  1. East Windsor Township Annual Re-organization Meeting was held on Friday, January 1, 2010 in the East Windsor Township Senior Citizen Center. Janice S. Mironov began her 15th consecutive year as Mayor and Marc Lippman was sworn in as Deputy Mayor.

  2. East Windsor Township 2010 New Years Food Drive Entering Final Weeks. The Township is asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard), the East Windsor Police Building (80 One Mile Road), or the East Windsor Rescue Squad, District II building (Twin Rivers Drive) until January 31. This food drive will benefit the Food Pantry at Rise and the Green House Food Pantry at St. Anthony’s Church, area based organizations that provide assistance to local individuals and families.

  3. H1N1 Flu Clinics Will Continue on Saturday, January 16 from 9:00 AM to 12:00 Noon. The East Windsor Township Health Department will be holding an H1N1 (Swine) Flu Vaccination Clinic for Township residents ages 6 months to 5 years at Kreps Middle School (5 Kent Lane). This clinic is the first of two vaccinations for Township residents ages 6 months to 5 years. For more information and to print out consent forms visit:www.eastwindsorregionalschools.com/ewrs/

    The Township Health Department will also be holding H1N1 Flu Vaccination Clinics for Township residents ages 6 years and older. These clinics will be held at the Municipal Building (16 Lanning Boulevard) January 19, January 20 and January 27 from 10:00 A.M. to 12:00 Noon. Participation at these clinics is by appointment only. Appointments may be arranged by contacting the Health Department at 443-4000 ext. 222.

    Additionally, Township residents may attend H1N1 flu clinics being held at the Colonial Fire Company, located at 802 Kuser Road in Hamilton Township. These clinics are being held on January 14 from 5:00 P.M. to 8:00 P.M., January 19 from 5:00 P.M. to 8:00 P.M. and January 21 from 10:00 A.M. to 1:00 P.M. These are walk-in H1N1 flu clinics and do not require an appointment.

    The Centers for Disease Control and Prevention has identified young children as one of the groups having the greatest risk of serious complications from H1N1 flu. The first and most important step to prevent the flu is to get vaccinated. Residents will be offered a choice of injectable vaccine or nasal spray vaccine.

    Please check with your health care provider to see if he will be giving H1N1 shots, as it is preferable to receive care, including the H1N1 vaccination, from your own doctor. H1N1 vaccination is voluntary.

  4. East Windsor Township Receives Municipal Public Information Award for “Spotlight East Windsor”, a call-in cable television show hosted by Mayor Janice Mironov and co-produced by Dick Cunningham. The award was presented by Rutgers University Center for Government Services. The Annual Municipal Public Information Awards were created to increase public awareness of government and its operations, to provide useful information and services to citizens, and to promote successful and innovative techniques to inform citizens. “Spotlight East Windsor” airs every Wednesday evening at 7:00 P.M. on Comcast Cable Channel 27 and Verizon Channel 38.

  5. Mercer County Surrogate East Windsor Satellite Office to Continue for 2010, according to Mayor Janice S. Mironov and Mercer County Surrogate Diane Gerofsky. The Satellite Office is housed at the Township Senior Center providing residents the opportunity to obtain probate services locally. The East Windsor Surrogate’s Satellite Office will be offered from 9:30 A.M. to 11:30 A.M. on the 4th Tuesday of each month, specifically: January 26, February 23, March 23, April 27, May 25, June 22, July 27, August 24, September 28, October 26, November 23, and December 28. For further information or to schedule an appointment contact the Surrogate’s Office at 989-6331 or the Senior Center at 371-7192.

  6. Reminder: All Dog Licenses Required to be Renewed by the end of January. All dogs seven months of age or older are required to be licensed. For information contact the Municipal Clerk’s office at 443-4000 ext 240.

  1. East Windsor Township 2010 New Years Food Drive Extendedthrough February 19. The Township is continuing to ask area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard), the East Windsor Police Building (80 One Mile Road), or the East Windsor Rescue Squad, District II building (Twin Rivers Drive). This food drive will benefit the Green House Food Pantry at St. Anthony’s Church and the Food Pantry at RISE, area based organizations that provide assistance to local individuals and families.

  2. Kudos to the Hightstown Rams Pop Warner Midget Cheerleaders -- Winners of the 2009 National Pop Warner Cheer Championship, recently presented a Proclamation by Mayor Janice Mironov. The local Cheerleading Squad had placed second at the Central Jersey Cheer Competition in October 2009, making them eligible to move ahead to the Qualifier Cheer Competition where they again won second place. The local Cheerleading Squad then advanced to the Eastern Regional Cheer Competition, placing second, qualifying them to compete at the National Pop Warner Cheer Championship. The Hightstown Rams Pop Warner Midget Cheerleaders then won the National Pop Warner Cheer Championship held at the Disney Wide World of Sports Complex in Orlando, Florida on December 18, 2009. The local Cheerleading Squad is part of Pop Warner Little Scholars, Inc., the largest non-profit youth football, cheer and dance organization in the United States and the only national youth sports organization to require scholastic aptitude to participate.

  3. Chief of Police William Spain and Director of Public Works William Askenstedt Recognized for 25 Years of Service with East Windsor by Mayor Janice S. Mironov and Council Members. Chief Spain has advanced through the police department ranks from Patrol Officer to Detective, Division Commander in the Criminal Investigation Division, to Patrol Sergeant, Executive Officer, Division Commander in the Uniform Division, to Lieutenant. In December 1999, Bill Spain was promoted to Chief of Police. He also serves as the Township Emergency Management Coordinator. William Askenstedt began his career with East Windsor in the Building and Grounds/Parks Division, Department of Public Works and thereafter was promoted to Safety and Training Officer. In November 1998, Bill Askenstedt was promoted to General Foreman of the Department of Public Works. Then in April 1999, Bill Askenstedt became Acting Director, and in March 2000 was promoted to Director of the Department of Public Works, the Township’s second largest department.

  4. Energy Efficient Upgrades to Lighting to Be Installed at Municipal Buildings as a result of a free energy audit by PSE&G. Funding for 80% of the cost to upgrade the fixtures in the municipal building, police station, senior center and public works garage to new, energy-efficient bulbs and ballasts is being provided by PSE&G. The Township share of the cost is $22,990, which will be recouped in less than one year through the resulting estimated annual savings of $32,810.

  5. East Windsor Township Was Awarded a 2009 Business Stimulus Fund Grant of $7,000 from the New Jersey Department of Environmental Protection, Division of Parks and Forestry, to fund a tree-trimming program on public property identified in the Township’s Community Forestry Plan. Funding is being provided from the American Recovery and Reinvestment Act through the USDA Forestry Service.

  6. A Celebration of the Chinese New Year at the East Windsor Senior Center is scheduled for Saturday, February 20, for East Windsor senior citizens. The Chinese New Year celebration will feature a catered lunch of Chinese food, a Chinese Lion Dance with Donna McCoy, and Tai Chi demonstrations. Also, seniors can have their names written in Chinese. For further information, contact the Senior Center at 371-7192.

  1. East Windsor Recreation Department Summer Camp Registration Begins March 8 for Township children. A variety of recreational day and travel camps are offered for students entering grades K-10: the Sunny Day Camp for children entering kindergarten and Grade 1; the Recreation Day Camp for children entering Grade 2 through Grade 6; the Junior Travel Camp for children entering Grade 4 through Grade 6, and the Senior Travel Camp for children entering Grade 7 through Grade 10. Before and after care is available for an additional fee. Registration forms will be distributed through the local schools and will be available at the Municipal Building, local libraries or online atwww.east-windsor.nj.us (click on Recreation then click Summer Camps).   2. East Windsor Township Distributes Free Gun Safety Locks to Township Residents from March 1 through March 31. Township residents may obtain free gun safety locks at the Township police building by contacting Police Detective Brian Gorski at 448-5678, ext 236. These locks if properly used by lawful gun owners can help prevent accidental deaths or injuries in the home, as well as by intentional misuse of guns. The gun locks are made available at no cost to the Township through Project Child Safe, a national firearms safety program sponsored by the United States Department of Justice and the National Shooting Sports Foundation.

  3. Township and Mercer County Hold Special Passport Day in East Windsor on Wednesday March 24. Mayor Janice S. Mironov and Mercer County Clerk Paula Sollami Covello are sponsoring a special Passport Day for residents on Wednesday, March 24 from 3:30 pm to 7:30 pm at the East Windsor Municipal Building, 16 Lanning Boulevard. Residents can just show up, but are encouraged to call 609-989-6465 to reserve a specific time. The Mercer County Clerk’s Office will process United States Passport applications on-site for residents. To apply, residents will need: (1) proof of US citizenship in the form of a state certified birth certificate, a U.S. naturalization certificate or a previous U.S. passport, and (2) proof of identity in the form of a current drivers license or state issued identification card. Cost of the passport is $75 for adults, $60.00 for minors plus a processing fee of $25. Passport photos can be taken on-site if needed for $15 or $10 for senior citizens. Only checks or money orders will be accepted. For children, Federal passport guidelines now require both parents to appear in person, or one parent in person with required documentation, when applying for a passport for a child under 16.   4. Summer Employment Opportunities Are Available through the East Windsor Township Recreation Department. Positions are available as Supervisor, Assistant Supervisor, Bus Driver, Counselor, Counselor-in-Training, Lifeguard and Arts and Crafts Instructor.   5. Nominations for the “Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer” are being solicited. The Award recognizes a senior citizen who has exhibited outstanding service through volunteerism to the community by way of the schools, religious institutions, and service organizations or directly to the public. Nominees must be at least 60 years of age and residents of East Windsor. The presentation will be made at a ceremony in May as part of Older Americans Month. Individuals and organizations are encouraged to submit nominations by April 1, to Mayor Janice Mironov and Council Members, East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, New Jersey 08520.   6. Annual East Windsor Egg Hunt Is Scheduled for Saturday, March 27 at Etra Lake Park at 10 AM (rain date is Sunday, March 28 at 2 pm). The egg hunt is for children in pre-school through grade 5. This annual event features lots of candy, prizes and fun! There is no fee or registration, but each child should bring a basket or bag. To avoid a last minute traffic jam at the park entrance, plan to arrive early. If inclement weather, call 443-4000 ext. 400 for information.

  7. East Windsor Clean Communities 2010 Adopt-A-Spot Program is soliciting participation by community and school groups. Groups “adopt” a public property to keep clean for the year. A sign is erected on the site indicating that it has been ‘Adopted by’ with the name of the group. The group is expected to perform three cleanups per month from April to November 1, and participate in a Township cleanup day. Interested groups should send a letter by March 25 to East Windsor Clean Communities Committee, Attention: Mayor Janice S. Mironov, 16 Lanning Boulevard, East Windsor, New Jersey 08520.   8. Molto Bene Caffe e Mercato Italiano Recently Opened at 116 North Main Street in Hightstown, by owners and East Windsor residents Peter and Valerie Edano. The Italian market and café has soups, salads, pizzas, panini, gourmet coffee and teas and a variety of fresh Italian take-out food items. The café is open Tuesday through Thursday from 9 am to 7 pm, Friday from 9 am to 8 pm, Saturday from 11 am to 8 pm and Sunday from 11 am to 5 pm.

  9. Mercer County Household Chemical Waste Disposal Day Will Be Held on Saturday, March 20, from 8 am to 2 pm at the John T. Dempster Fire School, located on Bakers Basin/Lawrence Station Road in Lawrence Township. No registration is required, just proof of Mercer County residency. The program will be held rain or shine. For more information, call 278-8086 or visit www.mcia-nj.com.

  10. East Windsor Township Public Works Facility on Ward Road Will Be Improved by the NJ Turnpike Authority following land acquisition in connection with the NJ Turnpike Interchange 6 to 9 Widening Program. The plan, negotiated by Township officials and a big plus for East Windsor, provides for: removal of the existing storage building, garage space and salt shed; relocation of the de-icing station, bulk storage bin and parking; and construction of a new 4,400 square feet of garage space and 1,800 square feet of offices and a new salt shed.

  11. Three Township Employees Recognized as Employees of the Year for 2009 by Mayor Janice S. Mironov. The honored Township employees are: Municipal Clerk Cindy Dye, Police Officer Frank Maisano, and William Broome of the Department of Public Works. Cindy Dye has been a Township employee since 1999, Frank Maisano since 1996 and William Broome since 1988.

  1. Township and Mercer County Hold Special Passport Day in East Windsor on Wednesday March 24.  Mayor Janice S. Mironov and Mercer County Clerk Paula Sollami Covello are sponsoring a special Passport Day for residents on Wednesday, March 24 from 3:30 pm to 7:30 pm at the East Windsor Municipal Building, 16 Lanning Boulevard. Residents can just show up, but are encouraged to call (609) 989-6465 to reserve a specific time.   2. East Windsor Township Receives $100,000 DVRPC Grant for Joint East Windsor / Hightstown “Route 33 Revitalization / Redevelopment Plan”. Mayor Janice Mironov and Council Members successfully applied for the Delaware Valley Regional Planning Commission grant to conduct a joint review with Hightstown of the current zoning and existing uses along the Route 33 corridor from Route 130 to Summit Street, with particular attention to the former 37 acre “Minute Maid property” which is divided between the two communities (the vacant plant building is in Hightstown), and determine the most appropriate uses and zone changes to enhance development and redevelopment opportunities for this area. The study also will look at traffic circulation, potential roadway improvements and available infrastructure to support development, with special focus on the Route 33/Airport Road intersection.

  3. East Windsor Township Sponsors Recycling Poster Contest for Elementary School Students. The posters, which are to promote any or all of the “4 R’s” of the Township Recycling Logo -- Recycle, Reuse, Reduce, Rebuy, are due by March 26. Posters should be left by Friday, March 26 at each school’s Administrative Office or the East Windsor Municipal Building Mayor’s Office. The back of each poster should contain the student’s Name, Address, Phone Number, Grade Level and School. Winners from Grades K – 2 and Grades 3 – 5 will receive gift certificates to Barnes and Noble ($75, $50 and $25 respectively for 1st, 2nd and 3rd place), donated by Shiseido America. Winners will be notified and awards made by Mayor Janice Mironov at an Earth Day ceremony at the April 20 Council meeting. Winning posters will be displayed in the municipal building lobby during the month of May.

Carnival Treats & Sweets Has Opened in the Town Center Plaza on Route 130 North (home to the Shoprite and movie theater), between “Great Clips” and “Cartridge World.” The new store has a large variety of ice cream and toppings bar, frozen deserts, smoothies, milk shakes, gourmet chocolates and candies, with general seating and a party room.

  6. Complete and Return by April 1 the 2010 U.S. Census Form Being Mailed this Month to Every Household. This questionnaire contains 10 questions and will take only a short time to complete but filling it out makes a big difference. Every year, Federal funding allocations and many grants are based in part on census data. Redistricting, creation of new federal and state districts for electoral representation, are based on population information obtained from the census.   10. Applications for “The Property Tax Freeze” for Seniors Are Due by June 1, 2010. Homeowners who are 65 or older and receiving Federal Social Security benefits may be eligible for this program that establishes a base year for your property taxes and reimburses you for any increase in the future tax years. To qualify, a senior must live in New Jersey continuously for at least 10 years, owned or lived in his/her home or mobile home for at least the last 3 years, paid the full amount of property taxes or site fees due for the base year and each succeeding year for which the reimbursement is claimed, and your gross income for 2008 was $70,000 or less and for 2009 was $80,000 or less.   11. Shiseido America Receives Approval to Construct Additional Solar Panels at the company facility on Princeton-Hightstown Road. The Township planning board approved the proposal to install a ground-mounted system of over 1,300 individual arrays to be located on the north side of the 44 acre property adjacent to Millstone Road. This new system, in conjunction with the previously installed roof panels, is expected to provide 80% of the energy needs at the East Windsor facility. Shiseido is a Japanese-based globally known manufacturer of high end skin care products.

  12. East Windsor Township Continues to Distribute Free Gun Safety Locks to Township Residents through March 31.   1. Hightstown/East Windsor Police and Court Study Released and available on the East Windsor Township website at www.east-windsor.nj.us (click on left, police/court study). The Report analyzed the feasibility and benefits, if any, of East Windsor Township providing police and/or court services to Hightstown Borough. Patriot Consulting Group of Monmouth Beach, New Jersey, performed the studies, funded by grants totaling $55,873 from the NJ Sharing Available Resources Efficiently (SHARE) program. The report recommends that Hightstown contract with East Windsor to provide both services. Public comments or questions on the report can be sent to Municipal Clerk Cindy Dye at clerk@east-windsor.nj.us.

Residents also will be able to drop off and dispose of computers and computer equipment and accessories, cell phones, fluorescent bulbs, and toner cartridges. The East Windsor/Hightstown Lions Club will be collecting used eye glasses. The American Rescue Mission of Trenton will have trucks on-site to collect used furniture, clothing, blankets and working appliances and household electronics. Clothing should be brought in plastic bags, and only usable furniture will be accepted. Charitable donation receipts will be provided by the Rescue Mission.   3. East Windsor Will Participate in the Fourth Annual Stony Brook – Millstone Watershed - Wide Cleanup Event on Sunday, May 2, from 1 PM to 3 PM, rain or shine, at Anker Park. Volunteers should wear boots and long sleeves and bring work gloves, if possible. Adults must accompany minors. T-shirts and refreshments will be provided. East Windsor Township and the Stony Brook – Millstone Watershed Association are sponsoring this event.   4. Governor Chris Christie’s Proposed Budget Cuts $904,217 in 2010 Property Tax Relief to East Windsor. The State Administration is withholding $826,160 in Energy Tax Receipts which, historically and by their nature and legislatively, are recognized to be municipal funds, as well as cutting $78,057 in municipal aid from the Consolidated Municipal Property Tax Relief Act (CMPTRA). The Energy Tax Receipts was a replacement of the former Gross Receipts and Franchise Tax on utilities to compensate municipalities for the property tax exemption of their utility property located within each community. The program was restructured at the request of and for the convenience of the utilities so they could make a single payment to the State, which then was to distribute the monies to the towns. Prior to the restructuring, the energy taxes were paid directly to the towns. East Windsor elected officials have passed a Resolution requesting that the Governor and State Legislature immediately restore in full all municipal Energy Tax Receipt funds.

  5. Coleman Auto of East Windsor Became the First Independent Dealer Nationally to Franchise a Sears Auto Center. Customers are now able to purchase Sears parts, bring their vehicles in for service or purchase a used vehicle. All used vehicles will be certified under the Sears name, come with a Sears warranty and have the support of Sears Auto Centers across the country. The dealership is open seven days a week, Monday-Saturday from 8 AM to 7 PM and Sunday from 9 AM to 5 PM.

  6. Sabinsa Corporation, an International Pharmaceutical Company, Relocates World Headquarters to East Windsor from Piscataway, NJ. The company occupies the 32,400 square foot facility at 20 Lake Drive with 25 initial employees. Sabinsa Corporation, founded in 1988, is a manufacturer and supplier to the US and global markets of Ayurvedic herbal and specialty fine chemicals for nutritional, pharmaceutical and food industries. The corporation has other facilities in Utah, India and around the world. Primary clients include Avon Products, Inc. and L’Oreal Group International.

  7. Capital Health Systems is the Township’s New Daytime Emergency Medical Provider Effective May 1. Capital Health Systems (CHS), one of four companies that provided the Township with EMS proposals to provide daytime service, was awarded a five year contract at a significant cost savings to the Township. CHS, which previously provided daytime coverage from May 2000 to April 2005, will replace Monmouth Ocean Hospital Service Corp (MONOC). CHS, a non-profit formed in 1997 upon the merger of Helene Fuld Medical Center and Mercer Medical Center, has over 200 EMS employees assigned to field operations and 33 vehicles with an ambulance and reserve ambulance that will be dedicated in town to East Windsor service. CHS also is the Mercer County-wide advanced life support services provider.

  8. Applications for the Property Tax Freeze for Seniors Are Due June 1, 2010. Residents 65 or older as of December 1, 2008 who receive Federal Social Security benefits may be eligible for this program that establishes a base year for property taxes and provides reimbursement for any increase in the ensuing tax years. To qualify you must have lived in New Jersey continuously for at least 10 years, owned or lived in your home or mobile home for at least the last 3 years, paid the full amount of your property taxes or site fees due for the base year and each succeeding year you are claiming the reimbursement, and your gross income for 2008 must be $70,000 or less and for 2009 it must be $80,000 or less.   9. U-Save Cleaners Opens in the Carduner Center at the corner of Princeton-Hightstown Road and Route 130. Customers can drop off Items at this location which are then professionally dry cleaned or laundered at owner Paul Zheng’s Hamilton facility. Clothing alterations and repairs for customers also are provided on-site. U-Save Cleaners is open Monday through Friday from 7 AM to 7 PM and on Saturdays from 8 AM to 5 PM.

  10. Hollywood Bodies Opens at 375 Route 130 North, south of the Americana Diner. A women’s health center, Hollywood Bodies specializes in massages, traditional body wraps, sea clay masque wraps and cellulite treatments. The center is open for walk-ins daily from 10 AM to 9 PM or by appointment.

  2. Township Awards Contract for Roadway Improvements for Twin Rivers Drive North. Mayor Janice S. Mironov and Council Members obtained a New Jersey Department of Transportation $316,000 grant to resurface Twin Rivers Drive North from Probasco Road to the area of Greenwich Court, as well as other associated improvements to curbing, drainage and installation of handicap ramps. The contract was awarded to S Brothers, Inc. of South River, New Jersey. The work is anticipated to begin within sixty days and take approximately thirty days to complete, weather permitting.

  3. Residents are Reminded to Complete and Return the 2010 U.S. Census Form Mailed to Every Household. This questionnaire contains 10 questions and will take only a short time to complete but filling it out makes a big difference. Every year, Federal funding allocations and many grants are based in part on census data. Redistricting, or creation of new federal and state districts for electoral representation, is based on population information obtained from the census. Beginning the last week of April enumerators will be visiting households who have not mailed their forms in by that time.   4. According to the Mercer County Office of Emergency Management, East Windsor Residents and Businesses may be eligible for FEMA Loans to aid in recovery from the March 12 nor’easter. Disaster loans up to $200,000 may be available to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters could be eligible for loans up to $40,000 to repair or replace damaged and destroyed personal property. Rental assistance for temporary housing is possibly available for those whose homes are uninhabitable. Businesses and non-profits of any size may be eligible to borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory and other business assets, as well as up to $1.5 million for small businesses that suffered disaster-related cash flow problems. Loans up to $500,000 may be available to farmers and other agriculture operators to cover property loss. Individuals who think they might be eligible for loan assistance under this program can begin applying immediately by calling 1-800-621-FEMA (3362) or registering online atwww.disasterassistance.gov.

  5. Mayor Janice S. Mironov to Present State of the Township Address at Mercer Regional Chamber of Commerce Luncheon, Tuesday, May 4 at the Holiday Inn in East Windsor, located at 399 Monmouth Street. Mayor Mironov’s annual State of the Township Address will include a report on accomplishments in 2009 as well as the Township’s goals for this year. Networking begins at 11:30 AM, followed by lunch at noon. The program begins promptly at 1 PM. All members of the business community are invited to attend. The cost of this luncheon is $35 per member paying in advance, $40 at the door. The future member rate is $55.   6. East Windsor Promotes Memorial Tree Program for Arbor Day on Friday, April 30 by planting a tree under the Township Memorial Tree Grove Program. This Memorial Tree Program offers Township residents a unique opportunity to provide a living memorial to a deceased relative or friend or in remembrance or commemoration of a special person, group or event. The Township Memorial Tree Grove is located on the grounds of the East Windsor Municipal Building along Lanning Boulevard. Trees may be ordered through the Township Public Works Department at a cost of $250 per tree which includes a granite marker with the name of the deceased person or event to be remembered and tree planting. Brochures describing the program, including an order form, are available at the Township Municipal Building or by calling 443-4000, ext. 237.

  7. East Windsor Township Environmental Commission Promotes Arbor Day with Free Distribution of White Pine Seedlings on Saturday, May 1 at 10:00 AM to 12:00 PM or until supplies run out. The seedlings will be available on a first-come first-served basis at the East Windsor Police Athletic Fields on Airport Road. White pines are a hardy, adaptable species of evergreen tree that can grow 50 to 80 feet tall. They are suitable as buffers or windscreens when planted in groups, as well as individual specimen plantings.

  8. Mercer County Improvement Authority Holds Electronics Disposal Day on Saturday, May 8 from 9 AM to 2 PM, rain or shine, at the Sovereign Bank Arena – Lot 1, at 80 Hamilton Avenue, Trenton at the intersection of Hamilton Avenue and Route 129. This event is for household electronics waste only. Residents will be able to dispose of camera equipment, central processing units, circuit boards, copiers, electric wire, fax machines, keyboards, laptops & peripherals, microwave ovens, mouse, networking equipment, phones, printers, scanners, stereo equipment, televisions, and VCRs.   10. Cranbury Station Road Re-opens to Traffic. Mercer County has completed bridge reconstruction and associated road repaving begun in the fall of 2009. Cranbury Station Road connects to Wyckoffs Mill Road in East Windsor and crosses over the Millstone River into Cranbury Townships in the northeastern section of the Township. A portion of the Township owned Cranbury Station Road, from Tennyson Road to the newly widened County bridge, was reconstructed as part of this County project.

  1. New Thai Restaurant, Tom Yum Goong II, Opens in the East Windsor Village Shopping Center adjacent to Radio Shack near the Target. Owner Somm Bolsue was the owner of Tom Yum Goong I restaurant on Nassau Street in Princeton. The 3,100 square foot restaurant serves authentic Thai cuisine, can seat 68 persons, and is open seven days a week for lunch and dinner.

  2. Cold Stone Creamery Has Reopened Under New Ownership in the East Windsor Village Shopping Center. The local ice cream franchise continues to offer the Cold Stone Creamery brand of unique ice cream creations with mix-ins, as well as smoothies, cakes and shakes.

  3. The Lanning Boulevard Extension Which Connects Lanning Boulevard and Route 130 Will be Closed to Through Traffic for Approximately Two Weeks in May. Concrete barriers will be installed at the end of Lanning Boulevard Extension and at various locations within the site to prevent public access. The temporary road closure is to slightly reconfigure the intersection design to improve traffic flow.

  4. Business Card Exchange to Be Held on Thursday, June 10 at the Silver Decoy Winery from 5:30 PM to 7:30 PM. This event is being sponsored by the East Windsor Economic Development Committee. Silver Decoy is located at 610 Windsor Perrineville Road. The event is open to everyone to network and enjoy a sampling of wine and food from East Windsor restaurants. Registration is $10 per person at the door.

  5. East Windsor Township Receives Clean Communities Grant of $39,226.61 from the New Jersey Department of Environmental Protection. These funds are generated by user fees on the sale of litter-generating products. The grant is used toward public works clean-up costs and equipment, community programs and public education.

  6. East Windsor Township Police Department Receives $1,769 Grant from the 2009 State Body Armor Replacement Fund Program. This valuable program provides grant funds to law enforcement agencies to support the purchase of body armor vests for police officers in compliance with the State’s five-year replacement policy.

  7. Elementary School Winners of the Township Earth Day Recycling Poster Contest Recognized by Mayor Janice Mironov at the April 20 Council meeting. The poster contest theme was to promote the 4R’s of the Township Recycling Program: “Recycle, Reuse, Reduce, Rebuy.” Winners received Mayoral Certificates of Recognition and gift certificates to Barnes and Noble, donated by corporate sponsor Shiseido America. Congratulations to all the participating students and to the first place winners: Grade K-2 – Aayush Gupta (Walter C. Black School); Ishika Rai (Perry L. Drew School); Kael McCarthy (Ethel McKnight School) and Anjali Rabindran (Grace N. Rogers School) andGrade 3-5 – Kevin Sun (Walter C. Black School); Byron Ruf (Perry L. Drew School); Mia Kennedy (Ethel McKnight School) and Angelina Caruso (Grace N. Rogers School). Mayor Mironov also proclaimed April 22 as Earth Day and presented a Mayoral Proclamation to the students of the elementary school with the most participation in the Recycling Poster Contest, the Grace N. Rogers School.

  1. Newly Reconstructed PNC Bank Opens in Windsor-Hights Shopping Center on Route 130 South. The new 3,710 square foot branch, which is over twice the size of the former 1,700 square foot bank, is a LEED©-certified “green” facility with an energy efficient design. The new bank facility will provide the full range of financial services including convenient ATM access and Sunday hours. In conjunction with this new East Windsor branch opening, the branch located at 18 Princeton-Hightstown Road has permanently closed with the transfer of all accounts to the new branch.

  2. Twin Rivers Drive North Roadway Improvements Will Begin on or about June 1 from Probasco Road to Hebron Drive. All work is expected to be completed by early July, weather permitting. Initial construction will consist of repairs to curbs, driveway aprons and handicap ramps. Thereafter, on or about June 21 following the summer school recess, the entire road will be milled and resurfaced. The project is funded by a $316,000 grant successfully obtained by Mayor Janice S. Mironov and Council Members from the New Jersey Department of Transportation. The Township and the contractor, S. Brothers, Inc., will make every effort to limit disturbance and inconvenience resulting from the work. The road will remain open, but there will be temporary detours where only one-way traffic is permitted during working hours. No parking will be allowed on either side of the road during working hours for the resurfacing portion of the project.

  3. Cedarville Road Improvements Advance by Council Award of Engineering Contract for preparation of detailed design plans and specifications for the complete reconstruction of Cedarville Road, for the entire length from Etra Road to Windsor Perrineville Road. The roadway has deteriorated significantly in recent years with increased use and severe weather conditions.

  4. Arbor Day Foundation Names East Windsor Tree City USA® Community for 2009 for its commitment to urban forestry. East Windsor, for the tenth year, has earned this national designation by meeting the four standards set by the Arbor Day Foundation: having a tree board or department, a tree-care ordinance, a comprehensive community forestry program, and an Arbor Day observance. The program is sponsored by the Arbor Day Foundation in cooperation with the National Association of State Foresters and the USDA Forest Service.

  5. Emergency Medical Services Week Proclaimed and EMT’s of the Year, Elizabeth Creed and Dan Burak, Recognized. Mayor Janice S. Mironov acknowledged and praised by Proclamations all Township emergency medical services volunteers of East Windsor Rescue Squad, District 1 and District 2 for their exemplary service, and recognized East Windsor Rescue Squad, District I “EMT of the Year”Elizabeth Creed and East Windsor Rescue Squad, District II “EMT of the Year” Dan Burak. Elizabeth Creed, who joined Rescue Squad, District I in 1998, soon earned her Emergency Medical Technician certification, as well as certifications in Incident Command Systems, hazardous materials operations, advanced vehicle rescue, incident safety officer and CPR instructor. She has held multiple positions including Deputy Chief. Dan Burak joined Rescue Squad, District II in November 2008, and has developed a valuable preventative maintenance and upkeep program for all emergency vehicles. In 2009, he was appointed Vehicle Engineer, and more recently assumed the positions of Captain and First Responder in January 2010.

  6. The Lanning Boulevard Linkage Road Which Connects Lanning Boulevard and Route 130 Remains Closed to Traffic and Is Expected to Re-Open on or about Friday, May 28. Barriers have been installed at the end of the linkage road and at various locations within the site to prevent public access.   1. East Windsor Independence Day Celebration Will Be Held On Friday, July 2 (rain date Saturday, July 3) at Etra Lake Park. Free entertainment begins at 6 pm with the Jerry Rife’s Rhythm Kings Dixieland Jazz Band, a 6 piece band from the Delaware Valley area best known for its traditional jazz sound, followed at 7:30 p.m. by theTrenton Brass Quintet Plus One, a 6 piece ensemble from Central Jersey performing “Americana” and a variety of popular melodies. The spectacular Fireworks Display will commence immediately following the musical presentations, at approximately 9:30 pm. Bring your blankets and chairs, and use the barbecue grills for a night of free fun at beautiful Etra Lake Park. There also will be vendors present selling refreshments. This free event is made possible through the generous contributions of many area businesses.

  2. Mark Your Calendars for Township Free Summer Events at Etra Lake Park. Neil and the Diamonds will be in concert on Sunday, July 18 (rain date Sunday, July 25) at 6 pm. This Neil Diamond Tribute band will perform Neil Diamond favorites like favorites likeSweet Caroline, Cracklin Rosie, Song Sung Blue and many more. The first of two Family Movie Night in the Park will be held on Saturday, July 31 at 7 pm with an amazing magic show, games, inflatable rides and food vendors. A large screen showing of “Willie Wonka and the Chocolate Factory” will begin at approximately 8:30 pm. Desire will be in concert on Sunday, August 15 (rain date Sunday, August 22) at 6 pm. “Desire” specializes in the oldies from the 50’s and 60’s and has performed with many major acts such as The Duprees, The Platters, The Coasters, The Drifters, The Dubs, Arlene Smith of the Chantels, The Capri’s, Johnny Maestro & the Brooklyn Bridge, The Earls and many others. The second Family Movie Night in the Park will be held on Saturday, August 21 at 7 pm beginning with the performance by a local band “100% Cotton”, a rock band that blends a variety of styles and genres with some improvisation and jamming. A large screen showing of “Shrek” will begin at approximately 8:30 pm. Generous contributions from many community businesses make this free summer entertainment possible.

  3. Sabrina Pizza Opens in the Windsor Hights Shopping Centerlocated at the intersection of Route 130 southbound and Princeton Hightstown Road, in the same location as the former Dante’s Pizza. Maurizio Capuano, the new owner, named the establishment after his daughter.

  4. New Jersey Department of Transportation Is Performing Work on Route 130 from just north of Gordon Road in Robbinsville to just north of Maple Stream Road in East Windsor. According to the NJDOT, the work includes roadway repair, curb, driveways, milling and resurfacing, and will continue until early October. The contractor, Trap Rock Industries, will be working at night from 7 p.m. to 6:30 a.m. Monday through Friday.

  5. 2010 Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer Presented to Isabel Sefton by Mayor Janice S. Mironov and Council Members. Isabel Sefton, a 90 year old resident of Meadow Lakes, has worked tirelessly on behalf of the residents of their health care unit. Isabel initiated a program called “push overs”, which pairs volunteers with patients confined to wheel chairs, escorting them to the auditorium where they can enjoy the entertainment. Isabel also started the “Bijou Theater”, which uses talents and interesting life stories of residents, entertaining the men and women of the heath care section. The Sylvia Weiss Senior Citizen Award is presented annually to a senior citizen who has exhibited outstanding service through volunteerism to the community by way of schools, religious institutions, service organizations or directly to the public. Sylvia Weiss is a former East Windsor Township Council Member, past Council senior citizen advisor and chairperson of the Commission on Aging and was instrumental in the original formation of the senior citizen program.

  6. Mercer County Household Chemical and Electronics Waste Disposal Day Will Be Held on Saturday, June 26, from 8 am to 2 pm at the John T. Dempster Fire School, located on Bakers Basin/Lawrence Station Road in Lawrence Township. In addition to the list of chemical waste items, residents also can bring used electronics for disposal.   7. Deadline for Applications for “The Property Tax Freeze” for Seniors Extended from June 1 to August 2, 2010. Homeowners who were 65 or older or 100% disabled in 2008 and received Federal Social Security benefits may be eligible for this program that establishes a base year for your property taxes and reimburses you for any increase in the future tax years. To qualify, a senior must live in New Jersey continuously for at least 10 years, owned or lived in his/her home or mobile home for at least the last 3 years, paid the full amount of property taxes or site fees due for the base year and each succeeding year for which the reimbursement is claimed, and your gross income for 2008 was $70,000 or less and for 2009 was $80,000 or less.   1. East Windsor Independence Day Celebration Will Be Held On Friday, July 2 (rain date Saturday, July 3) at Etra Lake Park. Free entertainment begins at 6 pm with the Jerry Rife’s Rhythm Kings Dixieland Jazz Band, a 6 piece band from the Delaware Valley area best known for its traditional jazz sound, followed at 7:30 p.m. by theTrenton Brass Quintet Plus One, a 6 piece ensemble from Central Jersey performing “Americana” and a variety of popular melodies. The spectacular Fireworks Display will commence immediately following the musical presentations, at approximately 9:30 pm.   3. New Contractor, George Dapper, Inc. of Trenton, Will OperateTownship Princeton Junction Shuttle Bus Beginning Thursday, July 1. Based on their lower public bid, George Dapper replaces A-1 Limousine of Princeton. The contract is bid yearly, and this is the third year in a row that a company has underbid the current operator resulting in lower operating costs for the Township. East Windsor’s Shuttle Bus program to and from the Princeton Junction train station, as well as the Township Community Bus program, is underwritten by annual grants from the Federal Transportation Administration and N.J. Transit in the amount of $150,000. The shuttle provides three morning runs to the Princeton Junction train station and two evening runs. The cost per ride is $1. A 20% discount is available for purchase of forty rides at a cost of $32, which can be purchased on the bus or by mail at the East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, New Jersey 08520.   4. East Windsor Is Participating in Project Porchlight, Distributing Compact Fluorescent Light Bulbs at the July 2 Township Independence Day Celebration Starting at 6 pm, at No Cost. The compact fluorescent light bulbs, which are for use in outside security lighting, use less electricity. Project Porchlight, funded by the NJ Board of Public Utilities Clean Energy Program, is an energy-efficiency campaign run by One Change, a non-profit organization that advocates community engagement and environmental sustainability. Compact fluorescent light bulbs can also be obtained at the East Windsor Municipal Clerk’s office from July 6 through 30, from 8:30 am to 4:30 pm, Monday through Friday. Limit one bulb per residence.

  5. Medwell Internal Medicine Opens in the WaWa Shopping Centeron Hickory Corner Road, just west of Route 130. Dr. Indira Madapati, an Internist, opened this new 1,125 square foot office which includes office space, waiting room, reception office and three exam rooms.

East Windsor Township Rescue Squad, District I Awarded $22,990 Federal Grant by the United States Department of Homeland Security, Office of Domestic Preparedness/FEMA, under the FY2009 Assistance to Firefighters Grant program. The grant will be used for the purchase of equipment for the rescue squad’s volunteer emergency medical technicians. Specifically, the funds will be used to buy new stretchers for Township ambulances and for notebook computers. New stretchers will replace existing stretchers that are near the end of their useful life and notebook computers which will assist the Rescue Squad in the transition to digital patient charts and records.

  5. East Windsor Township Volunteer Fire Company No. 1 Awarded $50,160 Federal Grant by the United States Department of Homeland Security, Office of Domestic Preparedness/FEMA, under the FY2009 Assistance to Firefighters Grant program. The grant funds will be used to purchase protective safety gear for use by the volunteer firefighters when responding to and entering a site.

  6. Twin Rivers Drive North Roadway Improvements from Probasco Road to Hebron Drive Will Be Complete by End of Next Week, followed by final items including striping, seeding and basin cleaning along the roadway, all weather permitting. The project consisted of milling and resurfacing of the entire roadway, as well as repairs to curbs, driveway aprons and handicap ramps. The project was funded by a $316,000 grant successfully obtained by Mayor Janice S. Mironov and Council Members from the New Jersey Department of Transportation. The Township and the contractor, S. Brothers, Inc., have made every effort to limit disturbance and inconvenience resulting from the work.

  2. Cedarville Road Closed to Replace Two Mercer County Culvert Drainage Structures. Mercer County began work this week to replace a pipe culvert located approximately 500 feet north of Windsor-Perrineville Road, which County estimates will be completed by the end of August, weather permitting. Following the completion of this project, the County will begin work on a large box culvert located approximately 1800 feet north of Windsor-Perrineville Road. The work on the second culvert should be completed in mid-October, weather permitting. A detour route from Windsor-Perrineville Road to Old York Road to Etra Road will be in effect until both projects are complete. Mercer County is coordinating with East Windsor Township to ensure that any needed emergency response is provided to local residents. In early fall, East Windsor will commence improvements, including the resurfacing of the entire length of Cedarville Road from Etra Road to Windsor Perrineville Road.

  4. East Windsor Municipal Alliance For the Prevention of Substance Abuse Awarded $22,078 State Grant through the Governor’s Council for the Prevention of Drug and Alcoholism Abuse. The Alliance is dedicated to increasing the level of community awareness and the prevention of problems related to drug, alcohol and tobacco abuse drugs through education and the encouragement and development of safe, healthy and responsible lifestyles for all residents. Groups or organizations with programs geared to drug or alcohol education and/or prevention can submit a proposal to be considered for funding to the East Windsor Municipal Alliance for the Prevention of Substance Abuse. Any submission will be evaluated within the priorities and risk factors established by the East Windsor Alliance and should be directed to Mayor Janice Mironov, East Windsor Municipal Building, 16 Lanning Blvd, by August 18.

  5. East Windsor Township Awarded $4,400 DWI Enforcement Grantfrom the New Jersey Division of Highway Traffic Safety for enforcement efforts to deter motorists from driving while under the influence. East Windsor is receiving the grant for participation in the Division’s statewide campaign, “Over the Limit Under Arrest 2010 Year Statewide Crackdown.” The campaign, which is aimed at improving public safety by encouraging responsible driving during the summer months, runs from August 20, 2010 through September 6, 2010. The grant monies will be used for police officers assigned to patrol activities directed at the detection and apprehension of impaired drivers.

  6. SAVE THE DATE: East Windsor Economic Development Committee Hosts 3rd Annual Charity Golf Outing on Monday, October 4, 2010 at Peddie Golf Course. Registration and lunch begin at 11 am, followed by a shotgun start at 12 noon. The event will include lunch, beverages and snacks on the course, a cocktail hour, dinner and prizes. Proceeds from the event will be used for charitable and community development purposes, including the East Windsor YMCA Fund to construct a new community center in the Township. To qualify, a senior must live in New Jersey continuously for at least 10 years, owned or lived in his/her home or mobile home for at least the last 3 years, paid the full amount of property taxes or site fees due for the base year and each succeeding year for which the reimbursement is claimed, and had a gross income for 2008 of $70,000 or less and for 2009 of $80,000 or less. The State Budget limits reimbursement payments to the amount the applicant received last year. Due to State Budget constraints, the State is not providing eligibility for new applicants to receive a check in 2010; however, everyone who meets the age and income requirements is encouraged to file an application to establish the base year for property tax calculations. If reimbursements are fully funded in future State Budgets, filing at this time could result in a higher reimbursement payment.   4. Nominations for the 2010 Township Business Awards Programare being solicited through September 10. The purpose of the program is to recognize local businesses that make special efforts to improve or contribute to the community. The three categories of Township award recognition are: (1) Business Beautification - creating an attractive appearance, for example, through landscaping, flowers, and other enhancements to the physical appearance of their structures and site; (2) Community Service - community contributions and service; and (3) Community Enhancement - providing some manner of community enhancement, for example, through extraordinary job creation, an unusual or special product or opportunity or any community value added aspect related to their business. Nomination forms are available at the Municipal Building and at the Hickory Corner and Twin Rivers branch public libraries. A Selection Committee will select the business awardees. Awards will be presented to the winning businesses by Mayor Janice Mironov and Council Members at a Township Council meeting in the fall.

  5. East Windsor Will Participate in “Operation Medicine Cabinet 2010”on Saturday, September 25 from 10 am to 2 pm. “Operation Medicine Cabinet 2010” is a program sponsored by the New Jersey office of the U.S. Drug Enforcement Administration (DEA) offering residents the opportunity to dispose of all unused, unwanted and expired prescription medications in a safe manner. The Township will have a drop box in the lobby of the police building, located at 80 One Mile Road, for the collection of these various medicines. Collected medications will be turned over to the DEA on the next business day for final disposal. “Operation Medicine Cabinet” provides a secure and legal means to dispose of these prescription medications in an environmentally responsible manner and reduces possible youth access to these stored or discarded drugs.

  1. Sprint Opens Local Store in Windsor Hights Shopping Centerlocated at the corner of Route 130 and 571 south. Sprint, a cellular mobile telephone provider, this week, moved into a 1766 square foot space between Fitness Zone and Best Cuts Hair Salon.

  2. East Windsor and Mercer County Will Resurface Portions of One Mile Road and Repair Intersection. The Township will participate in a cooperative roadway improvement program with Mercer County, whereby the County provides the labor and equipment, and East Windsor pays for the materials. This partnership results in a substantial cost savings to the Township of about $35,000, a 60 percent savings of the cost to perform this work if bid and done privately. The project will include the resurfacing of One Mile Road from the intersection with Old Trenton Road south for approximately ¼ mile and the repair of the intersection of One Mile Road and Old Trenton Road. Construction is expected to begin on or about September 13 and will be completed in one week, weather permitting. During work in the intersection, there will be temporary road closures between 9 am and 3 pm. Traffic will be permitted to turn from One Mile Road onto Old Trenton Road but will not be permitted to enter One Mile Road from Old Trenton Road. There will be alternating traffic on One Mile Road for the remainder of the project. Emergency vehicles and school buses will have full access to the roadway at all times.

  3. East Windsor Will Participate in “Operation Medicine Cabinet 2010”on Saturday, September 25 from 10 am to 2 pm. “Operation Medicine Cabinet 2010” is a program sponsored by the New Jersey Office of the U.S. Drug Enforcement Administration (DEA) offering residents the opportunity to dispose of all unused, unwanted and expired prescription medications in a safe manner. The Township will have a drop box in the lobby of the police building, located at 80 One Mile Road, for the collection of these medicines. Collected medications will be turned over to the DEA on the next business day for final disposal. “Operation Medicine Cabinet” provides a secure and legal means to dispose of these prescription medications in an environmentally responsible manner and reduces possible youth access to these stored or discarded drugs.

  4. Township and Mercer County Will Hold Special Passport Day on Wednesday, September 29 from 11 am to 3 pm at the East Windsor Township Senior Center, located at 40 Lanning Boulevard. Mayor Janice S. Mironov and Mercer County Clerk Paula Sollami Covello are sponsoring this special Passport Day, at which the Mercer County Clerk’s Office will process United States Passport applications locally for residents. Walk-ins are welcome; however residents are encouraged to call 609-989-6465 to reserve a specific time. To apply, residents will need: (1) proof of US citizenship in the form of a state certified birth certificate; a U.S. naturalization certificate or a previous U.S. passport, and (2) proof of identity in the form of a current driver’s license or state issued identification card. The cost of the passport is $110 for adults and $80 for minors, plus a processing fee of $25. A separate check is required for each passport application. Passport photos will be available for $15, or $10 for senior citizens and minors under 16. Only checks or money orders will be accepted; no cash or credit cards. Residents can dispose of aerosol cans, used motor oil, propane gas tanks, pesticides, herbicides, car batteries, paint thinner, oil based paint, gasoline, anti-freeze, driveway sealer, insect repellents, and fluorescent and compact fluorescent bulbs.   7. Mayor and Council Invite High School Students to Serve as Members of Township Boards and Committees. Mayor Janice Mironov and Council Members have established a program of Student Members on Township advisory boards and commissions. These boards and commissions include: Commission on Aging; Clean Communities Committee; Economic Development Committee; Environmental Commission; Health Advisory Committee; and Recreation Commission, along with the East Windsor Municipal Alliance for the Prevention of Substance Abuse. Generally, these bodies meet on a monthly basis. The Township Mayor and Council believe that student participation can inject a fresh outlook into the governmental process and stimulate younger citizens to have a greater interest in and understanding of the role of local government. High school students who wish to be considered should submit a letter indicating their area of interest, reasons for wanting to serve, and related background information to Mayor Janice S.   1. East Windsor Begins Reconstruction of Cedarville Road from Etra Road to Windsor-Perrineville Road which Will Remain Closed to Through Traffic Until All Road Work and the County Culvert are Completed; vehicles will need to use alternate routes. Reconstruction of the entire one and one-quarter mile length of Cedarville Road consists of full depth paving with a 5 inch new base and 2 inches of surface course as well as grading and drainage enhancements. Upon roadway work completion, new center lines and shoulder lines will be applied. The signed detour route for through traffic is Windsor-Perrineville Road to Old York Road to Etra Road. Local roadway residents, emergency vehicles and school buses will have access at all times. In anticipation of this roadway project, Mercer County recently completed work on a small County culvert at the south end of Cedarville Road. The County began work to replace a second and larger County culvert further north on Cedarville Road. Work on the roadway reconstruction will be done simultaneously with the culvert replacement. All work is expected to be completed by late November, weather permitting.

  2. East Windsor Completes New “Turnpike Park” Pathway. “Turnpike Park” Pathway was constructed with materials purchased with two New Jersey Department of Environmental Protection Recreational Trails grants obtained by Mayor Mironov and Members of Council totaling $38,865.00, along with recycled materials from Township road resurfacing projects. The six foot wide pathway begins at the entrance to “Turnpike Park,” an 80 acre Township-owned open space property located off of Old York Road just west of the New Jersey Turnpike and overpass bridge, and meanders through the heavily wooded property, connecting to a Township constructed trail in neighboring Woods Road Community Park. The project includes signage, benches, a bicycle rack and a small crushed stone parking area near the entrance. Along the trail, users will be able to view various forms of native wildlife, and the open space area is an ideal location for bird watchers. It is also a great area for viewing fall foliage. To maintain the natural environment of the pathway, no motorized vehicles are permitted to use the trail.

  3. East Windsor Holds Clinics to Provide Free Flu Shots to Township Residents Over Age 60 on Wednesday, October 6 and Wednesday, October 13, from 9:00 am to 3:00 pm at the East Windsor Township Senior Center, located at 40 Lanning Boulevard. The pneumonia vaccine also is being offered free for Township residents over 65. The vaccinations are by appointment only. To schedule an appointment, call the Township Health Department at 443-4000 ext. 222. Anyone in need of transportation can call the Senior Center at 371-7192.

  4. East Windsor Awards Grant Funded Contract for Joint East Windsor / Hightstown “Route 33 Corridor Revitalization / Redevelopment Plan” to planning consultant Heyer, Gruel & Associates of Red Bank, New Jersey. This project, funded by a $100,000 Delaware Valley Regional Planning Commission (DVRPC) Transportation and Community Development Initiative grant, will focus on the Route 33 corridor (also known as Mercer Street) from Route 130 to Summit Street, including the 37-acre parcel known as the “former Minute Maid Property” and the Airport Road/Route 33 intersection. The Township, as initiator and lead agency, had submitted a joint application with Hightstown Borough for the DVRPC competitive grant in November 2009. Previously, East Windsor Township and Hightstown Borough had formed a subcommittee consisting of elected officials and members of the respective planning boards and economic development committees of the two towns which has been meeting and reviewing the land use of the “former Minute Maid Property”, which is approximately 37 acres (21 acres in East Windsor and 16 acres and the former plant in Hightstown) at their Route 33 border. The grant will allow the two towns to work with the planning firm to identify desirable uses, architectural, building, landscaping and signage standards and evaluate infrastructure and roadway improvement needs including the intersection of Route 33 and Airport Road.

  7. Last Day to Register to Vote in the November 2 General Election is Tuesday, October 12. Registration forms can be obtained by visiting or calling the Municipal Building, Monday through Friday from 8:30 am to 4:30 pm, or at the public libraries, or on-line at

    The deadline to apply for a “Mail-In” ballot in order to vote by mail is October 26. “Mail-In” ballot applications are available from the Municipal Building or on-line at:

    Application for a “Mail-In” ballot may be made in person at the Mercer County Clerk’s Office until 3 pm on Monday, November 1. All mail ballots must be received by the County by the end of Election Day. As a result of a recent change in State law, no reason is required to vote by “Mail-In” ballot.   1. Tree Settlement Restores to East Windsor the Entire $4.9 Million Owed to Replace Trees destroyed by the New Jersey Turnpike Widening Project. Mayor Janice Mironov had joined with the Mayors of Robbinsville and Hamilton in a legal action against the State to recover monies due to their towns under the State’s “No Net Loss Reforestation Act” that had been diverted for the State budget. Under the agreement, the three towns will receive a total of $3 million this year, of which East Windsor will receive $1,316,442. The agreement further requires NJDEP to appropriate $4,176, 300 in each of the next two years for the three towns. Of this total, East Windsor will receive $1,832,619 in each year, to replant almost 17,000 destroyed trees. The “No Net Loss Reforestation Act” requires that trees removed on a half-acre or more of state land must be replaced, either on-site, five miles away or elsewhere within the affected municipality. The widening project results in destruction of 443 acres of trees. More than half of the trees are located in East Windsor and Robbinsville. East Windsor, along with the other towns affected by the widening project, was promised funding to replace the trees.

  2. East Windsor Receives $24,500 Grant for “Disbrow Hill Trail” to provide a bike and walking path on 57 acres of Township open space across from Etra Lake Park. Mayor Mironov and Council Members successfully obtained the funds under the NJ Department of Environmental Protection-administered Federal Recreational Trails Program. The proposed new recreational trail, which will be approximately 8 feet wide, will begin at the entrance of Etra Lake Park with construction of a crosswalk, providing linkage to two existing Etra Lake Park trails, a two mile perimeter trail and a pathway to Twin Rivers. A portion of the 57 acre open space property is currently being developed using grants for a new playing fields facility consisting of softball fields and soccer/lacrosse fields. The new pathway winds through the Disbrow Hill playing fields, connecting to a 120 acre Township -owned open space parcel along the southern border. Grant funds will be used to purchase the trail surface material, signage and benches. Construction of the new trail is expected to commence in mid-2011.

  3. Hot Peppers Indian Cuisine Has Opened in the Windsor Crossing Shopping Center, next to Villa Roma Restaurant. Hot Peppers is a 1,940 square foot restaurant which provides take-out and a small seating area.

  4. Free Rabies Clinics open to all dog and cat owners will be held by East Windsor Township on Saturday, November 6 from 1 pm to 3 pm at East Windsor Township Volunteer Fire Company No. 1 at 51 One Mile Road and on Saturday, November 13 from 1 pm to 3 pm at East Windsor Volunteer Fire Company No. 2 at 69 Twin Rivers Drive. Owners will be required to show a certificate of previous rabies vaccination; otherwise vaccinations of only one year duration will be provided. For safety, all animals must be properly restrained by leash or carrier. East Windsor Receives $9,170 in Grants for Body Armor this year from the United States Department of Justice under the Bureau of Justice Assistance 2010 Bulletproof Vest Partnership and from the New Jersey Division of Criminal Justice under the 2009 and 2010 State Body Armor Replacement Fund Program. The funds received from the “Body Armor Replacement Fund” are used to supplement Township expenditures for the periodic replacement of body armor worn by Township Police Officers. The State Body Armor Replacement Fund is funded through a $1 surcharge on each fine, penalty or forfeiture imposed and collected by a judge for any violation of motor vehicle laws in the State of New Jersey.

  7.   8. Getty Gas Station Has Re-Opened on the corner of Princeton-Hightstown Road and Old Trenton Road. The gas station which is under new ownership, also offers full service car repair and a mini-mart.

  9. Volunteer Firefighters of the Year Recognized during Fire Prevention Week. Mayor Janice Mironov recognized Volunteer Firefighters of the Year, Joshua Matorin of East Windsor Volunteer Fire Company No. 1, and Marcin Cymek and Michael Trivisonno, Jr., of East Windsor Volunteer Fire Company No. 2. Joshua Matorin, a member of Fire Company No. 1 since June 2005, has held various positions including Lieutenant, Trustee and Recording Secretary and is recognized for his high participation in fire calls, drills, events, and administrative duties. Marcin Cymek, has been a volunteer firefighter since 1998, currently serves as Engineer and has responded to over 1,100 calls in which he gained a reputation for showing excellent leadership skills. Michael Trivisonno, Jr., a volunteer firefighter since 1997 who currently serves as Engineer has actively responded to over 1,200 calls, accumulated an outstanding attendance record at training drills and firefighter higher education courses and has guided new firefighter recruits through the orientation process.

  10. Suggestion Box Contest Open to Middle School Students in Grades 6, 7 and 8, is sponsored by the Mayor and Council in conjunction with the Township Clean Communities Committee. The Suggestion Box topic is: “Select a Hazardous Material which Should Not Be Placed in the Regular Trash Disposal, Explain Why and How to Properly Dispose Of the Item.” Written entries must be between 75 and 150 words, and left by Wednesday, October 27 at the Kreps School Administrative Office or the East Windsor Municipal Building, Mayor’s Office. The back of each written idea should indicate the student’s name, address, phone number, school and grade level. First, second and third place winners will receive gift certificates from Barnes and Noble of $75, $50 and $25, respectively. The prizes have been donated by Shiseido America. Winners will be notified and awards made by Mayor Janice Mironov at the November 15 Council meeting at 8 pm.

  1. Mercer County To Begin Bridge Replacement Work on Feldsher Road Week of November 8 Closing Road to Through Traffic. Mercer County projects all work to be completed in 30 working days, weather permitting. Construction of the replacement County bridge is necessary to secure the integrity of the structure and provide for a safer travel surface for vehicles. The signed detour route for through traffic is Windsor-Perrineville Road to Cedarville Road to Etra Road. The road will remain open at both ends to enable access for local roadway residents and emergency vehicles. Mercer County will make every effort to minimize disruptions to residents. Note that Cedarville Road is again fully open to through traffic, after East Windsor completed resurfacing the entire roadway and Mercer County completed replacement of two County culverts.

  2. East Windsor Receives $60,789 in Grants for Energy Efficient Improvements to Municipal Buildings. The Township has been awarded a $20,000 grant from the Energy Efficiency and Conservation Block Grant (EECBG) Program and $40,789 in funding under the New Jersey Office of Clean Energy Direct Install Program for energy efficient improvements to the municipal building and police building. Under the NJ Direct Install Program, a free energy audit of these buildings was conducted by TRC Energy Services. The audits identified $67,982 in energy savings improvements, specifically installation of occupancy sensors, CFL lamps, exit signs and some small fans and pumps. The total costs for the improvements to the two public building are $67,982, leaving the Township with a direct cost of only $7,193, after the funding and the grant. Upon completion of these improvements, East Windsor will experience an annual energy savings of $18,070 for the two buildings. Recently, East Windsor also completed energy efficient upgrades to the lighting at the municipal buildings as a result of a free energy audit by PSE&G. PSE&G provided funding for 80% of the cost to upgrade the lighting in the municipal building, police station, senior center and public works garage to new energy-efficient bulbs and ballasts. Thus the Township share of the lighting upgrade costs of $22,990, will be recouped in less than one year through the resulting estimated annual energy savings of $32,810.

  3. Nicolina Ristorante Has Opened in the East Windsor Towne Center Shopping Center on Route 130 south, just north of Princeton Hightstown Road (Route 571). Nicolina, an Italian restaurant and pizzeria, opened in the 4200 square foot space previously occupied by Atlanta Bread Company.

Volunteers can apply to serve on the Clean Communities Advisory Committee, Commission on Aging, East Windsor Municipal Utilities Authority, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment and the East Windsor Municipal Alliance for the Prevention of Substance Abuse.   7. Deadline to File “Homestead Benefit” Applications Extended to January 3, 2011 from November 1. Homeowners who meet the eligibility requirements and file timely applications will receive a partial credit against their property tax bill for the second quarter of 2011 for property taxes paid in 2009. To qualify, a resident must have owned a home that was their principal residence on October 1, 2009, and paid property taxes on that home, provided their 2009 New Jersey gross income was $75,000 or less, or if they are senior or disabled homeowners and their 2009 New Jersey gross income was $150,000 or less. For additional information or assistance, call the NJ Division of Taxation Homestead Benefit Hotline at 1-888-238-1233 from 8:30 am to 4:30 pm, Monday through Friday. Note: The Homestead Benefit Program is different from the Senior Freeze Program. A comparison of the eligibility requirements for these two programs can be found on the Division’s website at: www.state.nj.us/treasury/taxation/. Applications for Senior Freeze Program were due by Nov. 1.

New Jersey Mandates Recycling of Desktop Computers, Laptops, Computer Monitors and Televisions Effective January 1, 2011, and therefore, these items can no longer be disposed of in the regular trash collection. Since the Township is required to comply with this new State law, Township residents need to cooperate and refrain from placing these items at curbside. The equipment accepted are any desktop or laptop computers, monitors, printers, scanners, hard drives (external or internal), keyboards, mice, speakers, cords and cables, ink and toner cartridges and software. Note that individuals are responsible for removing data from hard drives and other storage media. East Windsor and Mercer County hold some special events during the year to dispose of electronic devices including desktop computers, laptops and computer monitors or televisions. Residents can keep advised of these event dates by signing up for the East Windsor Township E-News at the Township website www.east-windsor.nj.us. Alternatively, residents can regularly check the Township website or the Mercer County Improvement Authority website at www.mcia-nj.com for information.

  2. East Windsor Participates in Womanspace “Communities of Lights” on December 13Communities of Lights is an event to raise funds for domestic violence victim service provider Womanspace and public awareness about the important subject of domestic violence and available victim resources. Mayor Mironov and local elected officials as well as Chief of Police William Spain will be gathering onMonday, December 13 at 5 PM to light up the East Windsor Municipal Building, followed by refreshments. Citizens can participate by purchasing candles and joining Township officials at the Municipal Building on December 13. Luminary kits, containing 6 candles, can be purchased for $10 each, at the following local businesses: PNC Banklocated in the Windsor Heights Shopping Center at the corner of Route 130 and Princeton-Hightstown Road, Gold’s Gym located in the Windsor Crossing Shopping Center off of Route 130 North, andThe Bank located at the corner of Princeton-Hightstown Road and Old Trenton Road. All proceeds will go directly to Womanspace, the primary Mercer County organization providing a comprehensive array of services to individuals affected by domestic violence and to improving the quality of life of abuse victims and their families.   3. East Windsor Seeks Volunteers for Township Boards and Commissions, including the Clean Communities Advisory Committee, Commission on Aging, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment, Municipal Utilities Authority, as well as the East Windsor Municipal Alliance for the Prevention of Substance Abuse. The Mayor and Council make appointments at the January reorganization meeting, as well as throughout the year as opportunities occur.   4. East Windsor Planning Board Denies Enchantment at East Windsor Conversion Application filed under a recently enacted unprecedented State law which allows for conversion of approved age-restricted housing to non-age restricted housing, provided the developer meets certain conditions. Developer Robertson Douglas submitted an application to convert a previously-approved age-restricted development of 109 single family units and a recreation complex into a non-age-restricted development of 109 single family dwellings with no recreational amenities, and 28 affordable housing units in two new apartment buildings. The 54.9 acre property is located on Monmouth Street adjacent to a sister age-restricted community constructed by Robertson Douglas in Hightstown. The Township several years ago had rezoned this property from non-residential to allow the age-restricted housing. After three public hearings during which the Board heard testimony from the applicant, interested parties and the public, the Board determined that the developer failed to meet the requirements of the State Conversion Law and that granting the application would be detrimental to the public good and substantially impair the Township zone plan.

  5. Charlie Brown’s Has Closed the steakhouse restaurant located on Princeton-Hightstown Road, along with twenty-nine locations in the tri-state area. The owner, CB Holding Corporation of Mountainside, abruptly closed these establishments, has filed for Chapter Eleven Bankruptcy and is looking to sell its remaining thirty-nine Charlie Brown’s, Bugaboo Creek and The Office restaurant locations along the East Coast. Charlie Brown’s opened its first restaurant in 1966 in Westfield, New Jersey.

  6. Kreps Middle School Student Suggestion Box Contest Winners Recognized by Mayor Janice Mironov. The student winners of the Township Clean Communities Committee sponsored Suggestion Box Contest, “Select a Hazardous Material which Should Not Be Placed in the Regular Trash Disposal, Explain Why and How to Properly Dispose of the Item.” were: 1st Place Winner Michael Sokol; 2nd Place Winner Rahul Kamat; and 3rd Place Winner Joseph Bonacorda. Winners received Mayoral Certificates of Recognition and gift certificates to Barnes and Noble donated by corporate sponsor Shiseido America.

  7. New Police Officers Earl D. Biddy, III and Robert S. Davison, III, Hired and Police Officer Christopher Jackson Promoted to Sergeant to fill existing vacated police positions. Police Officer Biddy received his Bachelor of Arts Degree in Political Science from Kean University in 2004, graduated from the Mercer County Police Academy in 2007, and most recently worked for the Rutgers University Police. Police Officer Davison received his Bachelor of Science Degree in Law and Justice from The College of New Jersey in 2006, graduated from the Cape May Police Academy in 2008, and worked as a security officer for The College of New Jersey. Sergeant Jackson, who is being promoted to the Sergeant opening created by the retirement of Sergeant Pincus, joined the Police Department in 1996 and has served as Officer-In-Charge, Field Training Officer and Detective assigned to Investigative Services. Sergeant Jackson earned his Bachelor of Science Degree in Law and Justice from The College of New Jersey and his Master of Administrative Science Degree from Fairleigh Dickinson University.

E-News Updates are sent at least monthly and provide information on new businesses and stores, roadway projects, grants and special events among other subjects of public interest. The Township views this as another very important means for keeping residents informed about what is happening in East Windsor. Please tell your friends and neighbors about this service and encourage them to subscribe.

  1. East Windsor Township Annual Reorganization Meeting Is Scheduled for Thursday, January 6, 2011 at 5:30 P.M. at the East Windsor Township Senior Center, located at 40 Lanning Boulevard. The public is invited to attend the largely ceremonial meeting at which the Township Council will be making appointments to Township Boards and Committees, and doing various recognitions. Refreshments will be provided at the conclusion of the meeting.

  2. Target Store Plans to Begin Major Renovations in Late December. Renovations to Target, located in the East Windsor Village Shopping Center on Princeton-Hightstown Road, will consist of installing additional food merchandise areas, along with freezer cooling units, as well as some exterior façade renovations to the building. To safely perform the work, a fenced-in construction staging area will be set up in an area of the parking lot. Completion of the improvement project is expected to take approximately 13 weeks, until mid-march 2011. The store will remain open during the renovation.

  3. East Windsor Township 2011 New Year’s Food Drive will be held between January 1 and January 31, 2011. Mayor Janice Mironov and Township Council Members are asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard) during business hours, the East Windsor Police Building (80 One Mile Road) any time, or the East Windsor Rescue Squad, District II building (Twin Rivers Drive). This food drive will benefit the Green House Food Pantry at St. Anthony’s Church and the Food Pantry at RISE, area-based organizations that provide assistance to local individuals and families.

  4. Mercer County Surrogate East Windsor Satellite Office to Continue in 2011, in accordance with an arrangement between Mayor Janice S. Mironov and Mercer County Surrogate Diane Gerofsky. The Satellite Office is housed at the Township Senior Center and provides residents the opportunity to obtain probate services locally. The East Windsor Surrogate’s Satellite Office is offered from 9:30 A.M. to 11:30 A.M. on the 4th Tuesday of each month, specifically: January 25, February 22, March 22, April 26, May 24, June 28, July 26, August 23, September 27, October 25, November 22, and December 27. New Jersey Mandates Recycling of Desktop Computers, Laptops, Computer Monitors and Televisions Effective January 1, 2011, and therefore, these items can no longer be disposed of in the regular trash collection. Since the Township is required to comply with this new State law, Township residents need to cooperate and refrain from placing these items at curbside.
