  1. East Windsor Township’s Annual Re-organization Meeting was held on Tuesday, January 6, 2009 in the East Windsor Township Municipal Building. Janice S. Mironov was sworn in again as Mayor and Hector I. Duke was sworn in as Deputy Mayor.

  2. East Windsor Township “Buy Local” Program Will Begin February 1. East Windsor is sponsoring an initiative to encourage shoppers to patronize local businesses from February 1 through March 15. Shoppers will be eligible to win prizes such as gift certificates, coupons and items of merchandise from local merchants. Shoppers may obtain Buy Local Program cards from participating businesses which will have identifying Buy Local Program signs in their store windows. Each card has six spaces, which will be stamped by participating businesses when a purchase is made. Once all six spaces are stamped by six different participating businesses, the card can be deposited at the Municipal Building, Police Building or PNC Bank on Route 33 in Twin Rivers, for inclusion in a drawing for prizes.   3. Ordinance Lowering Dutch Neck Road Speed Limit by Five Miles Per Hour along the roadway between Route 130 and the West Windsor/East Windsor Township border introduced by Mayor Janice Mironov and Council Members. This proposed speed limit change was based upon review and recent approval by the New Jersey Department of Transportation, initiated at the request of the Mayor and Council first made in November 2007. Although speed limit studies alone did not support the reduction, the Township advocated review of additional factors including: the residential character of the area; curving of the road and intersection sight issues; presence of Anker and Wiltshire Parks and the Bear Brook Pathway; proximity to the Kreps Middle School, and the nearby Hickory Corner Branch Library to support the request for a reduced speed limit. The Mayor and Council have been working with area residents in addressing local concerns, and this speed limit reduction follows several other steps including enhanced signage, in street pedestrian signs and establishment of a no-passing zone.

  4. Traffic Calming Study Contract Awarded for Dutch Neck Road by Mayor Janice Mironov and Council Members to engineering firm T & M Associates, funded by an $8,000 grant awarded to the Township by the New Jersey Division of Highway Traffic Safety. The study will evaluate potential traffic calming measures and identify and recommend strategies aimed at improving traffic safety along this roadway, thereby increasing safety and the quality of life throughout the neighborhood. The Mayor and Council hope that strategies identified through such a study also could be applied to other areas of the Township with similar challenges. The study is expected to take approximately four months to complete.

  5. No Passing Zone Ordinance for Hickory Corner Road introduced by Mayor Janice Mironov and Council Members. The Mayor and Council have been working with concerned residents in this area, and this safety-based action follows other steps including enhanced signage and street markings. Hickory Corner Road is an important much traveled residential roadway and home to Anker Park, the Hickory Corner Branch Library and the Lee Turkey Farm.

  6. Route 130 Northbound and Southbound from Meadow Brook/Gordon Road in Robbinsville to Westfield Road Extension, and Route 33 from Route 130 to Grape Run Road in Hightstown to Be Resurfaced in 2009 by the New Jersey Department of Transportation per a letter to the Township. The project will consist of milling the roadway and resurfacing with hot mix asphalt. This resurfacing contract is geared toward extending pavement life and improving rideability. Construction contract documents are currently being prepared for the 2009 construction season, pending appropriate State funding.

  7. Route 33 Eastbound and Westbound from North Main Street (Route 539) in Hightstown to Bentley Road in Monroe Township (Middlesex County) to Be Resurfaced in 2009 by the New Jersey Department of Transportation per a letter to the Township. The project will consist of milling the roadway and resurfacing with hot mix asphalt. The State also proposes to reconstruct deteriorated curb sections along with construction of handicapped curb ramps, where applicable. This resurfacing contract is geared toward extending pavement life and improving rideability. Construction contract documents are currently being prepared for the 2009 construction season, pending appropriate State funding.

  8. Three $1,000 Scholarships Available to Junior and Senior High School Students thanks to East Windsor Township and the New Jersey State League of Municipalities teaming up through the Future Municipal Leaders Scholarship Competition. This statewide scholarship competition centers on the theme “What My Mayor and Governing Body Do Best” and seeks to advance the virtues of elected and volunteer members of the community, while raising awareness of municipal government in general. An East Windsor semi-finalist entry will be selected and sent to the Scholarship Committee of the New Jersey State League of Municipalities who will select 15 finalists and 3 winners from the State of New Jersey. A full application package can be obtained through the Mayor’s Office, 16 Lanning Boulevard, East Windsor, New Jersey or by calling 443-4000 ext. 237.

  9. East Windsor Township New Year’s Food Drive Entering Final Week. The Township is asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard), the East Windsor Police Building (80 One Mile Road), or the East Windsor Rescue Squad, District II building (Twin Rivers Drive) until January 31. This food drive will benefit the Food Pantry at Rise (formerly the Community Action Service Center) and the Green House Food Pantry at St. Anthony’s Church, area based organizations that provide assistance to local individuals and families.

  1. East Windsor Township Distributes Free Gun Safety Locks to Township Residents from March 1 through March 31. Township residents may obtain free gun safety locks at the Township police building by contacting Police Detective Brad Petagno at 448-5678, ext 239. These locks if properly used by lawful gun owners can help prevent accidental deaths or injuries in the home, as well as by intentional misuse of guns. The gun locks are made available at no cost to the Township through Project Child Safe, a national firearms safety program sponsored by the United States Department of Justice and the National Shooting Sports Foundation.

  2. Nominations for the “Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer” are being solicited. The Award recognizes a senior citizen who has exhibited outstanding service through volunteerism to the community by way of the schools, religious institutions, and service organizations or directly to the public. Nominees must be at least 60 years of age and residents of East Windsor. The presentation will be made at a ceremony in May as part of Older Americans Month. Individuals and organizations are encouraged to submit nominations by the deadline of April 1, to Mayor Janice Mironov and Council Members, East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, New Jersey 08520. The Mayor and Council have been working with area residents in addressing local concerns. A review of factors supported the reduced speed limit, including the residential character of the area, curving of the road and intersection sight issues, presence of Anker and Wiltshire Parks and the Bear Brook Pathway, proximity to the Kreps Middle School, and the nearby Hickory Corner Branch Library. The reduced speed limit will become effective in early March, and for the initial weeks, alerts will be provided by way of the variable message board, the speed trailer and supplemental signage.

  5. Household Chemical Waste Disposal Day, sponsored by the Mercer County Improvement Authority, will be held on Saturday, March 28, from 8 am to 2 pm at the John T. Dempster Fire School, Bakers Basin/Lawrence Station Road in Lawrence Township. No registration is required, just proof of Mercer County residency. The program will be held rain or shine.   6. East Windsor Recreation Department Summer Camp Registrationwill begin on Monday, March 16. A variety of recreational day and travel camps are offered for students entering grades K-10. Registration forms will be distributed through the local schools and will be available at the Municipal Building recreation department, local libraries or online at www.east-windsor.nj.us (click on Recreation then click Summer Camps).   7. East Windsor Clean Communities 2009 Adopt-A-Spot Program is soliciting participation by community and school groups. Groups “adopt” a public property to keep clean for the year. A sign is erected on the site indicating that it has been ‘Adopted by’ with the name of the group. The group is expected to perform three cleanups per month from April to November 1, and participate in a Township cleanup day. Interested groups should send a letter by March 16 to East Windsor Clean Communities Committee, Attention: Mayor Janice S. Mironov, 16 Lanning Boulevard, East Windsor, New Jersey 08520. Mayor Mironov thanks and congratulates the 2008 participating groups: Boy Scout Troop 59, Boy Scout Troop 5700, Boy Scout Troop 6284, Brownie Troop 153, Cub Scout Pack 53, Cub Scout Pack 6284, East Windsor Police Athletic League, Girl Scout Troop 533, Girl Scout Troop 70658 and Junior Girl Scout Troop 773.

  8. On Monday, March 16, the N.J. Senate and the N.J. General Assembly, by a one vote margin each, passed Senate Bill S-2577 and Assembly Bill A-3772, the "Age Restricted Housing Conversion Bill". The bill is on the Governor's desk. The Governor has the power to stop this bill by a veto, and at this time there would not appear to be enough legislative votes to over-turn his veto. If the Governor signs the bill, it becomes law. There are 400 units in East Windsor which could be affected by this proposal.  We are bringing this matter to your attention, because the bill could potentially have extraordinary negative impacts for East Windsor Township, as set forth in the below Mayor's letter to Governor Corzine requesting that he veto the bill.

RE: Senate Bill S-2577/Assembly Bill A-3772
       Age-Restricted Housing Conversion Bill

Dear Governor Corzine:

I am writing, at the unanimous direction of the East Windsor Township Council, to express East Windsor Township’s strong opposition to Senate Bill S-2577/Assembly Bill A-3772, known as the “Age-Restricted Housing Conversion Bill”, and requesting that you veto this bill.

The passage of Senate Bill S-2577/Assembly Bill A-3772, is contrary to the public interest and constitutes one of the most stunning, unprecedented and outrageous actions taken by State legislative officials. And on top of it all, the bill was posted last minute in both legislative bodies for “emergency vote”, thereby circumventing the ability of the public and local officials to fully discuss and voice comments on the proposals.

In summary, the legislation provides to a developer an “as of right” application to a municipal planning board to convert an approved age restricted development into a market rate housing project as long as it incorporates an [undefined] affordable housing component. Upon application by the developer, the town is required to declare the application complete within 30 days, to make a decision within 60 days of completion or the application is automatically deemed approved, and if the town board denies the application, the developer is empowered to file a court action against the town under a summary proceeding. All municipal fees and court fees are waived for the developer.

Since age-restricted housing does not allow for school children, this bill imposes a direct increased property tax burden on local residents, by generating unplanned for student costs and overcrowding school facilities, as well as increased negative impacts on our sewer/water system and road infrastructure, and an increased need for police, public works employees, as well as burdening other municipal services.

The bill is “anti-democratic”, constituting a fraud on local citizens, and making a travesty of the long-developed well defined legal protections and procedures provided for residents under state and local laws and set forth in the Municipal Land Use Law. Zoning changes and development applications entail a local public process by which everyone has an opportunity to be involved and to input pursuant to a series of public notices and public hearings. This legislation, by fiat from Trenton, changes existing municipal zoning and approved development applications, contrary to well established law, prior legal proceedings and approvals, and with total disregard for our citizens and towns.

This bill disregards the significant planning and site plan differencesbetween age-restricted developments and other residential communities, in terms of a host of factors including but not limited to layout, types of buildings, unit sizes, recreational amenities, sidewalks and pathways, parking, traffic impacts, and ingress/egress. Compatibility of locations and zones in a town also are important local considerations in developing an overall municipal zoning plan.

The East Windsor Township Council believes that Senate Bill S-2577/Assembly Bill A-3772 would result in serious hardship to municipalities and taxpayers, would make a mockery of citizen rights of participation, and would unjustifiably undermine local zoning and development procedures and policies.

On behalf of our community, I respectfully urge you to veto Senate Bill S-2577/Assembly Bill A-3772. As always, we stand ready to work with you and your Administration to identify alternative approaches to assist developers and business entities in this challenging economic climate, without undermining local zoning and planning and negatively impacting local governments and property taxpayers. Thank you for your thoughtful consideration of this important issue.

  1. Roadway Work to Begin on Parts of One Mile Road and Dutch Neck Road on or about April 1 and expected to take approximately 60 days to complete, weather permitting. The construction work, awarded to S. Brothers, Inc., is funded by a $250,000 NJ Department of Transportation grant obtained by Mayor Mironov and Council Members. The project area is One Mile Road from Dutch Neck Road to Route 571 (Princeton Hightstown Road) and Dutch Neck Road from Route 130 to One Mile Road. The grant will be used to resurface the roadways, as well as other associated improvements to curbing, drainage and handicap ramps. This area of One Mile Road and Dutch Neck Road is home to major public facilities, specifically the Township Police/Court Building, East Windsor Volunteer Fire Company No. 1 and East Windsor Rescue Squad, District 1.

  2. Roadway Work to Begin on Oxford Road, Sutton Place and Jeffrey Lane, on or about April 1 and expected to take approximately 60 days to complete, weather permitting. Mayor Mironov and Council have awarded a contract to Cardinal Contracting Company to mill and repave Oxford Road from Meadow Lane to the cul-de-sac, Sutton Place and Jeffrey Lane. The project also involves some curb and driveway apron replacement and the provision of handicapped ramps.

  3. Engineering Contract for Roadway Improvements to Hickory Corner Road has been awarded to BANC 3 Engineers of East Windsor. The project, funded by a $290,000 NJ Department of Transportation grant obtained by Mayor Mironov and Council Members, is for the resurfacing of Hickory Corner Road between Route 130 and Oak Creek Road to include the intersection. The project will include other associated improvements to curbing, driveway aprons, drainage, upgrade and repair of handicap ramps at required intersections, and replacement of all line striping and road markings such as crosswalks and stop bars. The actual roadway work is targeted to be performed in fall 2009. Hickory Corner Road, a major and much used municipal roadway, is home to a branch of the Mercer County library, Anker Park, Wiltshire Park, Bear Brook Pathway and the preserved Lee Turkey Farm.

  4. East Windsor Volunteer Fire Company No. 1 Awarded $170,668 Federal Grant from the U.S. Department of Homeland Security, Office of Domestic Preparedness/FEMA, under the FY2008 Assistance to Firefighters Grant program. The grant funds will be used to purchase 34 self contained breathing apparatuses (SCBA) for use by our volunteer firefighters. The SCBA units, often referred to as Air Paks, contain a high pressure regulator, pressure tank and face mask and are worn by firefighters to provide breathable air when responding to and entering a site. The grant application was prepared and submitted by East Windsor Volunteer Fire Company No. 1 Chief Jim McCann.

  5. East Windsor Township Receives $20,190 Federal Grant from the Edward Byrne Justice Assistance Grant Program. The grant program, administered by the U.S. Department of Justice Bureau of Justice Assistance, is part of the federal American Recovery and Reinvestment Act. The funds will be used to support law enforcement efforts in the Township.

  6. Township and Mercer County Hold Special Passport Day Locally on April 15. Mayor Janice S. Mironov and Mercer County Clerk Paula Sollami Covello will hold a special Passport Day for residents on Wednesday, April 15 from 3:30 pm to 7:30 pm at the East Windsor Municipal Building, 16 Lanning Boulevard. The Mercer County Clerk’s Office will process United States Passport applications on-site for residents. Residents can just show up, but are encouraged to call 609-989-6465 to reserve a specific time. To apply, residents will need: (1) proof of US citizenship in the form of a state certified birth certificate, a U.S. naturalization certificate or a previous U.S. passport, and (2) proof of identity in a form of a current drivers license or state issued identification card. Cost of the passport is $75 for adults $60.00 for minors plus a processing fee of $25. Passport photos can be taken on-site if needed for $15 or $10 for senior citizens. Only checks or money orders will be accepted.   7. Special Spring Leaf Collection Week Set for Monday, April 6 through Friday, April 10. This spring collection will be the only timeleaves are collected at the curb until next fall. Leaves must be at the curb by Sunday, April 5, to be picked up during this special spring pick-up week. Each street will be picked up only once, and all leaves will be picked up prior to the end of the week. Leaves must be separated from all other waste, and not mixed with trash or branches. Leaves mixed with branches cannot be picked up with vacuums and mixed piles will not be collected. Several feet should be left between brush and leaf piles if both items are put out for collection. Note: New State storm water regulations prohibit placing any vegetative waste within 10 feet of a storm drain!

  10. Three Township Employees Recognized as Employees of the Year for 2008 by Mayor Janice S. Mironov. The honored Township employees are: Police Officer Jason A. Hart; Public Works Driver/Laborer Anthony Zarudski; and Recreation Secretary Christine Hodapp. Jason Hart has been a Township employee since January 2004, Anthony Zarudski since November 2004 and Christine Hodapp since February 2007.

  1. Mayor Janice S. Mironov to Deliver Annual State of the Township Address on Thursday, April 30 to the business community at the Elks Lodge #1955, located at 110 Hickory Corner Road in East Windsor. The East Windsor Chapter of the Mercer Regional Chamber of Commerce is sponsoring the State of the Township Address, which will include a report on accomplishments in 2008, as well as the Township’s goals for this year. Networking begins at 11:30 am, followed by lunch at noon. The program will begin at about 12:45 pm. Everyone is invited to attend. The cost of this luncheon, being catered by Via Roma Restaurant, is $35 per member paying in advance, $40 at the door. The non-member rate is $55.   2. Green Acres Grants Totaling $850,000 Awarded to East Windsor for Open Space Acquisition by the NJ Department of Environmental Protection and the Garden State Preservation Trust, in response to an application by Mayor Janice S. Mironov and Council Members. The grant awards were $500,000 to East Windsor Township and $350,000 to East Windsor Green Space, Inc., a non-profit created by the Township to maximize funding for open space acquisition. There are several parcels currently being considered for public acquisition. The Township is considering the possible acquisition of a 25 acre site on the south side of Airport Road just west of the former East Windsor speedway site. Combined with an adjoining 13.5 acre donated property and two neighboring Airport Road lots totaling 12 acres being donated by the developer of the speedway site, the total open space project would be over 50 acres. The Township also is considering the purchase of a 43 acre property on Etra Road adjacent to the New Jersey Turnpike and nearby residences of Philyet Drive. This parcel, consisting of woodlands, farmland and some wetlands, is located in a rural area of the Township where approximately 1,000 acres of farmland have already been preserved through the State Farmland Preservation Program. Another parcel for consideration is 19 acres of farmland, located on Old York Road and surrounded by a 100 acre farmland parcel previously acquired by the Township as open space. With these most recent grants, the total amount of Green Acres funds approved to date through the NJ Department of Environmental Protection for the Township and East Windsor Green Space, Inc. is over $6.35 million, along with approximately $3 million in Mercer County open space grants. These new grants are contingent upon the passage of the legislative appropriation.

  3. Great Clips Salon Opens in the East Windsor Town Center Plaza on Route 130. This is the third franchise opened in Mercer County by owner Denise Schiera within the past seven years. The new 1,500 square foot salon, located about mid-way between the Shoprite and the movie theater, offers a variety of hair services for men, women and children with no appointments necessary. Great Clips has more than 2,700 salons throughout North America and employs nearly 30,000 stylists.

  4. Rissin Japanese Sushi & Seafood Buffet Restaurant Opens in Town Center Plaza Shopping Center in the same location as the former C. J. Garden Buffet, a Chinese buffet restaurant. The restaurant, under the same owners/operators, will specialize in Japanese cuisine and seafood in a buffet format.

  5. East Windsor Rescue Squad District I & District II Host Open House on Saturday, April 25, from 10 am to 4 pm at District I facility at 76 One Mile Road and at District II facility at 73 Twin Rivers Drive (behind the District II firehouse). Kid’s crafts, C.P.R. demonstrations, tours of emergency vehicles, and informational and educational displays will highlight the event. A five dollar car wash and fifty cents per item bake sale also will take place as a fund raising event. This Open House provides a great opportunity to learn what the volunteer rescue squad does and how to become involved.

  6. Mayor and Council Sponsor 2009 Police Youth Academy this Summer. The Township Police Youth Academy is a five day program, which runs from Monday, June 22 through Friday, June 26, from 9 am to 3 pm daily. The Police Youth Academy is conducted by East Windsor police officers, and includes classroom instruction and demonstrations, and hands on views of the operation of police department equipment and vehicles. The Police Youth Academy is open to Township students who will be entering the 7th and 8th grade in September 2009. The Academy will be limited to 25 students, and the selection process will be based on the first twenty-five applications properly completed and returned to the East Windsor Police Department. Applications, which must be returned no later than Monday, May 22, are available at the Police Building, the Municipal Clerk’s Office at the Municipal Building, and the Melvin H.   7. East Windsor Township Holds Recycling Day on Saturday, May 2 from 10 am to 2 pm, at the East Windsor Township Senior Center, located at 40 Lanning Boulevard. This Township event is sponsored by Mayor Janice S. Mironov and Council Members in conjunction with the East Windsor Clean Communities Committee to reduce solid waste costs and to help preserve a greener environment. Free document shredding will be available to East Windsor residents to dispose of unwanted documents. There is a limit of ten boxes per household, and no commercial or industrial entities are permitted. Residents also will be able to drop off and dispose of cell phones, fluorescent bulbs and toner cartridges. The East Windsor/Hightstown Lions Club will be collecting used eye glasses. The American Rescue Mission of Trenton will have trucks on-site to collect used furniture, clothing, blankets and working appliances and household electronics. Clothing should be brought in plastic bags, and only usable furniture will be accepted; charitable donation receipts will be provided by the Rescue Mission. Recycling information on composting and additional tools and ways to recycle will be available. For further information, call 443-4000, ext. 215.

  8. East Windsor Participates in the Second Annual Stony Brook – Millstone Watershed - Wide Cleanup Event on Sunday, May 3between the hours of 1 pm and 3 pm, rain or shine, at Etra Lake Park, located on Disbrow Hill Road. Volunteers should wear boots and long sleeves and bring work gloves, if possible. Adults must accompany minors. T-shirts and refreshments will be provided. East Windsor Township and the Stony Brook – Millstone Watershed Association are sponsoring this event in cooperation with the Americorps Watershed Ambassador Program.   9. Township Promotes Memorial Tree Program For Arbor Day. Residents and groups are encouraged to honor Arbor Day, celebrated on April 30, by planting a tree under the Township Memorial Tree Grove Program, housed on the municipal building grounds. The Memorial Tree Program offers residents a unique opportunity to provide a living memorial to a deceased relative or friend or in remembrance or commemoration of a special person, group or event. The tree, including tree planting and accompanying granite marker with the name of the deceased person or event to be remembered, can be ordered through the Public Works Department at a cost of $250. Brochures describing the program which include an order form are available at the Township Municipal Building or by calling 443-4000, ext. 240.

  10. Township and Mercer County Hold Special Passport Day Locally on April 15. Mayor Janice S. Mironov and Mercer County Clerk Paula Sollami Covello will hold a special Passport Day for residents on Wednesday, April 15 from 3:30 pm to 7:30 pm at the East Windsor Municipal Building, 16 Lanning Boulevard. The Mercer County Clerk’s Office will process United States Passport applications on-site for residents. Residents can just show up, but are encouraged to call 609-989-6465 to reserve a specific time. To apply, residents will need: (1) proof of US citizenship in the form of a state certified birth certificate, a U.S. naturalization certificate or a previous U.S. passport, and (2) proof of identity in a form of a current drivers license or state issued identification card. Cost of the passport is $75 for adults, $60 for minors, plus a processing fee of $25. Passport photos can be taken on-site if needed for $15 or $10 for senior citizens. Only checks or money orders will be accepted.   11. East Windsor Economic Development Committee Recognized During National Volunteer Week by Mayor Janice S. Mironov and Council Members as 2008 Township Volunteers of the Year. The Township Economic Development Committee, comprised of residents and business people appointed by the Mayor and Council, helps work to promote, retain and expand local businesses through programs such as the “Buy Local” Program, annual golf outings, business card exchanges, the Township sponsored business awards program, development of the Township street and road map, creation of an on-line business directory, and sponsoring joint networking and policy forum events with the Mercer Regional Chamber of Commerce and the Princeton Regional Chamber of Commerce. Shoppers were eligible to win prizes by obtaining Buy Local Program cards from participating businesses which were stamped by participating businesses when a purchase was made.   1. New Playing Fields on Disbrow Hill Road Construction Contract Awarded. Construction of the new playing fields on a portion of a 59 acre Township open space property located on Disbrow Hill Road, directly across from Etra Lake Park, is anticipated to begin in May or June. Mayor Mironov and Council obtained $1.2 million in State and County grants to underwrite this project to expand playing facilities for our children and local sports organizations. The plan proposes two softball fields, compatible for use by both adult and youth leagues with adjustable 60 and 65 foot base dimensions, and two multipurpose soccer/lacrosse fields. The proposal also includes a parking lot, drainage and detention basin, a utility building, ball field fencing, backstop, well and water treatment, and field irrigation system.

Electronics Disposal Day to be held on Saturday, May 2 from 9 am to 2 pm, rain or shine, at the Sovereign Bank Arena – Lot 1, at 80 Hamilton Avenue in Trenton at the intersection of Hamilton Avenue and Route 129. This event, sponsored by the Mercer County Improvement Authority, is for household electronics waste only. Items that can be disposed of include: camera equipment, central processing units, circuit boards, copiers, electric wire, fax machines, keyboards, laptops & peripherals, microwave ovens, mouse, networking equipment, phones, printers, scanners, stereo equipment, televisions, and VCRs.   4.   5. Township Officials Sponsor Bicycle Helmet Giveaway Program “Use Your Head” to kick off “Bicycle Safety Month” – May. Residents age 5 through 16 can receive a bicycle helmet at no cost at the sessions being held on Tuesdays, May 5 and May 19, from 4 pm to 7 pm, at the East Windsor Municipal Building. After viewing a brief 5 minute video on the importance of bicycle helmets and bicycle safety, participants will be measured and given a properly fitted bicycle helmet, along with safety literature. The bicycle safety program is underwritten by a grant received in 2008 from the New Jersey Highway Traffic Safety Division.

  6. Route 130 Connection Bus Route Expanded with added stops and new schedule. The Mercer County sponsored Route 130 Connection Bus runs between the Hamilton train station and South Brunswick multiple times each day. The service was expanded to provide new stops giving East Windsor residents greater opportunities to find employment or get transportation to and from their jobs. The bus operates six days a week, from 5:30 am to 8:44 pm Monday through Friday, and from 7 am to 3:56 pm on Saturdays, and on most major holidays. The bus route also has connections to NJ Transit buses at four different stops. The service is open to the public at a cost of $1 per ride, and is free to ride for Work First New Jersey participants. The service was expanded after the County conducted market analysis and ridership surveys demonstrated growing ridership and increased opportunities for employment at commercial and retail companies due to economic development along Route 130.   8. Elementary School Winners of the Township Earth Day Recycling Poster Contest Recognized by Mayor Janice Mironov at the April 21 Council meeting. The poster contest theme was to promote the 4R’s of the Township Recycling Program: “Recycle, Reuse, Reduce, Rebuy.” Winners received Mayoral Certificates of Recognition and gift certificates to Barnes and Noble, donated by corporate sponsor Shiseido America. Congratulations to all the participating students and to the first place winners: Grade K-2 – Aayush Gupta (Walter C. Black School); Ramya Yamarthy (Perry L. Drew School); Francesca Esposito (Ethel McKnight School) and John O’Brien (Grace N. Rogers School) and Grade 3-5 – Chiraya Gupta (Walter C. Black School); Michael Laustsen (Perry L. Drew School); Alessandra Auster (Ethel McKnight School) and Vraj Shah (Grace N. Rogers School). Mayor Mironov also proclaimed April 22 as Earth Day and presented a Mayoral Proclamation to the students of the elementary school with the most participation in the Recycling Poster Contest, the Grace N. Rogers School.

  1. Township Bicycle Safety Program Phase 2 began on June 1 and runs through July 31, during which Mayor Janice S. Mironov and Council Members and Township Police Officers will distribute mock summonses to young bicyclers. The summonses praise children with “Congratulations, You Are Obeying the Law” for wearing the required bicycle helmet and ask the young person to sign a pledge “to use a safety helmet when using a bicycle, skateboard or rollerblades.” The forms can be filled out, and returned to the Township for entry in a drawing for prizes, on Tuesday, August 4 at the Township “National Night Out” at the Police Building. Prizes include gift certificates to local businesses; attendance on August 4 is not required to win a prize.

  2. Emergency Medical Services Week Proclaimed and EMT’s of the Year Scott Prykanowski and Tristan Torres Recognized by Mayor Janice S. Mironov. The Mayor recognized and praised by Proclamations all Township emergency medical services volunteers of District 1 and District 2 for their exemplary service, and congratulated East Windsor Rescue Squad, District I EMT of the Year Scott Prykanowski and East Windsor Rescue Squad, District II EMT of the Year Tristan Torres. Scott Prykanowski joined Rescue Squad I as a cadet in 1994, became an adult member the next year, and earned his Emergency Medical Technician certification in 1997, later earning certifications for Incident Command System, hazardous materials operations, rescue operations, extrication, and swift water and rescue diver training. Scott has saved four lives through the use of CPR and has served as Vehicle Engineer and Deputy Chief, as well as Lieutenant and Captain, all while serving as an active crew chief on both the ambulance and the rescue unit. Tristan Torres joined Rescue Squad II in 2001 as a 16-year old cadet and earned the Cadet of the Year Award for 2002. At 18, Tristan joined the United States Navy, and upon his safe return he immediately resumed answering emergency calls. Tristan received his Emergency Medical Technician certification, was appointed Cadet Advisor, and was voted Member of the Year for 2007. He was elected Captain in 2008 and then Deputy Chief in 2009, all while ranking as top responder for the past three years.

  3. 2009 Sylvia Weiss Senior Citizen Award for Outstanding Service as a Volunteer Presented to Jacqueline K. Bodin by Mayor Janice S. Mironov and Council Members. Jacqueline Bodin, a long time resident of East Windsor Township, has dedicated her time to our community by her volunteer service to Beth El Synagogue, including: coordinator of the Senior Club; member and past chairperson of the Education Committee; member of the Preschool Steering Committee; preparing of religious school awards and event programs; past Vice President of Programming; past Vice President of Ritual and Education; past co-Chairperson of the Building Expansion Committee, and past longtime Member of the Board of Trustees. She is a Member of the Board of Directors and generous supporter of Better Beginnings Child Care Center, a member of the Senior Advisory Committee and Project SARAH (Stop Abusive Relationships at Home) Task Force of the Jewish Family and Children Services of Mercer County, member of the Hightstown-East Windsor Lions Club, active committee member and benefactor of the community arts group CAPPS (Community Arts Partnership at the Peddie School)/HEWCCA (Hightstown East Windsor Community Concert Association), and an involved supporter of young performers and arts and cultural organizations such as her membership in The Premier Circle of the Wilma Theater. The Sylvia Weiss Senior Citizen Award is presented annually to a senior citizen who has exhibited outstanding service through volunteerism to the community by way of schools, religious institutions, service organizations or directly to the public.

  4. Mark Your Calendars for Township Free Summer Events at Etra Lake Park! Independence Day Celebration will be held onThursday, July 2 (rain date Sunday, July 5) with the Jerry Rife’s Rhythm Kings Dixieland Jazz Band at 6 pm, the Trenton Brass Quintet Plus One at 7:30 pm, and the Fireworks Display at approximately 9:30 pm. Elvis Trilogy will be in concert on Sunday, July 19 (rain date Sunday, August 23) at 6 pm. Three award-winning Elvis impersonators representing the King from the 50’s, 60’s and 70’s will be featured. They will perform favorites like Hound Dog, Heartbreak Hotel, Don’t Be Cruel, Viva Las Vegas, Return to Sender and many more. Family Movie Night in the Park will be held on Saturday, August 1 at 7 pm with the East Windsor Regional School District Hightstown High School Jazz Band and the showing of the animated movie “Cars” at approximately 8:30 pm. Games, inflatable rides and food vendors will also be available. Neil & the Diamonds will be in concert on Sunday, August 9 (rain date Sunday, August 16) at 6 pm. This Neil Diamond Tribute band will feature all time favorites likeSweet Caroline, Cracklin Rosie, Song Sung Blue and many more.

  5. New Jersey Transit Agrees to Replace All Existing Bus Shelters in the Twin Rivers Area at the request of Mayor Janice S. Mironov and Council Members, under its twenty year replacement policy at no cost to the Township. The eight bus shelters to be replaced are located on Abbington Drive, Lake Drive, Probasco Road, Twin Rivers Drive and Twin Rivers Drive North.

  6. East Windsor and Hightstown Formalize Joint Committee Working on Proposal for the Minute Maid Site by adoption of joint resolutions. The committee, composed of members of the Councils, Planning Boards, and Economic Development Committees from both municipalities, has been meeting for the purpose of formulating a land use plan with the goal of preparing a homogeneous Zoning Ordinance to govern the entire 37 acres located in both the Township and the Borough. The committee has been meeting informally for several months to examine the existing zoning and consider preliminary concepts and approaches for the development of the entire site.

  7. Household Chemical Waste Disposal Day Will Be Held on Saturday, June 13 at the John T. Dempster Fire School located on Bakers Basin/Lawrence Station Road in Lawrenceville. The event, sponsored by Mercer County, will be held rain or shine from 8 am to 2 pm.   1. Hickory Corner Road Resurfacing Contract Awarded to Cardinal Contracting Company. The work, expected to begin at the end of June, is underwritten by a $290,000 grant awarded to East Windsor by the New Jersey Department of Transportation. The contract provides for the resurfacing of Hickory Corner Road between Route 130 and Oak Creek Road to include the intersection, as well as other associated improvements to curbing, driveway aprons, drainage, upgrade and repair of handicap ramps at required intersections, and replacement of all line striping and road markings such as crosswalks and stop bars. Hickory Corner Road, a major and much used municipal roadway, is home to a branch of the Mercer County library, Anker Park, Wiltshire Park, Bear Brook Pathway, and the preserved Lee’s Turkey Farm.

  2. Demolition of the Former ShopRite Garden Center Has Commenced on the Route 130 south site located just north of Route 571. D & E Realty Company received approval from the Township planning board in January for construction of a new 4,195 square foot Chase Bank, as well as a 5,830 square foot restaurant and 12,000 square foot two-story office/retail building. During some parts of the construction, Lanning Boulevard Linkage Road and the Municipal Building connection road to this site will be closed for a period of time in June through July and part of August.

  3. Independence Day Celebration Will Be Held On Thursday, July 2(rain date Sunday, July 5) at Etra Lake Park. The Jerry Rife’s Rhythm Kings Dixieland Jazz Band, a 6 piece band from the Delaware Valley area best known for its traditional jazz sound, will perform at 6 pm, followed by the Trenton Brass Quintet Plus One, a 6 piece ensemble from Central Jersey performing “Americana” and a variety of popular melodies, at 7:30 pm. The spectacular Fireworks Display will commence immediately following the musical presentations, at approximately 9:30 pm. Bring your blankets and chairs, and use the barbecue grills for a night of free fun at beautiful Etra Lake Park. There also will be vendors present selling refreshments. This free event is made possible through the generous contributions of many area businesses.

  4. Town Hall Forum to Be Held on June 29 by Mayor Janice S. Mironov and Members of Council at the Twin Rivers Library in the Community Room at 7 pm. The forum provides residents with an opportunity to ask questions and obtain information about subjects of local interest.

  5. Six New Bus Stops Approved Along Princeton/Hightstown Roadby Mayor Janice S. Mironov and Members of Council who have been working in cooperation with New Jersey Transit, Mercer County, and Suburban/Coach USA to identify appropriate locations for public transit stops. Signs will be provided designating the locations for these new bus stops. The Mayor and Council also have requested NJ Transit to install a bus shelter at the existing bus stop on Route 571 eastbound (in front of the Taco Bell), for which there is no cost to the Township.

  6. Business Card Exchange to Be Held on July 14th at Dairy Queenon Route 130 North, between the hours of 5 pm and 7pm. This event is being sponsored by the East Windsor Chapter of the Mercer Regional Chamber of Commerce.

  7. Township Bicycle Safety Program Phase 2 began on June 1 and runs through July 31, during which Mayor Mironov and Council Members and Township Police Officers will distribute mock summonses to youngsters. The summonses praise children with “Congratulations, You Are Obeying the Law” and ask the young person to sign a pledge “to use a safety helmet when using a bicycle, skateboard or rollerblades.” The forms are filled out, and returned to the Township for entry in a drawing for prizes, which will take place on Tuesday, August 4 at the Township “National Night Out” at the Police Building. Prizes include gift certificates to local businesses; attendance on August 4 is not required to win a prize.

CONCERTS & FIREWORKS POSTPONED TO SUNDAY JULY 5 DUE TO THREATENING WEATHER CONDITIONS

  1. East Windsor Township Independence Day Celebration at Etra Lake Park Is Postponed to Sunday, July 5 (from today July 2).The schedule of events will remain the same: The Jerry Rife’s Rhythm Kings Dixieland Jazz Band, a 6 piece band from the Delaware Valley area best known for its traditional jazz sound, will perform at 6 pm, followed by the Trenton Brass Quintet Plus One, a 6 piece ensemble from Central Jersey performing “Americana” and a variety of popular melodies, at 7:30 pm.   2. New Contractor for Township’s Princeton Junction Shuttle Bus Started July 1. A contract was awarded to A-1 Limousine, Inc. of Princeton to operate the Township shuttle bus service to and from the Princeton Junction train station based on their lower public bid. A-1 Limousine, Inc. replaced Stout’s Charter Service, Inc. of Trenton. The contract is bid yearly and this is the second year in a row that a company has underbid the current operator resulting in lower operating costs for the Township. East Windsor’s Shuttle Bus program, as well as the Township Community Bus program, is underwritten by annual grants from the Federal Transportation Administration and N.J. Transit in the amount of $150,000. The shuttle provides three morning runs to the Princeton Junction train station and two evening runs. The cost per ride is $1 and a 20% discount is available for purchase of forty rides at a cost of $32. Tickets useable for ten rides each can be purchased on the bus or by mail at the East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, New Jersey 08520. Information on both transportation services can be accessed at East Windsor Township’s website at www.east-windsor.nj.us.

  3. East Windsor Kicks-Off “We Check for 21” Campaign, an initiative of Mayor Mironov and Council Members to deter underage drinking. As part of the Township campaign, liquor license holders are required to sign the "We Check for 21” pledge, affirming strong support of the program, as a condition of receiving their liquor license renewal for July 1. The Township recognizes and thanks the license holders personally attending the kick-off event: Constantine Katsifis of Americana Diner; Tom Schulhafer of Charlie Brown’s Steakhouse; Amy Quigley and Kevin Quigley of City Streets Café; Ed Bogdan of David’s Pub & Package; Doug Herrin of American Legion Post #148; Wayne Varga of Elks Lodge #1955; Steven Tropia of Holiday Inn; Paul Miller of Peddie Golf Club; Teresa Moore of Quality Inn; and Jack Huber of T.G.I. Friday’s.

  4. Meadow Lakes Opens 60 New Apartment Units in East Windsor Township, in a 2-1/2 story building consisting of four interconnected wings. Twenty-four of the units will have one bedroom, with twenty-six two bedroom units, and ten two bedroom units with ends. The buildings also contain lounge areas and other amenities on each floor. Meadow Lakes, located on 102.5 acres along Etra Road (of which 84.5 acres are located in East Windsor and 18 acres in Hightstown), is a continuing care retirement community that contains several varieties of residential living units ranging from individual units to assisted living to full care nursing facilities. Meadow Lakes is affiliated with Princeton-based Presbyterian Homes and Services Senior Living, a not-for-profit non-sectarian senior housing and service provider with almost 95 years of experience, whose facilities include continuing care retirement, assisted living and affordable housing communities.

  5. Business Card Exchange to Be Held on July 14 at Dairy Queen on Route 130 North, between the hours of 5 pm and 7pm. This event is sponsored by the East Windsor Chapter of the Mercer Regional Chamber of Commerce. Admission is free, but requires a business card.

  1. NJ Turnpike Widening Project Construction Begins at Interchange 8 in East Windsor with Governor Corzine and other officials, including Mayor Janice S. Mironov, participating in a local groundbreaking ceremony. This widening project will add three lanes in each direction between exits 6 and 8A and one lane in each direction between exits 8A and 9. When the work is completed, which the State projects will be in late 2014, there will be a 12-lane dual-dual roadway (3 “car/truck/buses” lanes and 3 “cars only” lanes in each direction) from Interchange 6 to Interchange 9. According to the NJ Turnpike Authority, these improvements will be capable of accommodating projected traffic needs through the year 2032. Major modifications and associated interchange improvements at four interchanges along this stretch will be made. The Interchange 8 toll plaza and ramps will be relocated east of the Turnpike with a direct connection into Route 133. Milford Road will be realigned to the west at a signalized intersection with Route 33, allowing for all current turning movements. The local interchange will be expanded to provide for 12 toll booths. In April, the NJ Turnpike Authority awarded the first construction contract, for an embankment, retaining walls, storm water basins and substructures for the relocation of the toll plaza at Interchange 8.   2. The Learning Experience Opens in the Windsor Crossing Shopping Center on Hickory Corner Road, just off Route 130 North. The newly-constructed 7,974 square foot child care center facility is licensed for 150 children and staff of 22 teachers and 2 office personnel. The Learning Experience offers a variety of child development programs for children ages 6 weeks to 12 years old, and is open Monday to Friday, 6:30 am to 7 pm. The Learning Experience, a national franchise with over 25 years of experience in operating day care facilities, currently has 59 operating centers of which 26 are located in New Jersey, with 75 additional centers under construction.   3. Elvis Trilogy Will Be in Concert on Sunday, July 19 at 6 pm at Etra Lake Park (rain date Sunday, August 23). The concert features the three award-winning Elvis impersonators representing the King from the 50’s, 60’s and 70’s.   4. Mercer County Is Replacing Cranbury Station Road Bridge Over the Millstone River with work to begin on or about July 21. The bridge work will result in the closure of Cranbury Station Road between Tennyson Road in East Windsor and Brick Yard Road in Cranbury. Traffic will be detoured to Wyckoffs Mill Road, Probasco Road and Brick Yard Road. Mercer County estimates that the project will take five months to complete.

  5. Hightstown Chiropractic Relocates Office to Route 130 to the retail building located north of Randall’s Furniture. The new office of chiropractor Andy Weinman occupies 1,000 square feet in a front corner unit of the complex next to the Income Tax Center.

  6. “National Night Out” Is Tuesday, August 4 from 6 pm to 9 pm at the East Windsor Police Building at 80 One Mile Road. This fun and educational Township event, sponsored by Mayor Mironov and Council Members in conjunction with Chief of Police Spain, will feature police, fire and emergency medical services equipment; tours of the police building and crime watch information. There will be community group and business booths, along with demonstrations of a driving while impaired simulator, a canine trained in detecting illegal drugs, crime scene identification tools, and child safety car seat inspections. Areas will be set up for issuance of emergency identification cards for children, bicycle safety instruction and inspections, face painting and fire hose demonstrations. Activities also will include moon bounce, rock climbing wall, and visits by McGruff the anti-crime dog. Music will be provided by New Jersey Radio 101.5, and refreshments will be available.

  7. Police Youth Academy Graduation Ceremony concluded the five day program on Friday, June 26. The Police Youth Academy, sponsored by Mayor Janice S. Mironov and Council Members, was conducted by East Windsor police officers, and included classroom instruction and demonstrations, and hands on views of the operation of police department equipment and vehicles. The Police Youth Academy, offered by the Township for the past seven years, was open to 25 Township students entering the 7th and 8th grade in September 2009.

  3. The 2009 Final/2010 Preliminary Tax Bills Have Been Mailed and, due to the timing of the State budget review resulting in the lateness of the mailing, the grace period for the third quarter has been extended to August 21, 2009. The Tax Department can be reached at 443-4000 ext. 231 and is open Monday – Friday, excluding holidays, from 8:30 am to 4:30 pm.

  4. East Windsor Launches “Bike at Night - Use a Light”, the third and final phase of the Township annual Bike Safety Program, during which the Township will be distributing, at no cost, the required pair of bike lights along with safety information, daily through the Police Building at 80 One Mile Road. This initiative is a directed effort, through public education and personal contact by police officers, to get bicyclers to use proper lighting at night. During this program, which commences on Tuesday, August 4 and continues through Friday, September 4, East Windsor residents can go to the police building and request the set of lights for their bicycle. New Jersey law and municipal ordinance require that bicycles be equipped with a white light on the front and a red light on the rear when in use during nighttime hours. The program is underwritten by a grant from the NJ Division of Highway Safety.

  5. Construction Begins this Week on New Playing Fields on a portion of a 59 acre Township open space property, located on Disbrow Hill Road directly across from Etra Lake Park. Mayor Mironov and Council Members obtained $1.2 million in State and County grants to underwrite this project to expand playing facilities for our children and local sports organizations. The plans provides two softball fields, compatible for use by both adult and youth leagues with adjustable 60 and 65 foot base dimensions, and two multipurpose soccer/lacrosse fields. The project also includes a parking lot, drainage and detention basin, a utility building, ball field fencing, backstop, well and water treatment, and field irrigation system.

  6. Hickory Corner Road- Phase II Grant of $150,000 was awarded to the Township by the N.J. Department of Transportation on July 20, 2009 thanks to the efforts of Mayor Janice S. Mironov and the Township Council. This grant supplements the prior $290,000 State grant for the resurfacing of Hickory Corner Road from Route 130 to Oak Creek Road including the intersection and allows for extension of the roadway improvements from Oak Creek Road to Dutch Neck Road. This positive action by NJDOT Commissioner Dilts enables the Township to take advantage of exceptional low bid pricing to perform additional roadway work in this area. The project will include other associated improvements to curbing, driveway aprons, drainage, upgrade and repair of handicap ramps at required intersections, and replacement of all line striping and road markings such as crosswalks and stop bars. The Hickory Corner Road Phase II contract is anticipated to be awarded at the August 4 Council meeting to the apparent low bidder Cardinal Contracting Company, the contractor for Phase I. The work on Hickory Corner Road is slated to begin the week of August 3rd and take approximately six weeks, weather permitting, for the entire project from Route 130 to Dutch Neck Road.

  7. Nominations for the 2009 Township Business Awards Programare being solicited. The purpose of the program is to recognize local businesses that make special efforts to improve or contribute to the community. The three categories of Township award recognition are: (1) Business Beautification - creating an attractive appearance, for example, through landscaping, flowers, and other enhancements to the physical appearance of their structures and site; (2) Community Service - community contributions and service; and (3) Community Enhancement - providing some manner of community enhancement, for example, through extraordinary job creation, an unusual or special product or opportunity or any community value added aspect related to their business. Nomination forms are available at the Municipal Building and at the Hickory Corner and Twin Rivers branch public libraries. The deadline for nominations is September 4. A Selection Committee will select the winning businesses, with awards to be made at a Township Council meeting in the fall.

  1. The Kreps Sidewalks to School Grant Project, awarded to the low contractor of the 11 bids received, begins in mid-August and is expected to take approximately three weeks to complete. The project involves the construction of sidewalks on portions of Oak Creek Road, Yorkshire Drive, Wiltshire Drive and Wickham Lane. The Township received a $100,000 grant from the NJ Department of Transportation under the Safe Streets to Schools program to underwrite all of the work.

  2. Contract Awarded for Engineering Work on the Proposed Realignment of Route 130, Hankins Road and Conover Road to a single point controlled by a traffic signal with left turning lanes. The Mayor and Council, as the lead agency, has awarded a contract to Maser Consulting of Hamilton, New Jersey, paid for by developer funds from the Transportation Improvement Program Fund, for environmental work, preliminary and final engineering, permitting and construction management. At this time, the Township Council has authorized only the environmental and the wetlands delineation/letter of interpretation work to proceed, since the NJ Department of Environmental Protection review of this action and information will determine the feasibility of the design and costs of the proposed project, and whether the improvements can be accomplished. This State regulated phase could take up to six months to complete. The Mayor and Council have long promoted and advocated for this project, which was advanced by a Township-wide Transportation Study funded by a $65,000 grant from the Delaware Valley Regional Planning Commission and a Concept Development Report prepared by The Louis Berger Group earlier this year.

  3. Muscle Make Grill Opens in Windsor Crossing Shopping Center, located on Hickory Corner Road (between the Home Depot and Walmart). The new 1,972 square foot restaurant, operated by Evan Rachbuch, offers a variety of food featuring chicken, seafood, pasta, burgers, wraps, salads and smoothies, as well as a wide selection of protein snacks. Muscle Maker Grill promotes its combination of décor and uniform operational method as “providing for a wonderful healthy dining experience” and states that “the menu, created with the guest’s health in mind, is lean and protein based.”

  4. Town Hall Forum to Be Held In Twin Rivers on Wednesday, September 9 from 7 pm to 8 pm by Mayor Janice S. Mironov and Members of Council at the Twin Rivers Library in the community room. The forum provides residents with an opportunity to ask questions and obtain information about subjects of local interest.

  5. The Second Annual Charity Golf Tournament Sponsored by the East Windsor Economic Development Committee Will Be Held on Thursday, September 17, at the Peddie Golf Course. Registration and lunch will begin at 11 am, followed by a shotgun start at 12:00 noon. Proceeds from this event will benefit the East Windsor YMCA Fund, to construct a new community center in the Township.   6. Doctors to Open Office in DeGeorge Building on Route 33 Eastbound in the Twin Rivers planned unit development. Dr. Jeymakumar, Internal Medicine, and Dr. Shah, Heal & Care Pediatrics, will occupy a 1,411 square foot office space.

  7. The three categories of Township award recognition are: (1) Business Beautification - creating an attractive appearance, for example, through landscaping, flowers, and other enhancements to the physical appearance of their structures and site; (2) Community Service - community contributions and service; and (3) Community Enhancement - providing some manner of community enhancement, for example, through extraordinary job creation, an unusual or special product or opportunity or any community value added aspect related to their business. Nomination forms are available at the Municipal Building and at the Hickory Corner and Twin Rivers branch public libraries. A Selection Committee will determine the winning businesses, and the awards will be presented to the businesses at a Township Council meeting in the fall.

  9. East Windsor Township 2009 Summer Concert/Event Program Has Concluded and Your Comments Are Welcome. The calendar included the Independence Day Celebration, the Elvis Trilogy, Family Evening with a magician and large screen movie showing of Cars, and Neil & the Diamonds. The Township is interested in resident feedback on these summer events and any concert and event suggestions for future consideration, which can be sent to municipal_clerk@east-windsor.nj.us.

  1. Ceremony to Remember the 8th Anniversary Of 9/11 Will Be Held on Friday, September 11, 2009 at 5:00 pm. A brief wreath-laying ceremony to remember and honor the 8th Anniversary of September 11 will take place at the existing 9/11 Memorial located on the grounds of the East Windsor Township Municipal Building, at 16 Lanning Boulevard. The public is welcome to attend.

  2. Mayor and Council Invite High School Students to Serve as Members of Township Boards and Committees. Mayor Janice Mayor and Council Members established a program of Student Representatives to Township advisory boards and commissions. The boards and commissions are: Commission on Aging, Clean Communities Committee, Economic Development Committee, Environmental Commission, Health Advisory Committee, Recreation Commission and Transportation Advisory Committee, along with the East Windsor Municipal Alliance for the Prevention of Substance Abuse. Generally, these bodies meet on a monthly basis. The Township Mayor and Council believe that student participation can inject a fresh outlook into the governmental process and stimulate younger citizens to have a greater interest in and understanding of the role of local government. High school students who wish to be considered should submit a letter indicating their area of interest, reasons for wanting to serve, and related background information to Mayor Janice S. Mironov and Council Members, East Windsor Municipal Building, 16 Lanning Boulevard, East Windsor, New Jersey 08520.

  3. East Windsor Township Will Hold Recycling Day on Sunday, October 4 from 11 am to 3 pm, at the East Windsor Township Senior Center, located at 40 Lanning Boulevard. This Township event is sponsored by Mayor Mironov and Members of Council in conjunction with the East Windsor Clean Communities Committee to reduce solid waste costs and to help preserve a greener environment. Free document shredding will be available to East Windsor residents to securely dispose of unwanted documents. There is a limit of ten boxes per household, and no commercial entities are permitted. Residents also will be able to drop off cell phones, fluorescent bulbs and toner cartridges. Recycling of the toner cartridges will support the East Windsor Regional School District Hightstown High School Music Boosters. The East Windsor/Hightstown Lions Club will be on-site collecting used eye glasses. The American Rescue Mission of Trenton will have trucks on-site to collect used furniture, clothing, blankets and working household appliances and electronics. Clothing should be brought in plastic bags, and only usable furniture will be accepted; charitable donation receipts will be provided by the Rescue Mission. Residents also can drop off used computer equipment as a result of a new Township partnership with Goodwill Industries (see item #4 below). For further information, contact 443-4000, ext. 224.

  4. East Windsor Township Offers New Local Service for Disposal of Used Computer Equipment in a ‘”green” manner through “Reconnect”, an alliance between Goodwill Industries and Dell. The types of equipment accepted are any desktop or laptop computers, monitors, printers, scanners, hard drives (external or internal), keyboards, mice, speakers, cords and cables, and software. Individuals are responsible for removing data from hard drives and other storage media. Goodwill will accept and sort the donated computer equipment, and Dell's product recovery partner will recycle and remarket the recycled materials, such as plastics, glass and metals. All proceeds support Goodwill’s non-profit job-training and employment programs. Goodwill will provide charitable donation receipts. Township residents can drop off computer equipment at the October 4 Recycling Day or at the Township public works facility on Ward Street, Monday to Friday, 7:30 am to 3 pm, excluding holidays. Note: televisions, radios and other electronics items are not eligible.

  5. Township Clean Up Day Event Will Be Held on Saturday, October 3 from 1 pm to 3 pm at Cranbury Station Road and Wyckoffs Mill Road. Participants at the October 3 community event will be provided with Clean Communities t-shirts, gloves, trash bags and refreshments. There also will be a “Paint-a-Pumpkin Contest” with prizes for students. Residents also can do clean-up on their neighborhood streets or public properties anytime during October, which is designated “Clean-Up East Windsor Township to Preserve Open Space” month. This month-long program, sponsored by the Mayor and Council and Clean Communities Committee, has a twofold purpose of raising money to preserve land as open space and improving the appearance of the Township. State Clean Community Grant dollars “earned” by volunteers participating in the clean-up are credited to the Township’s dedicated Open Space/Recreation Fund to be used to preserve and purchase open space in the community. For each hour a person over 16 years of age volunteers to collect litter from public streets and properties, the open space fund is credited $15, and $10 for each hour for a person less than 16 years of age. Participation forms should be completed and returned to the Township to ensure credit for time worked.   6. Nationwide Auto Group of East Windsor Opens on Route 130 in the M & M Quality Automotive Service Center. Nationwide Auto Group will be selling pre-owned cars, trucks and luxury vehicles and will be occupying about 600 square feet of office space. Hours of business are Monday through Friday 9 am to 8 pm and Saturday 9 am to 5 pm.

  7. The Second Annual Charity Golf Tournament Sponsored by the East Windsor Economic Development Committee Will Be Held on Thursday, September 17, at the Peddie Golf Course. Registration and lunch will begin at 11 am, followed by a shotgun start at 12:00 noon. Proceeds from this event will benefit the East Windsor YMCA Fund, to construct a new community center in the Township.   8. Township Flu Clinics Will Offer Free Flu Shots to East Windsor Residents Over Age 60. The flu shot clinics will be held on Wednesday September 23 and Wednesday October 7, from 9:30 am to 3 pm, at the East Windsor Senior Center. The flu vaccine that is being offered in this series is for the yearly seasonal flu virus. The Township is also providing free pneumonia shots to East Windsor residents over age 65. The vaccinations are by appointment onlymade by calling 443-4000. Anyone in need of transportation should call the Senior Center at 371-7192.

  9. East Windsor Senior Games to Be Held on Wednesday, September 30 at Etra Lake Park, with opening ceremony commencing at 10 am. Senior Citizens will have an opportunity to compete in bocce, shuffleboard, basketball throw, bean bag toss, checkers, a walking race and hockey shoot. Ribbons will be given for first, second and third place in the following age levels: 60-69 years old, 70-79 years old and 80 years old and over. Free entertainment and lunch will be provided. Register at the Senior Center, 40 Lanning Boulevard, or call 371-7192 for information.

  10. Mercer County Chemical and Electronics Waste Disposal Day Will Take Place on Saturday, October 10, 8 am to 2 pm, at the John T. Dempster Fire Training Center, located on Bakers Basin Road in Lawrenceville. Residents can dispose of aerosol cans, used motor oil, propane gas tanks, pesticides and herbicides, car batteries, paint thinner, oil based paint, stains and varnishes, gasoline, anti-freeze, driveway sealer, insect repellents, mercury, fluorescent and compact fluorescent bulbs, computers, copiers, fax machines, printers, stereo equipment, televisions, and microwaves.   3. Suggestion Box Contest Open to Middle School Students in Grades 6, 7 and 8, is sponsored by the Mayor and Council in conjunction with the Township Clean Communities Committee. The Suggestion Box topic is: “Identify an Example of an Energy Saving Process or Device in Our Community and Explain How it Saves Energy.” Written entries must be between 75 and 150 words, and left by Monday, October 19 at the Kreps School Administrative Office or the East Windsor Municipal Building, Mayor’s Office. The back of each written idea should be certain to indicate the student’s name, address, phone number, school and grade level. First, second and third place winners will receive gift certificates from Barnes and Noble of $75, $50 and $25, respectively (donated by Shiseido America). Winners will be notified and awards made by Mayor Janice Mironov at the November 4 Council meeting at 8 pm.

  4. The New Rescheduled Date is Monday, October 5 for the Second Annual Charity Golf Tournament Sponsored by the East Windsor Economic Development Committee at the Peddie Golf Course. Registration and lunch will begin at 11 am, followed by a shotgun start at 12:00 noon. Proceeds from this event will benefit the planned construction of an East Windsor YMCA/community center in the Township. Registration forms can be obtained by visiting or calling the Municipal Building, Monday through Friday from 8:30 am to 4:30 pm, or at the public libraries, or on-line atwww.state.nj.us/state/elections/voter-registration-application.html. The deadline for absentee ballot applications submitted by mail is October 27. Absentee ballot applications are available from the Municipal Building or on-line at www.state.nj.us/state/elections/mail-in_doe.html. Application for absentee ballot applications may be made in person at the County Clerk’s Office until 3 pm on Monday, November 2. All mail ballots must be received by the County by the end of Election Day. As a result of a recent change in State law, no reason is required to vote by absentee ballot. Tuesday, November 3 is General Election Day with polls open from 6 am to 8 pm. For questions about voting, call the Municipal Clerk’s Office at 443-4000 ext. 238.

  7. Public Policy Breakfast Forum Featuring NJ Department of Transportation Commissioner Stephen Dilts will be held on Friday, October 30 at the Americana Diner on Route 130 in East Windsor. The business breakfast event is being jointly sponsored by the Princeton Regional Chamber of Commerce and the Township Economic Development Committee. Registration and networking begin at 7:30 am and the breakfast and program convene at 8 am. The program speaker Commissioner Dilts will speak about the “New Jersey Turnpike Widening Project and Central New Jersey Transportation Updates.” All area businesses are encouraged to attend. The admission charge is $20 and advance registration is required. Event day registrations will be charged $25.   1. Township Awarded $316,000 Grant for Roadway Improvements to Twin Rivers Drive North by NJ Department of Transportation. The grant, for which Mayor Janice Mironov and Council Members applied in June, will be used to resurface Twin Rivers Drive North from Probasco Road to the area of Greenwich Court, as well as other associated improvements to curbing, drainage, and installation of handicap ramps.  After preparation of engineered specifications and public bidding and contract award, the work is anticipated to be performed in spring/summer 2010.

  2. Federal Recreation Trails Program Grant of $18,585 Awarded for “Turnpike Park” Trail.  The Federal Highway Administration and NJ Department of Environmental Protection approved this additional funding request by Mayor Mironov and Council Members to supplement a previous $20,280 grant award.  The Township has begun construction of this one mile trail between the scenic and wooded “Turnpike Park” and an existing trail in the nearby Woods Road Community Park.  “Turnpike Park” is an 80 acre Township open space property located off of Old York Road.  A small parking area, benches, trash receptacles and signage also will be provided as part of the pathway project.  All work on the trail is projected to be completed by year end.

  3. 2009 New Jersey State Champions Girls 9/10 Softball All-Star Team, East Windsor Police Athletic League (EWPAL) Little League was recognized by East Windsor Township.  Mayor Janice Mironov issued a Mayoral Proclamation, presented championship medals and unveiled a roadway sign reading, “East Windsor Township, Proud Home of 2009 New Jersey State Champions, Girls 9/10 Softball, All-Star Team, East Windsor PAL Little League.”   The EWPAL team is the first East Windsor team from its age group to ever become District 12 Champions, and the first East Windsor team ever to win the titles of Section 3 Champions and New Jersey State Champions.  The Mayor recognized the team’s achievements, hard work, dedication, enormous skills, and outstanding sportsmanship making their family, friends and the entire community extremely proud.  Congratulations to the 2009 New Jersey State Champions, Girls 9/10 Softball, All-Star Team players:   Holly Bridgman, Jessica DeDomenico, Samantha Dolan, Brighid Douglas, Nicolette Garthe, Angela Giampolo, Ally Huelbig, Chrissy Mayer, Kylie Olsen, Kelli Swedish, Kayla Volante, and Jessica Weingast, and their dedicated manager Bill Giampolo and coaches Tom Huelbig, Rob Bridgman and Kevin Dolan.

  4. Volunteer Firefighters of the Year Recognized during Fire Prevention Week.  Mayor Janice Mironov proclaimed Fire Prevention Week, and recognized Volunteer Firefighters of the Year, Joseph Genovese of East Windsor Volunteer Fire Company No. 1, andAustin Pinkney of East Windsor Volunteer Fire Company No. 2.  Joseph Genovese, a 40-year volunteer and charter member of Fire Company No. 1 formed in 1969, has held various positions including President, Vice President, Treasurer, Assistant Treasurer, Trustee, and Lieutenant of Fire Police.  Austin Pinkney has been a volunteer firefighter since May 2007 and currently serves as a Trustee, mentors young cadets, and has responded to over 350 calls.

  5.   1. Remember Election Day is Tuesday, November 3 with polls open from 6 am to 8 pm. For questions about voting or your voting district, call the Municipal Clerk’s office at 443-4000 ext. 238. Voters can apply for a Vote by Mail ballot in person at the County Clerk’s office on Friday from 8:30 am to 8:00 pm, on Saturday from 10:00 am to 2 pm, and up until 3:00 pm on Monday, November 2. The County Clerk’s office is located on the second floor of the Old Courthouse at 209 South Broad Street in Trenton, and can be contacted at 989-6465.

  2. Communities of Lights is an event to raise funds for domestic violence victim service provider Womanspace and public awareness about the important subject of domestic violence and available victim resources. Mayor Mironov and local elected officials as well as Chief of Police William Spain will be gathering onSunday, December 13 at 5 pm, to light up the East Windsor Municipal Building, followed by refreshments. Citizens can participate by purchasing candles and joining Township officials at the Municipal Building on Sunday, December 13. Luminary kits, containing 6 candles, can be purchased for $10 each, at the following local businesses: Fitness Zone located at the Windsor Hights Shopping Center on Route 130 and Princeton-Hightstown Road (Route 571);Gold’s Gym in the Windsor Crossing Shopping Center (located off of Route 130 between Home Depot and Wal-Mart); PNC Bank on Princeton-Hightstown Road (Route 571); Signarama at 859 Route 130 North; The Bank on the corner of Princeton-Hightstown Road (Route 571) and Old Trenton Road, and Windsor Nissan at 590 Route 130 South. All proceeds will go directly to Womanspace, the primary Mercer County organization providing a comprehensive array of services to individuals affected by domestic violence and to improving the quality of life of abuse victims and their families.   4. East Windsor Receives $3,191 Grant for Bulletproof Vest Replacement from the U.S. Department of Justice Bulletproof Vest Partnership Program. The grant will be used by the Township Police Department to replace bulletproof vests worn by Township police officers.

  5. PNC Bank to be Demolished and Replaced by New Larger “Green” Bank in the Windsor Hights Shopping Center at the corner of Route 130 and 571. This PNC Bank branch is scheduled to close on October 30, and existing customers have been directed to the PNC Bank at 18 Princeton-Hightstown Road. The new 3,710 square foot bank will be more than twice the size of the existing 1,700 square foot bank and will be a “LEED Certified” building with an energy efficient design. Demolition is anticipated to take place in early November with construction of the new facility to immediately follow, with an estimated completion time of late March, weather permitting.

  6. Blood Drive on Saturday, November 14 from 10 am to 2 pm at the East Windsor Rescue Squad District II building on Twin Rivers Drive, behind the Volunteer Fire Company No. 2 building. Call 448-8992 to schedule an appointment. Walk-ins are welcome.

  1. H1N1 Flu Clinics to Be Held On Monday, November 30 and Tuesday, December 1 from 4 P.M. to 7 P.M at the Kreps School (5 Kent Lane) by the Township Health Department for East Windsor students in Kindergarten through 3rd grade. Students from the Perry L. Drew and Walter C. Black Schools are invited to the November 30 clinic. Students from the Ethel McKnight and the Grace Norton Rogers Schools are invited to the December 1 clinic. Children K-3 must receive 2 doses of H1N1 vaccine spaced at least three or more weeks apart. Nasal spray and/or injectable vaccine will be available at these clinics. No appointments are necessary and vaccinations will be on a first-come, first serve basis, with additional information and consent forms available at the School District’s website:

    It is important to know that vaccinations are not required. The decision to vaccinate your child is purely voluntary and must be made by the parent or guardian. On November 11, the Township held a flu clinic for First Responders (EMS, Fire and Police). Please know that the Township Health Department is completely dependent on the sporadic shipment of vaccine from the Federal Government. Additional H1N1 flu clinics will be scheduled as additional shipments of vaccine are received. If you have any questions or concerns regarding the vaccination, please check with your health care provider.

  2. Singas Famous Pizza Opened in the East Windsor Town Center Plaza on Route 130 North (near the Shoprite) in the former North Fork/Capital One location. The bank built a new facility on a pad site in the same shopping center. The new 2,000 square foot restaurant offers sit down or takeout service and a variety of pizza, pasta, chicken, salads and sandwiches. The new restaurant is open from 11 a.m. to 10 p.m. (Sunday through Thursday) and 11 a.m. to 11 p.m. (Friday and Saturday).

  3. Township Mayor and Council Encourage Citizens to Volunteer for Township Boards and Committees. Volunteers can apply to serve on the Clean Communities Advisory Committee, Commission on Aging, East Windsor Municipal Utilities Authority, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment and the East Windsor Municipal Alliance for the Prevention of Substance Abuse. Residents interested in volunteering can obtain an application from the Municipal Clerk or from the Township website at www.east-windsor.nj.us or send a letter of interest and a resume or information about their background to: Mayor Janice S.   4. Township Awarded $5,000 Driving While Under the Influence (DWI) Enforcement Grant for intoxicated driving enforcement efforts from the New Jersey Division of Highway Traffic Safety (NJDHTS). The Township is receiving this grant for participation in NJDHTS “Over the Limit Under Arrest 2009 Year End Crackdown” which begins December 7 and concludes January 3, 2010. This is a statewide campaign aimed at improving public safety by encouraging responsible driving during the holiday season. These funds will be used to pay the salaries of police officers assigned patrol activities directed at the detection and apprehension of intoxicated drivers.

  5. Kreps Middle School Student Suggestion Box Contest Winners Recognized by Mayor Janice Mironov for the Clean Communities Committee sponsored Suggestion Box Contest “Identify an Example of an Energy Saving Process or Device in Our Community and Explain How it Saves Energy.” The student winners were: 1st Place WinnerNicholas O’Neill; 2nd Place Winner Korey Ward; and 3rd Place Winner Austin Lewis. Winners received Mayoral certificates of recognition and gift certificates to Barnes and Noble donated by corporate sponsor Shiseido America.

H1N1 Flu Clinics Will Continue on Monday, December 14 from 4 P.M. to 8 P.M. at the Kreps School (5 Kent Lane) by the Township Health Department for East Windsor residents in grades 4 through 8.  Students in grades 4 and 5 are invited on December 14 between 4 P.M. and 6 P.M. and middle school students (grades 6 through 8) on December 14 between 6 P.M. and 8 P.M.  No appointments are necessary.  For more information and to print out consent forms required for flu clinic participation, visit:www.eastwindsorregionalschools.com/ewrs/ and click on “H1N1 Vaccination Schedule.”  It is important to know that vaccinations are not required. East Windsor Township Reorganization Meeting Is Scheduled for Tuesday, January 1, 2010 at 11:00 A.M. at the East Windsor Township Senior Center, located at 40 Lanning Boulevard.  The largely ceremonial meeting will include the administration of the oaths of office to newly re-elected Township Council Members Hector Duke, Alan Rosenberg and Perry Shapiro.  The Township Council will be making appointments to Township Boards and Committees, and various recognitions will take place.  Mayor Janice Mironov and Council members warmly welcome the public to join them at the January 1 reorganization meeting.  A reception and refreshments will follow.

  3. East Windsor Township 2009 Business Awards Were Presented to Sci-Park, Coleman Auto Group Windsor and Bud and Nick Patel by Mayor Janice Mironov.  Sci-Park, an approved 240,000 square feet science and technology campus on 32.3 acres which had completed construction of the first building, was honored in the category of creating an attractive appearance.  Bud and Nick Patel, owners/operators of Moe’s Southwest Grill, Scoopers and Windsor Green Cleaner and long-time residents who are all-present and supportive of community events, were honored in the category ofcommunity contributions and service.  Coleman Auto Group Windsor, a 40 year plus family-operated business which went through a challenging experience when the Chrysler franchise was unexpectedly pulled in a Federal proceeding and continues to run an automobile business, was honored in the category of a special community enhancement.  The purpose of the annual awards program is to recognize local businesses that have made special efforts to improve or contribute to the community.

  4. Paid Census Taker Positions Are Available for the 2010 Censusaccording to the U.S. Census Bureau.  The results of each ten year census are used to determine federal and state election districts and the level of federal funding for many programs.  Accordingly, it is important that East Windsor provide thorough and accurate information for the census.  Interested residents can visit the U.S. Census jobs website at www.2010censusjobs.gov.

  1. East Windsor Township Reorganization Meeting Is Scheduled for Friday, January 1, 2010 at 11:00 A.M. at the East Windsor Township Senior Center, located at 40 Lanning Boulevard. The largely ceremonial meeting will include the administration of the oaths of office to newly re-elected Township Council Members Hector Duke, Alan Rosenberg and Perry Shapiro.   2. Chase Bank Opens in East Windsor, in the redeveloped former Shoprite Garden Center site on Route 130 South. The new 4,200 square foot facility represents the modern “green” prototype Chase Bank design. Chase Bank is open from 8:30 A.M. to 6:00 P.M. (Monday through Friday) and 9:00 A.M. to 2:00 P.M. on Saturdays. Two additional buildings have received planning board approval for this location, for a new restaurant and a two story retail/office building.

  3. La Caravana Restaurant Opens in the Twin Rivers Shopping Center on Abbington Drive. The restaurant owners Rosa and Reinaldo Rodriguez and Emilio Hirashiki, operate two other restaurants in Elizabeth and Harrison. The new 1,500 square foot restaurant offers sit down or take out service and a variety of Peruvian-style food featuring Rotisserie Chicken and seafood and grilled platters. The new restaurant is open from 10 A.M. to 9 P.M. (Sunday through Thursday) and 10 A.M. to 10 P.M. (Friday and Saturday).

  4. H1N1 Flu Clinics Will Continue on Wednesday, January 6 and Monday, January 11, 2010 at the Kreps School (5 Kent Lane) by the Township Health Department. East Windsor residents in grades 9 through 12 are invited on Wednesday, January 6 between 4 P.M. and 8 P.M. An H1N1 flu clinic will be held to administer the secondH1N1 vaccine to Township residents in grades K through 3 on Monday, January 11, 2010 between the hours of 4 P.M. and 8 P.M. Participants in this flu clinic must present the documentation of their first H1N1 shot to be eligible for their second dose at this clinic.

  5. East Windsor Township 2010 New Year’s Food Drive will be held between January 1 and January 31, 2010. Mayor Janice Mironov and Township Council Members are asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard) during business hours, the East Windsor Police Building (80 One Mile Road) any time, or the East Windsor Rescue Squad, District II building (Twin Rivers Drive). This food drive will benefit the Green House Food Pantry at St. Anthony’s Church and the Food Pantry at RISE, area-based organizations that provide assistance to local individuals and families.

  6. Mercer County Surrogate East Windsor Satellite Office to Continue in 2010, in accordance with an arrangement between Mayor Janice S. Mironov and Mercer County Surrogate Diane Gerofsky. The Satellite Office is housed at the Township Senior Center and provides residents the opportunity to obtain probate services locally. The East Windsor Surrogate’s Satellite Office is offered from 9:30 A.M. to 11:30 A.M. on the 4th Tuesday of each month, specifically: January 26, February 23, March 23, April 27, May 25, June 22, July 27, August 24, September 28, October 26, November 23, and December 28.
