  1. East Windsor Township Awards Design Contract for Lanning Boulevard Southern Connection, a new innovative roadway proposal to extend Lanning Boulevard across Princeton-Hightstown Road (County Route 571). All engineering and construction costs will be funded by developer contributions. The primary project goal is to extend Lanning Boulevard across Princeton-Hightstown Road to connect with the Windsor-Hights Shopping Center, and provide a signal controlled intersection for all turning movements, including left turns from the center onto Princeton Hightstown Road westbound. Two conceptual alternatives will be reviewed. The first, a shorter alternative, will link Lanning Boulevard to the northerly end of the Windsor Hights Shopping Center in the area of the bank, by making use of the bank’s bypass lane or other design approach. A second alternative would extend Lanning Boulevard to Route 130, making use of the vacant land immediately south of the existing Lanning Boulevard and County Route 571 intersection and the Center’s parking lot behind the buildings. The proposal builds upon the existing and highly successful Lanning Boulevard linkage road, extending between Lanning Boulevard and Route 130 and paralleling Route 571.

  1. East Windsor Awards First Tree Replacement Contract in the amount of $572,000 to plant 4,400 trees at the site of the Disbrow Hill Road new playing fields and on Township properties along Milford Road. This first phase planting will take place in early spring of this year. A settlement with the State restored to East Windsor the entire $4.9 million owed to replace trees destroyed by the New Jersey Turnpike Widening Project. Mayor Janice Mironov had joined with the mayors of Robbinsville and Hamilton in a legal action against the State to recover monies promised to their towns and owed under the NJ “No Net Loss Reforestation Act” that had been diverted for State budget use. Under the agreement, East Windsor received $1,316,442 in December 2010, and can receive payments of $1,832,619 in 2011 and 2012, to replant the almost 17,000 trees bulldozed in East Windsor by the NJ Turnpike Authority. The “No Net Loss Reforestation Act” requires that trees removed on a half acre or more of State land must be replaced, either on-site, five miles away or elsewhere within the affected municipality. The widening project will result in the total destruction of 443 acres of trees, more than half of which are in East Windsor and Robbinsville. The Mayor and Council welcome ideas from residents and associations regarding tree planting projects, with the proviso that the State allows the planting only on public property or within public rights-of-ways.

  1. Mercer County Superior Court Upholds East Windsor Planning Board Denial of Enchantment at East Windsor Conversion Application, filed under an unprecedented 2009 State law which allows for conversion of approved age-restricted housing to non-age restricted housing, provided the developer meets certain conditions. Developer Robertson Douglas had submitted an application to convert a previously-approved age-restricted development of 109 single family units and a recreation complex into a non-age-restricted development of 109 single family dwellings with no recreational amenities, and 28 affordable housing units in two new apartment buildings. The 54.9 acre property is located on Monmouth Street adjacent to a sister age-restricted community constructed by Robertson Douglas in Hightstown. The Township several years ago had rezoned this property from non-residential to allow the age-restricted housing. After three public hearings during which the Planning Board heard testimony from the applicant, interested parties and the public, the Board determined that the developer failed to meet the requirements of the State Conversion Law and that granting the application would be detrimental to the public good and substantially impair the Township zone plan. In ruling in favor of East Windsor, the Court found the Planning Board procedures to be legally appropriate and the decision and findings to be reasonable.

  7. East Windsor Township Seeking Nominations for 2011 Township Business Awards Program. The purpose of the program is to recognize local businesses that make special efforts to improve or contribute to the community. The three categories of Township award recognition are: (1) Business Beautification - creating an attractive appearance, for example, through landscaping, flowers, and other enhancements to their structures and site; (2) Community Service – providing for community contributions and service; and (3) Community Enhancement - providing some manner of community enhancement, for example, through extraordinary job creation, an unusual or special product or opportunity or any community value added aspect related to their business. 8. East Windsor Municipal Government Maintains All Township Services in a Fiscally Tight Budget. The entire Municipal tax increase of $380,580 is due to the State mandated pension contribution increase of $527,675, which resulted in a total 2011 State mandated pension contribution of $1,938,352 (constituting almost 10% of the entire municipal budget). Further, the State withheld from East Windsor $905,000 in municipal receipts in 2010 and again in 2011. Notwithstanding, the East Windsor tax levy is$500,000 below the allowable State mandated 2% cap, that is, almost2 cents below the allowable State tax increase.

At a rate of $0.398, the Municipal Government is only 13.57% of the total property tax bill. The 2011 Municipal rate represents an annual increase of $39 to the average residential property taxpayer, attributable to State mandates. The Garbage District tax rate remains basically flat. The Twin Rivers Planned Unit Development, all private communities, and all apartment complexes do not pay the Garbage District Tax, since they have private haulers for garbage collection.

The Township Council does not establish and has no control over 82.48% of your tax bill. These taxes are collected for Mercer County and the East Windsor Regional School District.
