treasurer and First Lieutenant. Rita Teubner continues to serve with the Squad’s Auxiliary and participates in numerous events including the annual Senior Holiday party. In addition, Rita Teubner is a charter member of the East Windsor Township Domestic Violence Victims Response Team created in 1998 which works collaboratively with the East Windsor Police Department and Womanspace, responding to area police departments to provide immediate assistance to victims of domestic violence. The “Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer,” presented annually by East Windsor Township, recognizes a senior citizen who has exhibited outstanding service through volunteerism to the community by way of schools, religious institutions, service organizations or directly to the public. The selection committee consisted of Council Member Alan Rosenberg, Commission on Aging Chairperson Ondina Jeffers and Chief of Police William Spain.

  11. Mercer County Household Chemical and Used Electronic Waste Collection Event Will Be Held on Saturday, July 14, from 8 am to 2 pm, rain or shine, at the John T. Dempster Fire School, located on Bakers Basin/Lawrence Station Road in Lawrence Township. No registration is required, just proof of Mercer County residency. Residents can dispose of aerosol cans, used motor oil, propane gas tanks, pesticides, herbicides, car batteries, paint thinner, oil based paint, gasoline, anti-freeze, driveway sealer, insect repellents, and fluorescent and compact fluorescent bulbs. Used electronic equipment including computers, copiers, fax machines, printers, stereos, televisions and microwaves also will be accepted.   12. No Township Waste or Recycling Collection on Wednesday, July 4 due to the Township holiday. Residents of Recycling Area #1, who would normally have their recycling collected on Wednesday, July 4, may put their recycling out on Saturday, July 7. Residents who live on Bulk Route #1, who would normally have their bulk collected on Wednesday, July 4, may put their bulk out on Thursday, July 5 with their normal trash. Residents who live on Bulk Route #1, who would normally have .their Vegetative Waste (Brush/Chipping) collected on Wednesday, July 4, may put those materials out on Thursday, July 5. Because of an anticipated heavy workload on July 5, any chipping not picked up on Thursday will be picked up by the close of business on Friday, July 6.   1. East Windsor Holds “National Night Out” on Tuesday, August 7, from 6 pm to 9 pm at the East Windsor PAL Complex, 30 Airport Road. This fun and educational Township event, sponsored by Mayor Janice S. Mironov and Council Members, in conjunction with Chief of Police James Monahan, will feature police, fire and emergency medical services equipment and crime watch information. There will be demonstrations by a canine trained in detecting illegal drugs, child safety car seat inspections and demonstrations by the American Red Cross. Many community groups and area businesses will host booths with information and giveaways supporting the “National Night Out” theme. Additionally, areas will be set up for issuance of identification cards for children, fire hose demonstrations, as well as face painting, a moon bounce and a rock climbing wall for children.   4. Walmart Is Undertaking Renovations to the East Windsor store located on Route 130 North, beginning this week and lasting for 10 to 12 weeks. The work will consist of interior sales floor refurbishment, replacement of restroom accessories, replacement of doors, installation of additional grocery cooling equipment, various auto center improvements, and repainting of the exterior. The work will be done through the night after the store has closed for business, and store operations will continue uninterrupted.

  5. East Windsor to Commence Roadway Improvements to Cedar Lane, Chestnut Drive, Glen Oak Drive and Primrose Lane, on or about July 24. The work is expected to be completed in 30 to 45 days, weather permitting. The work, which will be performed by the lowest responsible bidder Earle Asphalt Company, will consist of milling and resurfacing, repairs to curbing and driveway aprons, and installation of handicapped ramps. The roads will remain open during resurfacing, but there will be some delays due to periods of alternating one-way traffic during working hours. The roads will be fully open by 5 pm on each work day and on weekends. Notices and more specific information will be provided directly to affected residential neighborhoods.

  6. NJ Assembly Bill A-2921 to Phase-In Restoration of New Jersey Energy Receipts for Local Property Tax Relief passed on overwhelming bi-partisan votes in the NJ Senate and NJ Assembly. The vote in the NJ Senate was yes 30, no 9; the vote in the NJ Assembly was yes 51, no 14, abstention 14. However, within hours, the Governor rejected by veto the legislation. The NJ State League of Municipalities (NJLM), East Windsor Mayor Janice Mironov and Council Members, as well as Mayors and local officials throughout the State of all political parties have made restoration of energy tax receipts a top priority. For years, state administrations of both political parties have withheld and diverted these funds, monies which were collected for and belong to municipalities and local property taxpayers, for use in the state budget rather than returning them to local towns. In East Windsor Township, based on the statutory formula, the State withholding of energy tax receipts for 2012 alone represents 10 cents on the tax rate and equates to 25% of the municipal component of the tax bill. The signing into law of Assembly Bill A-2921 would have been a means to provide immediate property tax relief to New Jersey property taxpayers, the most overburdened in the nation. The NJLM and local officials will continue to work actively with legislative partners to provide property tax relief by enactment of this measure.

  7. Pulte Group Design Center Opens in the Windsor Crossing Shopping Center, located on Route 33 West just off of Route 130 North. The new Pulte Group Design Center occupies the entire second floor of the free standing 5,000 square foot Garden State Community Bank building. Pulte Homes is currently constructing “Windsor Cove,” fifty-one single family homes, on Airport Road in East Windsor Township. The design center will be the main showroom for all of the current housing developments constructed by Pulte Homes and its affiliates, including Pulte Group, Centex, and Del Webb Communities in New Jersey, New York, and Pennsylvania. The center will provide a place for homebuyers to visit and meet with designers in order to select their fit and finish options such as flooring, countertops, hardware, cabinets, sinks, fixtures, and paint schemes.   8. East Windsor Dental Arts Operated by Dr. Snehal Patel Opens Offices in the Wawa Shopping Center on Hickory Corner Road, just west of Route 130 South.   1. East Windsor Holds “National Night Out” on Tuesday, August 7, from 6 pm to 9 pm at the East Windsor PAL Complex, 30 Airport Road. This fun and educational Township event, sponsored by Mayor Janice S. Mironov and Council Members, in conjunction with Chief of Police James Monahan, will feature police, fire and emergency medical services equipment and crime watch information. There will be demonstrations by a canine trained in detecting illegal drugs, child safety car seat inspections and demonstrations by the American Red Cross. Many community groups and area businesses will host booths with information and giveaways supporting the “National Night Out” theme. Additionally, areas will be set up for issuance of identification cards for children, fire hose demonstrations, as well as face painting, a moon bounce and a rock climbing wall for children.   2. East Windsor Sponsors “Rag Doll” Concert on Sunday, August 5 at 6 pm at Etra Lake Park (rain date Sunday, August 12). Rag Doll is a Frankie Vallie and the Four Seasons tribute band, playing 1960’s favorites like “Big Girls Don’t Cry”, “Walk Like a Man”, “Rag Doll”, and many more.   3. East Windsor Holds “Family Night in the Park” on Saturday, August 11 at 7 pm at Etra Lake Park Featuring the Movie “Dolphin Tale” on a Large-Screen. “Dolphin Tail” is inspired by the amazing true story of a brave dolphin and the compassionate strangers who banded together to save her life. Swimming free, a young dolphin is caught in a crab trap, severely damaging her tail. Prior to the start of the movie, there will be inflatable rides, games and vendors.   4. Dabusco’s Pizzeria E Cucina Opens, between Shoprite and Pak Mail, in the East Windsor Town Center Plaza Shopping Center, located on Route 130 North. While Dabusco’s trademark is Brooklyn style pizza, the restaurant also offers a full menu of salads, soups, wraps, sandwiches, and baked dishes. Seating is available for dining in, and free delivery is offered.

  5. First Choice Bank Has Undertaken Improvements to the East Windsor Branch located on Princeton-Hightstown Road. The bank had moved into the former PNC/Yardville Bank building approximately a year ago, and now is remaking the entire exterior to match the modern prototype look of other First Bank branches in Mercer County. While the building footprint will remain the same, the approved work includes renovations to the façade, lighting upgrades and enhanced landscaping. The bank remains open during construction work.

  6. Khoobsurat Salon Opens in the Twin Rivers Shopping Center, next to Twin Rivers Bait and Tackle. The new salon, occupying 900 square feet, provides hair, facial and waxing treatments.

  7. East Windsor Township Announces Clothing Donation Drive in Partnership with and to Benefit Rescue Mission of Trenton. Clothing donation bins have been placed by the Township in three convenient locations, specifically, the Township Public Works facility on Ward Street, the East Windsor Senior Center on Lanning Boulevard, and the East Windsor Fire Company No. 2/Rescue Squad No. 2 on Twin Rivers Drive. The Public Works location is open Monday through Friday, 7 am to 3 pm. Items for drop-off include pants, shirts, jackets, sweaters, shoes, belts, hats, scarves, neck ties, hand bags, wallets, brief cases, backpacks, sheets, blankets, pillows and towels, in usable condition. Residents are asked to drop off donations in plastic bags. Residents are encouraged to participate in this initiative which is a means to assist those in need, as well as another vehicle to recycle and reuse unneeded items also resulting in a “green” financial benefit by increasing East Windsor’s recycling quantities and recycling tonnage grant awards.

  8. East Windsor Is Inviting Residents to Apply for Home Improvement Funds Pursuant to Small Cities Grant Application and Housing Trust Fund Rehabilitation Programs. Residents who are income eligible can receive up to $20,000 under these programs for needed improvement work such as roofs, foundations, heating and electrical systems, plumbing system components and weatherization.   9. Mayor Janice S. Mironov Appoints Committee to Oversee New Jersey Turnpike Exit 8 Transportation and Development Study. East Windsor recently was awarded a $100,000 grant by the Delaware Valley Regional Planning Commission (DVRPC) for a transportation and development study to review the impacts to circulation and development for the surrounding area of the relocated and expanded East Windsor Exit 8 interchange of the New Jersey Turnpike. The goal is to best position East Windsor to take advantage of development and redevelopment opportunities, and to identify development strategies and implementation steps to maximize and attract high value, high quality, appropriate business and commercial development. The Mayor-appointed committee members are Mayor Janice S. Mironov, Deputy Mayor Perry M. Shapiro, Council Member John Zoller, Planning Board Chairperson Edward Kelley, Planning Board Member Barry Clark, Economic Development Committee Chairperson Michael Henderson, Economic Development Committee Member George White, Hightstown Planning Board Chairperson Steve Misiura, and Hightstown Planning Board Vice-Chairperson Fred Montferrat. The next step is for the committee to meet with the five planning firms who submitted proposals to conduct the study in response to the publicly advertised Request for Proposals. A contract award for a study consultant is planned for September, at which time the Township will kick-off the study.

  10. East Windsor to Launch “Bike at Night - Use a Light, the third and final phase of the Township Bike Safety Program, during which the Township will be distributing, at no cost, the required pair of bike lights along with safety information, daily through the Police Building at 80 One Mile Road. This initiative is a directed effort, through public education and personal contact by police officers, to get bicyclers to use proper lighting at night. During this program, which commences on Tuesday, August 7 and continues through Friday, September 8, East Windsor residents can go to the police building and request the set of lights for their bicycle. New Jersey law and municipal ordinance require that bicycles be equipped with a white light on the front and a red light on the rear when in use during nighttime hours. The program is underwritten by a grant from the NJ Division of Highway Safety.Note: At the August 7 East Windsor “National Night Out” event, the drawing for prizes will take place for children who have received congratulations summonses and signed the pledge “to use a safety helmet when using a bicycle, skateboard, or rollerblades.”

  11. East Windsor is Seeking Nominations for the 2012 Township Business Awards Program. The purpose of the program is to recognize local businesses that make special efforts to improve or contribute to the community. The three categories of Township award recognition are: (1) Business Beautification - creating an attractive appearance, for example, through landscaping, flowers, and other enhancements to their structures and site; (2) Community Service – providing for community contributions and service, and (3) Community Enhancement - providing some manner of community enhancement, for example, through extraordinary job creation, an unusual or special product or opportunity or any community value added aspect related to their business. Nomination forms are available at the Municipal Building and at the Hickory Corner and Twin Rivers branch public libraries, and on-line at the Township website at www.east-windsor.nj.us. The deadline for nominations is September 14. A Selection Committee will review all nominations and select the winning businesses.

  1. East Windsor Township Awarded $100,000 Grant by the New Jersey Department of Transportation (NJDOT) for Extension of “Disbrow Hill Bikeway”. The grant, applied for by Mayor Janice S. Mironov and Council Members in September 2011, will add approximately one mile of bicycle path, looping around the new Disbrow Hill Road playing fields and providing access to an adjacent 121 acre Township open space property to the south. Additionally, the Disbrow Hill pathway will connect to the existing Etra Lake Pathway, running from Lake Drive in Twin Rivers to Etra Lake Park, as well as the existing 1.75 mile Etra Lake Park perimeter walking path, which is equipped with exercise stations.

  2. Pet Valu Has Expanded and Relocated to a Different Location in the East Windsor Town Center Plaza Shopping Center, located on Route 130 North. The new 3,000 square foot store, located between Great Clips and My Home Furniture, provides over 600 additional square feet of space. The new-look store allows Pet Valu to offer more products and services such as “Groomindales grooming spas,” and includes additional storage space.

  3.   5. East Windsor Township Celebrated “National Night Out,” on August 7, attended by well over 2,000 people. East Windsor Mayor Janice S. Mironov issued and presented to East Windsor Crime Watch volunteer members a Mayoral Proclamation stating, “National Night Out is designed to heighten crime and drug prevention awareness, generate support for, and participation in, local anticrime programs, strengthen neighborhood spirit and police-community partnerships, and foremost send a strong message to criminals letting them know that the community and police have joined together in fighting crime.” The event is coordinated annually to demonstrate the commitment of East Windsor Township in promoting a cooperative partnership between police, local government and citizens to vigilance and crime prevention throughout the East Windsor community.

  1. East Windsor Township Will Hold Recycling Day on Saturday, October 6 from 10 am to 2 pm, at Home Depot, located at 739 Route 33 West. This Township event is sponsored by Mayor Janice S. Mironov and Members of Council, in conjunction with the East Windsor Clean Communities Committee. Free document shredding will be available to East Windsor residents. There is a limit of ten boxes per household, and no commercial drop-offs are permitted. Residents also will be able to drop off cell phones, fluorescent bulbs and toner cartridges, as well as used electronics, computers, computer equipment and televisions. The East Windsor/Hightstown Lions Club will be collecting used eye glasses. The Rescue Mission of Trenton will have trucks on-site to collect used furniture, clothing, blankets and working household appliances and electronics.   2. East Windsor Township Mayor and Council Encourage Citizens to Volunteer for Township Boards and Committees. Volunteers can apply to serve on the Clean Communities Advisory Committee, Commission on Aging, East Windsor Municipal Utilities Authority, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment and the East Windsor Municipal Alliance for the Prevention of Substance Abuse.   3. East Windsor Township Is Seeking High School Students to Serve as Student Members of Township Boards and Commissions. The board and commissions included in the program are Commission on Aging, Clean Communities Committee, Economic Development Commission, Environmental Commission, Health Advisory Committee and Recreation Commission, as well as the East Windsor Municipal Alliance for the Prevention of Substance Abuse.   4. East Windsor Will Hold Clean Up Day Event on Saturday, September 29 from 10 am to 2 pm at Etra Lake Park. Individuals, groups and youth groups are encouraged to participate. Participants will be provided with Clean Communities t-shirts, gloves, trash bags and refreshments. There will be a contest and prizes for most trash bagged between 10 am to 12 noon.   5. East Windsor Offers Flu Clinics on Wednesdays, October 3, October 10 and October 17 from 9 am to 3 pm at the Township Senior Center (40 Lanning Boulevard), for all residents 60 and older. Residents under 60 with chronic medical conditions, i.e. diabetes, asthma, cardiac issues, etc., who cannot obtain the flu shot from their primary medical doctor also will be eligible with a note from their MD. The pneumonia vaccine also is being offered free for Township residents over 65. There is no charge for either vaccine. The vaccinations are by appointment only. To schedule an appointment, call the Township Health Department at 443-4000, ext. 222. Anyone in need of transportation can call the Senior Center at 371-7192.

  6. Brief Wreath-Laying Ceremony for 11th Anniversary of 9/11 Will Be Held on Tuesday, September 11, 2012 at 12 Noon to remember and honor the anniversary of September 11. The ceremony will take place at the existing 9/11 Memorial located on the grounds of the East Windsor Township Municipal Building, at 16 Lanning Boulevard.

  7. Mercer County Household Chemical and Used Electronic Waste Collection Event Will Be Held on Saturday, September 22, from 8 am to 2 pm, rain or shine, at the John T. Dempster Fire School, located on Bakers Basin/Lawrence Station Road in Lawrence Township. No registration is required, just proof of Mercer County residency. Residents can dispose of aerosol cans, used motor oil, propane gas tanks, pesticides, herbicides, car batteries, paint thinner, oil based paint, gasoline, anti-freeze, driveway sealer, insect repellents, and fluorescent and compact fluorescent bulbs. Used electronic equipment including computers, copiers, fax machines, printers, stereos, televisions and microwaves also will be accepted.   8. New Jersey Turnpike Authority to Close and Detour Route 33 at Route 133 between Milford Road and Lake Drive on or about September 24, for Approximately Eight Nights from 9 pm to 6 am, as part of the Turnpike Widening Program. The purpose is to install girders over Route 33 for the new bridge connecting the Turnpike directly to Route 133. Traffic traveling from Route 33 Westbound to Route 133 Westbound and from Route 133 Eastbound to Route 33 Westbound will be unaffected. All other traffic should follow the posted detour. Additionally, the department is offering Golf Lessons, conducted at the Applegarth Golf Center and taught by P.G.A. professional Rick Bichel for students in grades K-7, and Bowling Lessons for children between the ages of 5 and 14, as well as for adults.   2. East Windsor Will Hold Clean Up Day Event on Saturday, September 29 from 10 am to 2 pm at Etra Lake Park. The Township encourages individuals, groups and youth groups to participate in this community event. A fun highlight of the Clean-Up Day is that East Windsor is sponsoring a contest with great prizes for individuals and groups which bag the most trash between 10 am and 12 noon. Participants will be provided with gloves and trash bags. East Windsor Clean Communities t-shirts, giveaways and refreshments will be available.   3. East Windsor Offers Flu Clinics on Wednesdays, October 3, October 10 and October 17 from 9 am to 3 pm at the Township Senior Center (40 Lanning Boulevard), for all residents 60 and older. Residents under 60 with chronic medical conditions, i.e. diabetes, asthma, cardiac issues, etc., who cannot obtain the flu shot from their primary medical doctor also will be eligible with a note from their MD. The pneumonia vaccine also is being offered free for Township residents over 65. There is no charge for either vaccine. The vaccinations are by appointment only. To schedule an appointment, call the Township Health Department at 443-4000, ext. 222. Anyone in need of transportation can call the Senior Center at 371-7192.

  4. Last Day to Register to Vote in the November 6 General Election is Monday, October 16. Pursuant to recent changes in the election laws, individuals can Vote by Mail with no reason required. The deadline to apply for vote by mail ballot is October 30. All mail ballots must be received by the County by the end of Election Day. Registration forms and vote by mail application forms can be obtained by visiting or calling the municipal building or at the public libraries or on-line at www.njelections.org.   5. East Windsor Undertaking Roadway Improvements to Dutch Neck Road, between Hickory Corner Road and Oak Creek Road, Commencing on or about October 1. The project, funded by a $220,000 New Jersey Department of Transportation grant, will consist of reconstruction and resurfacing, replacement of concrete curbs and aprons, construction of handicapped ramps, installation of bicycle safe grates and striping. The roadway improvement project is expected to be completed within approximately three weeks, weather permitting.

  6. East Windsor Undertaking Roadway Improvements to Feldsher Road Starting on or about October 1. The project, which consists of reconstruction and resurfacing, installation of a guard rail, drainage improvements, and striping, is expected to be completed within approximately three weeks, weather permitting.

  7. Mercer County Undertaking Roadway Improvements to Old Trenton Road between Princeton-Hightstown Road and Dorchester Drive, on or about October 1. The work, which consists of milling and resurfacing, will last for approximately two weeks according to the County, weather permitting. During construction, this section of Old Trenton Road will be closed to through traffic from approximately 9 am to 3:30 pm, weekdays only. Access will be permitted for local traffic and for emergency response vehicles, to businesses in the project area.

  8. New Jersey Turnpike Authority Postpones Plans to Mid-October (from September 24) to Close and Detour Route 33 at Route 133 between Milford Road and Lake Drive, for Approximately Eight Nights from 9 pm to 6 am, being done as part of the Turnpike Widening Program. The purpose is to install girders over Route 33 for the new bridge connecting the Turnpike directly to Route 133. Traffic traveling from Route 33 Westbound to Route 133 Westbound and from Route 133 Eastbound to Route 33 Westbound will be unaffected. All other traffic should follow the posted detour.   9. East Windsor Township Sponsors Recycling Suggestion Box Contest for Middle School Students (grades 6, 7, 8). The topic is: “How to Increase the Amount of Recycling in Our Community.” Written suggestions must be between 100 and 200 words. First, second, and third place winners will receive a Barnes and Noble gift certificate donated by Shiseido in the amount of $75, $50, and $25 respectively. Written ideas should be left by Thursday, October 11 at the Kreps School Administrative Office or the East Windsor Municipal Building Mayor’s Office. Please be certain that the back of each written idea contains the student’s name, address, phone number, school and grade level. Winners will be notified and awards presented by East Windsor Mayor Janice Mironov at a fall Council meeting.

  10. East Windsor Township Recreation Department Youth After School and Sports Programs Begin in Early October. The Township Recreation Department is offering several after school programs for children ages K-5, specifically, Mad Science, Kidz Art Arts and Crafts, and Computer Explorers. Additionally, the department is offering Golf Lessons, conducted at the Applegarth Golf Center and taught by P.G.A. professional Rick Bichel for students in grades K-7, and Bowling Lessons for children between the ages of 5 and 14, as well as for adults. Police Lieutenant James Geary and Sergeant Cory Paieda Promoted and New Police Officer Michael Greco Hired to Fill Vacated Positions Created by Promotion of Former Lieutenant James Monahan to Chief of Police upon Retirement of Chief Spain. Lieutenant James Geary, hired by East Windsor in July 1995, has served in Uniform Services as a Patrol Officer, Field Training Officer, Secondary Officer in Charge, and Primary Officer in Charge. In January 2006, Lieutenant Geary was promoted to the rank of Sergeant, serving as a platoon supervisor and supervisor of the Traffic Safety Unit, and in 2011 was transferred to Investigative Services as Detective Sergeant. Sergeant Cory Paieda, who joined East Windsor in February 2001, graduated from the Ocean County Police Academy in 1998 and previously was a police officer with Lambertville City. He has served in Uniform Services as a Patrol Officer, Field Training Officer, Evidence Technician, Secondary Officer in Charge, and Primary Officer in Charge. New Police Officer Michael Greco, assigned to the Uniform Services, graduated from the Mercer County Police Academy in January 2009 and earned an Associate’s Degree in Criminal Justice from Middlesex County Community College. The Township views this as another very important means of keeping residents informed about what is happening in East Windsor.   1. East Windsor Township Awarded $325,000 Grant for Acquisition of Open Space under the New Jersey Green Acres Program. The grant was approved by the New Jersey Department of Environmental Protection and the Garden State Preservation Trust. The funding will be used by the Township to acquire additional open space sites listed in the state-approved Township Open Space and Recreation Plan. There are several parcels being considered for open space acquisition including on Old York Road, Conover Road, Etra Road and Cedarville Road.

  2. East Windsor Township Will Hold Recycling Day on Saturday, October 6 from 10 am to 2 pm, at Home Depot, located at 739 Route 33 West. This Township event is sponsored by Mayor Janice S.   6. Wyckoffs Mill Road Two Day Closure at the Bridge Spanning the Turnpike Will Take Place on or about Tuesday, October 2, as part of the NJ Turnpike Widening Project. During the closure, which will be from 7:00 am to 4:30 pm, local traffic will not be able to cross the bridge.   7. Jersey Central Power & Light to Trim Trees in Cranbury Manorstarting Monday, October 1, and continuing for approximately three weeks. Multiple crews will be trimming trees around and above electrical lines throughout the entire development in order to reduce the likelihood of electrical service disruptions during storm events.

Money Back, headed by Helene Henkel, is holding a Mayors Forum to discuss the impact on property taxes of the State diversion of Energy Tax Receipts (Utilities taxes) from townships. East Windsor Mayor Janice Mironov will be participating in the Forum along with other area mayors. The Forum is open to the public.

Owners will be required to show a certificate of previous rabies vaccination; otherwise vaccinations of one year duration only will be provided. For safety, all animals must be properly restrained by leash or carried. East Windsor Honors Firefighters of the Year James McCann and Eric Coran for their volunteer fire service dedication. James McCann of East Windsor Volunteer Fire Company No. 1 and Eric Coran of East Windsor Volunteer Fire Company No. 2 were presented with proclamations from Mayor Janice Mironov during “Fire Prevention Week.” James McCann joined East Windsor Volunteer Fire Company No. 1 in 1997 and has served as Chief, Deputy Chief, Assistant Chief, Lieutenant, and Company Trustee for the past 14 years. He is active in several county and statewide agencies including the Mercer County Active Chiefs, the Tri-County Suburban Chiefs and the International Chiefs organization. James McCann is also the Director of the Mercer County Fire Academy, where he works directly with Mercer County Community College in organizing the curriculum for firefighters in the surrounding area. Eric Coran, who has served as Deputy Chief since 2007, joined East Windsor Volunteer Fire Company No. 2 in 1996. He previously held the positions of Secretary, Engineer, and multiple terms as Lieutenant and President. Eric Coran has responded to over 2,400 fire calls and attended 253 community events and fire prevention activities. He also has attended over 400 training drills and has an active leadership role in firefighter training and company communications.

Municipal Court Administrator Donna Suk Retired on September 30 after 23 Years of Service to East Windsor Township. Donna Suk began working in East Windsor as a Senior Account Clerk in 1989, and was promoted to Deputy Municipal Court Administrator in 1994. She was named Municipal Court Administrator in 2006, and has ensured the proper implementation of required procedures and regulations and efficient operations of the Municipal Court. Donna Suk’s 23 years of faithful service to East Windsor Township is greatly appreciated and the East Windsor community wishes her much satisfaction and fulfillment in her retirement. Claudia Rosenberg, Deputy Municipal Court Administrator since 2006, a 27 year employee in the municipal court and a longtime East Windsor resident, has been promoted to Municipal Court Administrator.

SPECIAL NOTICE - HURRICANE SANDY

The National Weather Service is stating that New Jersey could be in line for a landfall of Hurricane Sandy. Regardless of the exact day/time and landfall of the storm, our area is certain to be affected by strong winds and heavy rain.

In preparation for the storm, East Windsor Township staff are making every effort to clear all of the storm drains and to vacuum all of the leaves in the gutters to reduce the chance of localized street flooding. In order for this effort to be successfully completed in advance of the storm, it is requested that residents DO NOT place any leaves at the curb between now and the departure of the storm, which may be Wednesday or Thursday of next week.

In addition, please do not put out garbage or recycling until the morning of your scheduled pickup and please remove empty garbage cans from the curb after collection is done, as these objects may scatter in high winds. Check the Township website http://www.east-windsor.nj.us/ for any schedule changes for garbage or recycling collection that may be necessary due to the impending storm.

SPECIAL NOTICE - HURRICANE SANDY

The New Jersey State Office of Emergency Management (NJOEM) has issued updated information about Hurricane Sandy and expected impacts to our area. The latest storm information suggests that Hurricane Sandy will make landfall during the late evening hours of Monday, with an expected duration through Tuesday. Regardless of the exact location of landfall, officials are encouraging residents to prepare for high winds, significant rainfall amounts in the range of 5 to 10 inches and widespread power outages that may last for several days. Unless advised otherwise, the NJOEM is advising residents to shelter at home, or with family or friends. The utilities companies have indicated that they are maxing out employees from other states to New Jersey to assist with any outages.

Refer to www.ready.nj.gov for the latest storm and preparedness information.

Due to the impending storm, there will be NO GARBAGE COLLECTION ON MONDAY, OCTOBER 29 AND TUESDAY, OCTOBER 30. Please do NOT put out any garbage Monday and Tuesday. Monday’s garbage collection has been postponed to the next regular collection date of Thursday, November 1 and Tuesday’s garbage collection has been postponed to the next regular collection date of Friday, November 2.

NOTE: There is no scheduled bulk collection this Wednesday October 31.

SPECIAL NOTICE - HURRICANE SANDY

East Windsor Mayor Janice Mironov and the Township Office of Emergency Management have declared a State of Emergency due to the conditions and potential impacts of Hurricane Sandy. Residents are urged to shelter at home and are strongly advised to stay off of all roads tonight and throughout the evening and morning hours!

A resident who drives during these serious storm conditions poses not only a risk to personal safety, but endangers the well-being of our emergency responders and diverts precious resources which are needed to address weather situations and emergencies. Please stay home and off the roads.

The latest information from the National Weather Service predicts Hurricane Sandy to make landfall along the New Jersey coast as early as this evening. Wind gusts of up to 75 MPH in the inland areas are expected with sustained high winds not diminishing until early to mid-morning Tuesday.

In the event of power outages, utility crews stand ready to respond; however, be reminded that wind and rain conditions must improve before repair work can be safely attempted and patience is requested.

If you observe downed wires, residents are urged to immediately contact the East Windsor Township Police Department by dialing 9-1-1.

The East Windsor Municipal Utility Authority (EWMUA) reports that thewater supply in East Windsor was unaffected by the recent storm and is safe for drinking.

The East Windsor Township Municipal Building has no power and will be closed on Wednesday, October 31.

Municipal recycling services will be provided as scheduled on Wednesday, October 31.

Starting Wednesday, October 31, from 8 am to 8 pm, the East Windsor Township Office of Emergency Management has arranged a Reception Area, located at the East Windsor Volunteer Fire Company 2 at 69 Twin Rivers Drive, for East Windsor residents needing access to power outlets tocharge cell phones, smartphones, PDA’s.

Power outages remain widespread in East Windsor Township. JCP&L is continuing to assess damage and remedial work and appreciates customer patience.

Residents are reminded to minimize travel on area roads as much as possible. Downed trees, poles and power lines remain on many roadways making roads impassable and unsafe. Many traffic signals remain without power and are not functioning at this time.

East Windsor will be resuming Garbage Collection according to the normal published schedule:

  • Area 1 will be collected tomorrow, Thursday, November 1

  • Area 2 will be collected on Friday, November 2

The East Windsor Township Municipal Building remains without power and will be closed for general business tomorrow, Thursday, November 1. However, starting tomorrow and until further notice, residents can make their quarterly municipal tax payments in person at the East Windsor Township Police Department, located at 80 One Mile Road, between the hours of 8:30 AM and 4:30 PM. There is a grace period for this quarter’s tax payments until November 12.

Tomorrow Thursday from 12 Noon to 8 PM, limited quantities of water and ice will be available for distribution to East Windsor residents at the East Windsor Volunteer Fire Company 2 at 69 Twin Rivers Drive. Residents can also charge cell phones, smartphones and PDA’s at this location from 8 AM to 8 PM.

Halloween has been rescheduled for Monday, November 5, statewide per Executive Order 105 signed by Governor Chris Christie this afternoon, due to safety concerns of fallen trees, poles and wires. East Windsor Township joins the rescheduling of Halloween to November 5.

The East Windsor Township Municipal Building is now open with power restored, and all Township offices will be conducting normal business during regular hours from 8:30 AM to 4:30 PM. The East Windsor Senior Center remains closed on Friday, November 2.

Both ice and water will be available for distribution to East Windsor residents at the East Windsor Volunteer Fire Company 2 at 69 Twin Rivers Drive between 8 AM and 8 PM beginning on Friday. Residents can also continue to charge cell phones, smartphones and PDA’s at this location from 8 AM to 8 PM.

East Windsor Township public works will be making special passes throughout the Township to pick up brush and leaves, due to the storm damage. There is no need to contact the Township to schedule a pick-up of these materials.

With respect to the November 6 general election, Extended Vote by Mail Hours are being provided at the following locations and hours:

  • Old Courthouse, 209 South Broad Street, 2nd Floor, Trenton
  • County Administration Building  640 South Broad Street Trenton 
     
    • Friday, November 2 from 8:30 am to 7 pm
    • Saturday, November 3 from 8 am – 2:30 pm
    • Monday, November 5 from 8 am – 3:00 pm

All Melvin H. Kreps Middle School polling places have been moved to the East Windsor Township Municipal Building, located at 16 Lanning Boulevard, since the Kreps School remains without power at this time. For questions about voting or polling place, call the East Windsor Clerk’s office at 443-4000, ext. 240.

The East Windsor Senior Center remains without power and closed. However, the East Windsor Community Bus will return to normal operations on Monday, November 5. Riders are encouraged to contact the Recreation Department at 443-4000, ext. 261.

The Princeton Junction Shuttle bus service resumed normal operating schedule today. Any questions or issues, call (609) 443-4000, ext. 246.

Per prior notices, several roadways remain affected due to downed poles and wires, including Dutch Neck Road at Drew Lane. PLEASE KNOW THAT ONLY JCP&L CAN REMOVE DOWNED POLES AND WIRES; township officials cannot remediate these situations. Some traffic signals remain without power, and we encourage drivers to proceed with great caution and limit travel as much as possible especially in the evening hours.

East Windsor officials have been aggressively in regular contact with JCP&L officials, and power has been restored in some areas of the Township. Please know that East Windsor officials and the Mayor have been contacting JCP&L 2 to 3 times a day, as well as state and county officials, and JCP&L is not communicating any status, progress or timelines at this time. Since Thursday mid-day, we have received NO information whatsoever. This is really not an appropriate strategy by JCP&L, and we are as frustrated as our residents. We will continue these efforts and report information as received.

For updates on utility service, the Governor's website at www.nj.gov today released a schedule provided by the statewide utilities for each town, including JCP&L for East Windsor Township. This was in response to a State requirement that each company provide such schedule for posting. However, the "chart" does not indicate specific areas of town and fails to account for over 2000 homes in East Windsor. Today, we are unaware of new powered areas of East Windsor notwithstanding the chart representations and commitments to the Mayor. However, we do note that today, East Windsor Township has experienced an increase in JCP&L activity, including over two dozen crews working throughout the Township.

East Windsor officials remain aggressive in maintaining contact with JCP&L representatives in an attempt to obtain the current information related to East Windsor power outage status, progress and timelines, including another conference call this morning by Mayor Mironov with Governor Christie. Mayor Mironov was promised by JCP&L executives additional progress and a community schedule today, but thus far no further information has been received. We will continue our active efforts to assist our community and will share information as received. Thank you all for your understanding.

East Windsor officials continue communications again throughout the day with JCP&L representatives seeking East Windsor power outage status, current and planned actions and progress and timelines, including another conference call today by Mayor Mironov with Governor Christie and communications with other officials. Late today, JCP&L completed work on an Old York Road at Airport Road damaged line, resulting in power being restored to an estimated 1,000 customers. Late today, there were approximately two dozen JCP&L crews actively working on the western side of the Township. Some work progress has occurred around the One Mile Road service area and the Route 571 service area. JCP&L continues not to provide the detailed and specific information requested. We will continue our active efforts to assist our community and will share information as received. Thank you all for your understanding and, please, we will get through this.

The East Windsor Township Senior Center will be open Tuesday, November 6, as power has been restored.

JCP&L crews are actively working to restore two affected electrical substations that deliver power to a large section of the west side of East Windsor. Late this afternoon, power was restored to many additional areas including a large section of Dutch Neck Road, portions of Oak Creek Road, and many other neighboring streets, and communities along One Mile Road as well as additional segments of Route 130. Power has been restored to the Kreps Middle School. JCP&L executives have assured the Township that crews will remain active tomorrow Tuesday, November 6, and significant additional restorations are anticipated. We will continue our active efforts to assist our community and will share information as received. SPECIAL NOTICE - HURRICANE SANDY

TODAY TUESDAY NOVEMBER 6 IS ELECTION DAY. Polls are open until 8 PM. All East Windsor residents vote at their REGULAR polling places, EXCEPT those who vote at the Melvin H. Kreps School, that is Districts 7, 13 and 14, who vote at the East Windsor Municipal Building, 16 Lanning Boulevard. For questions about the election or polling districts, call (609) 443-4000, ext. 240.

East Windsor officials are continuing communications throughout the day with JCP&L representatives seeking East Windsor power outage status.JCP&L crews are actively working on restoring power to theapproximately 370 East Windsor customers who remain without power. Crews are presently in the affected areas on Dutch Neck Road, Dorchester Drive and Brookwood Gardens. A section of Brooktree Road was restored earlier this afternoon. Within the last 30 minutes, power has been restored to the 147 units in Brookwood Garden Apartments on Hickory Corner Road. We will continue our ongoing efforts to assist our community and will share information as received. Thank you all for your understanding.

As previously reported, resources at the American Legion Post No. 148and East Windsor Volunteer Fire Company 2 remain available to residents in need. The American Legion, located at 895 Route 130, can be reached at 609-448-4055. Fire Company 2, located at 69 Twin Rivers Drive, can be reached at 609-443-5130. Additionally, the East Windsor Township Police Department is always available 24 hours a day for assistance and special needs at 609-448-5678, ext. 0. East Windsor officials are continuing communications throughout the day with JCP&L representatives seeking East Windsor power outage status and activity regarding the approximately 20 East Windsor customers who remain without power. JCP&L crews have been actively working at Dutch Neck Road and Drew, and power has just been restored to 6 additional homes in that area. Yesterday evening, power was restored to most remaining affected areas on the west side of East Windsor, including Dutch Neck Road, Dorchester Drive, Exeter Road, Jeffrey Lane, Debbie Lane and Buxton Drive among them. We will continue our ongoing efforts to assist our community and will share information as received.

Since JCP&L does not provide specific customer locations to the Township,East Windsor officials are seeking to identify all residents who remain without power and to determine the cause of the problem. RESIDENTS WHO REMAIN WITHOUT POWER OR WHO ARE AWARE OF HOMES WITHOUT POWER ARE ASKED TO CALL 609-443-4000, EXT. 214 AND PROVIDE NAME, ADDRESS AND ANY KNOWN INFORMATION ABOUT THE CAUSE OR WORK STATUS OF THEIR OUTAGE. POST-HURRICANE SANDY STATEMENT FROM
MAYOR JANICE S. MIRONOV

Now that Hurricane Sandy clean-up is well underway and residents have power restored, we can reflect on the challenges and inconveniences of this extraordinary experience, but we also can and should count our blessings that here in East Windsor Township, we had no serious injuries or loss of life, and all of us have our homes and personal belongings intact. Even with impaired roadways and few functioning traffic signals, the Township had only one minor hurricane-related automobile accident; residents are to be commended for use of extra caution and courtesy on the roads. We also experienced no hurricane/power outage-related acts of crime.

THANK YOU! East Windsor needs to thank the countless residents, volunteers, staff, religious and civic organizations, the State of New Jersey and the Gov. Christie administration, FEMA, and countless others for their unprecedented response to an unprecedented storm that tested, and continues to test, our patience and resolve. We experienced many localized individual, business and organization acts of generosity and kindness to our residents and community.

I want to commend and thank our Police Chief James Monahan for his stellar leadership and the entire Police Department for their dedicated and caring service and assistance in helping to ensure the safety and well-being of our residents. Our Director of Public Works Bill Askenstedt again was amazing, overseeing an awesome job by our great Public Works Department in preparing for the storm, as well as in the follow-up clean-up of our streets and neighborhoods, which is on-going. It is noteworthy that public works services including recycling and garbage collection were resumed by Wednesday, the day after the storm. Additionally, my personal thanks to Recreation Director James Brady who assisted with many needs including communications with our residents.

Thank you to all of our volunteer first-responders in fire and rescue who are always there year-round and provided good support during the storm event. Special recognition and gratitude go to the leadership and members of East Windsor Volunteer Fire Company No. 2 who really stepped up, opening their building to our residents to provide a safe and warm and friendly place and charging center for electronics, as well as serving as a local distribution center for water and ice.

Great thanks to American Legion Post 148 for opening their facility and offering shelter and meals to the community. Many local businessesassisted East Windsor with addressing the many challenges associated with Hurricane Sandy, including the Americana Diner, WaWa, Conair Corporation, Accel Rx, and Ferreira-Crisdel Construction. Several other local organizations offered their facilities to assist as needed.

In addition, it has been wonderful to see so many neighbors helping one another and coming together to overcome this difficult time. Neighbors throughout the community checked in on and watched out for their neighbors, shared information and resources. I deeply thank every one of you.

COMMUNICATIONS are a key element of any urgent situation. For the future during important situations, E-News Alerts will be posted on our public buildings as well. East Windsor also uses the County Reverse 9-1-1 System which has a data base of home phone numbers for emergency communications. Consider Registering Cellular Phone Numbers for the Local Reverse 9-1-1 Call System athttps://mercercounty.onthealert.com. I was able to have the County institute the addition of cell numbers after Hurricane Irene.

As Mayor, I was in communications with JCP&L and the Governor’s office throughout the entire event. When action and information remained not forthcoming, I reached out to everyone I could -- including elected officials at all levels, President of the Board of Public Utilities and the highest executives of JCP&L, finally receiving back multiple calls from the President of JCP&L with specific actions, work plans and schedules.

While we all recognize that Hurricane Sandy wrought huge and statewide damage, nevertheless, the absence of appropriate communications by JCP&L setting forth reasonable time lines and action plans, including specific infrastructure and neighborhoods to be repaired and restored, and their failure to promptly address priority sites was not acceptable and further aggravated the stress and uncertainty of residents and undoubtedly resulted in huge numbers of added phone calls to the utility. We will be following up with JCP&L and appropriate State officials to discuss necessary changes and improvements.

Many New Jersey residents and areas, and those in surrounding states, were devastated during Hurricane Sandy, and we encourage everyone to continue their generosity by assisting our fellow citizens. The American Legion Post 148, located at 895 Route 130 in East Windsor, is accepting donations of dry non-perishable food, clothing, cleaning suppies and blankets at their building, daily from 12 noon to 8:00 pm. The State of New Jersey also has established the New Jersey Hurricane Sandy Relief Effort at https://sandynjrelieffund.org/index.html.

My great thanks to everyone for your terrific community spirit, resilience and working together to pull through successfully as the great community we are in East Windsor Township!

E-News Updates are sent generally twice a month and provide information on new businesses and stores, roadway projects, grants and special events, among other subjects of public interest. The Township views this as another very important means of keeping residents informed about what is happening in East Windsor.   1. FREE” Fire Wood Is Available at the East Windsor Public Works Facility, which is located at the intersection of Ward Street and Etra Road. The fire wood is located in the back of the public works facilitywith access from Etra Road, across from Philyet Drive. Residents can help themselves to the fire wood but be advised there is no municipal staff or equipment available to assist with transport of the material. For more information, contact the Public Works Department at 448-4000, ext. 215.

  2. Thank You to Federal Emergency Management Agency (FEMA) Work Crews Which Assisted East Windsor with Clean-Up Efforts in Response to Hurricane Sandy. The three 20-person teams from the California, Montana and Wisconsin Wildland Firefighters were in East Windsor on November 10, 11 and 12 to help with cutting and chipping trees. The work assisted the Township in reallocating their resources to other public works functions and provided a great service to East Windsor residents.

  3. Residents Are Encouraged to Register and Urge Other Residents to Register to Receive E-News Updates. E-News is used for alert communications in urgent situations, as well as sent generally twice a month to provide information on new businesses and stores, roadway projects, grants, special events and other subjects of public interest. East Windsor Residents Are Reminded They Can Register Cellular Phone Numbers for the Local Township Reverse 9-1-1 System Used to Communicate in Emergency Situations, as was done during Hurricane Irene and Hurricane Sandy. This accommodation was achieved by Mayor Janice Mironov through Mercer County Executive Brian Hughes after Hurricane Irene. Home phones already are part of the systems database. Go tohttps://mercercounty.onthealert.comIMPORTANT NOTE: Regardless of your zip code, for Township residents and businesses, you must register East Windsor Township as your municipality to receive the proper notices.

  5. East Windsor Encourages Everyone to Continue Their Generosityby assisting our fellow citizens impacted by Hurricane Sandy. Many New Jersey residents and areas, and those in surrounding states, were devastated during Hurricane Sandy. American Legion Post 148, located at 895 Route 130 in East Windsor, is accepting donations of dry non-perishable food, clothing, cleaning supplies and blankets at their building, daily from 12 noon to 8 pm. City Streets Café located in Royal Plaza on Route 130 North, is accepting donations of diapers, infant formula, first aid supplies, cleaning supplies and canned foods.   6. East Windsor Will Participate in Womanspace “Communities of Light” on Monday, December 10 to raise funds for domestic violence victim service provider Womanspace and raise public awareness about the important subject of domestic violence and available victim resources. Join with local elected officials and Township police onMonday, December 10 at 5 pm to light up the East Windsor Municipal Building, followed by refreshments. Citizens can participate by purchasing and bringing luminary kits to the event. The luminary kits can be purchased for $10 each at Gold’s Gym, located in the Windsor Crossing Shopping Center off of Route 130 North, or atFulton Bank, located at the northwest corner of Princeton Hightstown Road and Old Trenton Road. All proceeds will go directly to Womanspace, the primary Mercer County organization providing a comprehensive array of services to individuals affected by domestic violence and to improving the quality of life of abuse victims and their families.   7. East Windsor Awards Grant Funded Contract for “New Jersey Turnpike Exit 8 Transportation and Development Study” to planning consultant Taylor Design Group, based in Mount Laurel, New Jersey, who is partnering with AECOM. This project, funded by a $100,000 Delaware Valley Regional Planning Commission (DVRPC) Transportation and Community Development Initiative grant, will examine the impacts to circulation and development for the surrounding area of the relocated and expanded East Windsor Exit 8 interchange of the New Jersey Turnpike. The goal is to best position East Windsor to take advantage of development and redevelopment opportunities, and to identify development strategies and implementation steps to maximize and attract high value, high quality, appropriate business and commercial development. Mayor Mironov appointed a committee to oversee the study consisting of Council Members and members of the planning board, economic development committee and environmental commission, which will work closely with Taylor Design Group throughout the study.

  8. Bottle King Opens a discount liquor store on Route 130 North, just south of the Americana Diner, in a vacant 16,750 square foot building. Bottle King offers a variety of products, including wines from all over the world and beers from both small and large breweries. Bottle King has 14 other New Jersey locations and is the largest New Jersey retailer of wine, beer and spirits. Current store hours are Monday to Saturday from 9 am to 10 pm and Sundays from 10 am to 6pm. In 2011, East Windsor Township awarded the sale of a new Plenary Retail Distribution liquor license to Bottle King for $475,000 in a public bidding process.

East Windsor Holds Free Rabies Clinics for dog and cat owners onSaturday, November 17 from 1 pm to 3 pm at East Windsor Volunteer Fire Company No. 1 at 51 One Mile Road and on Saturday, November 24 from 1 pm to 3 pm at East Windsor Volunteer Fire Company No. 2 at 69 Twin Rivers Drive. Owners will be required to show a certificate of previous rabies vaccination; otherwise vaccinations of one year duration only will be provided. For safety, all animals must be properly restrained by leash or carried.   10. East Windsor Township Mayor and Council Encourage Citizens to Volunteer for Township Boards and Committees. Volunteers can apply to serve on the Clean Communities Advisory Committee, Commission on Aging, East Windsor Municipal Utilities Authority, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment and the East Windsor Municipal Alliance for the Prevention of Substance Abuse.   1. East Windsor Department of Public Works is Announcing Updated Scheduling Information and Instructions in response to the recent weather events.  For further information, contact the Township Department of Public Works at (609) 443-4000, ext. 215:

  1. Brush and Debris Collection has been extended over these weeks and will continue through Sunday, November 25, 2012.  Please be reminded to separate leaf and brush piles and leave curbside.  After November 25, all brush and debris collection will cease, and residents may not place any brush or wood at the curb until after January 1, 2013.  This schedule is necessary so that Township crews can allocate resources to regular leaf collection in the month of December.

  2. Leaves will also be picked up during this time to the extent schedules permit.  Full- time leaf collection will resume on November 26 through the end of the year.  As the presence of curbside brush hinders the collection of leaves, it is imperative that residents adhere to this schedule.

  3. Residents who hire contractors to remove or cut trees on their property must ensure that the contractors remove those materials from the property and streets.

  4. Many stumps remain from fallen trees, and there are many trees which require attention and may need to be removed.  The Township is aware of these conditions, however, since Township resources are now devoted to brush and leaf collection, stump removal and tree trimming will not resume until after January 1, 2013.

  1. East Windsor Roadway Improvements to Dutch Neck Road, between Hickory Corner Road and Oak Creek Road, funded by a $225,000 NJ Department of Transportation grant, are near completion. The replacement of concrete curbs and aprons, construction of handicapped ramps and installation of bicycle safe grates should be completed by Wednesday, November 21. The resurfacing work is anticipated to begin Monday, November 26 and take approximately a week, weather permitting. During that week, local access will be maintained at all times, however, there will be temporary lane closures and a one day detour between 7 am and 5 pm; residents are encouraged to consider alternative routes.

  2. East Windsor Roadway Improvements to Feldsher Road are near completion.  Reconstruction and resurfacing, installation of a guard rail and drainage improvements have been completed.  Striping is scheduled to be completed by Thursday, November 29, weather permitting.

  1. Let’s Yo Yogurt Opens in the East Windsor Town Center Plaza Shopping Center on Route 130 North, between PetValu and My Hometown Furniture. Let’s Yo Yogurt is a self-serve frozen yogurt experience where customers can choose from a variety of flavors and toppings to create a unique yogurt dish. The new store in East Windsor is the company’s 25th location of which 24 are in New Jersey (one in Florida), including in Princeton and Freehold. New Jersey Turnpike Authority Schedules for on or about Monday, December 10 (from original date of September 24) to Close and Detour Route 33 at Route 133 between Milford Road and Lake Drive, for Approximately Eight Nights from 9 pm to 6 am, being done as part of the Turnpike Widening Program. The purpose is to install girders over Route 33 for the new bridge connecting the Turnpike directly to Route 133. Traffic traveling from Route 33 Westbound to Route 133 Westbound and from Route 133 Eastbound to Route 33 Westbound will be unaffected. All other traffic should follow the posted detour.   4. East Windsor Recognizes Melvin H. Kreps Middle School Student Winners of Township Clean Communities Suggestion Box Contest, “How to Increase the Amount of Recycling in Our Community.” Mayor Janice Mironov presented the winners with certificates of recognition and Barnes and Noble gift certificates, donated by Shiseido America. The student winners are: 1st Place Winner Simrit Grewal; 2nd Place Winner Rahul Kamat, and 3rd Place Winner Harish Rabindran.

East Windsor Awarded $4,400 “Drive Sober or Get Pulled Over” Enforcement Grant. The grant, received from the New Jersey Division of Highway Traffic Safety, is to underwrite salaries of police officers for added enforcement activities directed at the detection and apprehension of intoxicated drivers. The program, which runs from December 7 through January 2, is a statewide campaign aimed at improving public safety by encouraging responsible driving during the year-end holiday season.

Volunteers can apply to serve on the Clean Communities Advisory Committee, Commission on Aging, East Windsor Municipal Utilities Authority, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment and the East Windsor Municipal Alliance for the Prevention of Substance Abuse. Residents interested in volunteering can obtain an application form from the municipal clerk or can fill out this form (click link here) and return by email to municipal_clerk@east-windsor.nj.us, by fax to 443-8303 or by mail to Mayor Janice S. E-News Updates are sent generally twice a month and provide information on new businesses and stores, roadway projects, grants and special events, among other subjects of public interest. The Township views this as another very important means of keeping residents informed about what is happening in East Windsor. Please tell your friends and neighbors about this service and encourage them to subscribe.

  1. Intent Group, a Computer Company, Has Opened at 658 Etra Road.The business, owned and operated for 13 years by President Eugene Chertkov, has relocated from Cranbury Township to two existing 15,000 square foot buildings on the the 2.5 acre site, which was previously occupied by Sunset Hill School of Wine.  Intent Group, a distributor of new and refurbished computers and computer devices such as laptops and tablets throughout the United States and internationally, currently has contracts with Toshiba, Hewlett-Packard, Acer, and Dell.

  2. East Windsor Township Receives $183,286 Grant for Purchase of Firefighter Communications Equipment as Participant in a Regional Program. The new equipment, which is compliant with Federal 2013 narrowbanding requirements, will enhance the communication abilities of the Township public safety services with agencies throughout the County.  The Regional Assistance to Firefighters Grant, provided through the Federal Emergency Management Agency and awarded through Hamilton Fire District 3 as the lead agency, is for the purchase of new 12.5 kilohertz efficiency radio systems.  East Windsor's local share for the total $229,107 cost of the equipment and its installation is 20% offset further by $10,500 negotiated with Mercer County for the sale of previously authorized equipment.

  3. East Windsor Mayor Janice Mironov Elected President of the New Jersey State League of Municipalities. The New Jersey State League of Municipalities (NJSLM) is the statewide association of municipalities which pools information and resources and represents and advocates for the interests and needs of local towns to county, state and federal governments. Mayor Mironov also is a member of the League's Legislative Committee, Resolutions Committee and Economic Development Task Force, Chairperson of the League's Statutory Funding Compliance Committee (working for restoration of Municipal Energy Tax Receipts), Chairperson of the League's Housing Policy Committee, Co-Chairperson of the League's Energy Policy Committee, and a Member of the New Jersey Conference of Mayors Executive Board.

  4. East Windsor Township 2013 New Year’s Food Drive will be held between January 1 and January 31, 2013. Mayor Janice Mironov and Council Members are asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard), East Windsor Police Building (80 One Mile Road), or the East Windsor Rescue Squad, District II (73 Twin Rivers Drive). The food drive will benefit the Green House Food Pantry at St. Anthony’s Church and the Food Pantry at RISE, area-based organizations that provide assistance to local individuals and families.

  5. East Windsor Township Annual Reorganization Meeting Is Scheduled for Tuesday, January 8, 2013 at 7 pm at the East Windsor Township Municipal Building, located at 16 Lanning Boulevard. The public is invited to attend the largely ceremonial meeting at which the Township Council will be making appointments to Township Boards and Committees, and doing various recognitions. Refreshments will be provided at the conclusion of the meeting.

  6. Mercer County Surrogate East Windsor Satellite Office to Continue in 2013, in accordance with an arrangement between Mayor Janice S. Mironov and Mercer County Surrogate Diane Gerofsky. The Satellite Office is housed at the Township Senior Center and provides residents the opportunity to obtain probate services locally. The East Windsor Surrogate’s Satellite Office is offered from 9:30 am to 11:30 am on the4th Tuesday of each month, specifically: January 22, February 26, March 26, April 23, May 28, June 25, July 23, August 27, September 24, October 22, November 26, and December 24.
