  1. East Windsor Township to Present Concept Plans for Expansion of the East Windsor Senior Center on Tuesday, January 28 at 2:30 P.M. at the Senior Center (40 Lanning Boulevard).  Township officials and the Township retained architect will review concepts and related information prepared by the project architect.  The meeting is open to the public, and an opportunity for comments and questions will be provided.  The senior center expansion will be supported by a Mercer at Play grant award. 


  2. East Windsor New Police Lieutenants Jason Hart and Ryan Mattek, New Police Sergeants Scott Brown and Matthew Oehling Are Promoted to Fill Vacated Positions Created by Retirements, and Oaths of Office Administered to New Police Officers Tyler Clark and Thomas Nicola.


    Mayor Janice S. Mironov administered the oath of office to newly promoted Police Lieutenants Jason Hart and Ryan Mattek, newly promoted Police Sergeants Scott Brown and Matthew Oehling, and two new Police Officers Tyler Clark and Thomas Nicola.  Pictured (from left to right) are:   Mayor Janice S.     Lieutenant Jason Hart, hired in January 2004 after serving as a Special Police Officer with the Seaside Park Police Department, has served in Uniform Services as a field training officer, and secondary officer-in-charge.  In April 2011, he was assigned to Investigative Services as a Detective, and in July 2015 was promoted to the rank of Sergeant, serving as platoon supervisor in Uniform Services as well as Traffic Safety Unit supervisor and Investigative Services supervisor.  Lieutenant Hart also has served as a defensive tactics instructor, evidence technician, firearms instructor, precision rifle operator, press information officer, humane law enforcement officer, child abduction response team liaison, municipal counter terrorism coordinator, and a member of the Internal Affairs Unit.  During his career, Lieutenant Hart has been awarded the Life Saving Medal, the East Windsor Police Department 2007 Officer of the Year Award, two Unit Citation Medals, several Awards of Merit and numerous Letters of Recognition.  Lieutenant Hart is a graduate of the Ocean County Police Academy, and received a Bachelor of Science degree from Albright College and a Master of Education degree from The College of New Jersey.  Lieutenant Hart is assigned as the Commander of Investigative Services.

    Lieutenant Ryan Mattek, hired in September 2003 after serving in the United States Air Force and with the Chesterfield Township Police Department, has served in Uniform Services as a field training officer, secondary officer-in-charge, and a firearms instructor.  In May 2011, he was assigned to Investigative Services as a Detective, and in December 2016 was promoted to the rank of Sergeant serving as a platoon supervisor in Uniform Services.  In February 2019, he was assigned to Investigative Services as the training coordinator and supervising firearms instructor.  During his career, Lieutenant Mattek has been awarded the Meritorious Service Medal, Several Unit Citation medals, numerous Letters of Recognition, and was named the East Windsor Township Law and Public Safety Employee of the Year in 2010.  Lieutenant Mattek is a graduate of the Cape May County Police Academy, and earned Bachelor and Master’s degrees in Administrative Science from Fairleigh Dickinson University.  Lieutenant Mattek is assigned as the Commander of Support Services.

    Sergeant Scott Brown, hired in June 2000 after serving with the Burlington County Sheriff’s Department and the Mount Holly Police Department, has served in Uniform Services as a field training officer, secondary officer-in-charge, and primary officer-in-charge.  In August 2017, he was assigned as a Detective in Investigative Services.  During his career, Sergeant Brown has been awarded two Unit Citation Awards, two Life Saving Awards, East Windsor Police Department 2006 Officer of the Year Award, several Awards of Merit and numerous Letters of Recognition.  Sergeant Brown is a graduate of the Burlington County Police Academy, earned an Associate of Arts degree from Burlington County College, and is continuing his education at Fairleigh Dickinson University.  Sergeant Brown is assigned as a Uniform Services platoon supervisor.

    Sergeant Matthew Oehling, hired in January 2006, after serving with the Seaside Park Police Department, has served in Uniform Services as a field training officer, traffic safety officer, secondary officer-in-charge, primary officer-in-charge, and as a firearms instructor.  During his career, Sergeant Oehling has been awarded two Unit Citation Awards, three Life Saving Awards, a Field Training Officer Award, several Awards of Merit and numerous Letters of Recognition.  Sergeant Oehling is a graduate of the Ocean County Police Academy, and earned a Bachelor of Science degree in Law and Justice from The College of New Jersey and a Master of Administrative Science degree from Fairleigh Dickinson University.  Sergeant Oehling is assigned as a Uniform Services platoon supervisor.

    Police Officer Tyler Clark, a graduate of the Cape May County Police Academy, earned an Associate of Science Degree from Mercer County Community College, and is currently pursuing a Bachelor of Science degree in National Security Studies at New Jersey City University.  Officer Clark previously worked as a Class II Special Law Enforcement Officer with the Sea Isle City Police Department, and as a Class II Special Law Enforcement Officer and a full-time Police Officer with the Lambertville Police Department.  As a probationary Police Officer, Officer Clark is assigned to Uniform Services.

    Police Officer Thomas Nicola, a life-long resident of East Windsor Township, is a graduate of East Windsor Regional School District Hightstown High School and the Ocean County Police Academy, and attended Mercer County Community College.  Prior to joining the East Windsor Police Department, Officer Nicola worked as a Class I Special Law Enforcement Officer and Class II Special Law Enforcement Officer with the Bay Head Police Department, and as a full-time Police Officer with the Montgomery Township Police Department.  As a probationary Police Officer, Officer Nicola is assigned to Uniform Services.

  3. East Windsor Township 2020 New Year's Food Drive Will Continue through January 31, 2020.  Mayor Janice S. Mironov and Council Members are asking area residents and businesses to drop off donated non-perishable food items at the East Windsor Municipal Building (16 Lanning Boulevard) during business hours, the East Windsor Police/Court Building (80 One Mile Road) 24/7, or at East Windsor Volunteer Fire Company No. 2 (69 Twin Rivers Drive).  The food drive will benefit the food pantries of RISE and St. Anthony's Church, area-based organizations that provide assistance to local individuals and families. 
  4. East Windsor Township Mayor and Council Encourage Citizens to Volunteer in the New Year for Township Boards and Committees.  Citizens can apply to serve on the Clean Communities Advisory Committee, Commission on Aging, East Windsor Municipal Utilities Authority, Economic Development Committee, Environmental Commission, Health Advisory Board, Planning Board, Recreation Commission, Zoning Board of Adjustment and the East Windsor Municipal Alliance for the Prevention of Substance Abuse.  Residents interested in volunteering can obtain an application form from the municipal clerk or can fill out this form (CLICK HERE) and return by email to clerk@east-windsor.nj.us, by fax to (609) 443-8303, or by mail to Mayor Janice S.   5. REMINDER:   East Windsor Dog Owners Must Secure or Renew Licenses By January 31.  All dogs seven months of age and older are required to be licensed.  An additional late fee of $1.00 per month will be charged after January 31.  Rabies vaccination must be valid through November 1, 2020 to obtain a 2020 dog license.  Dog License applications are available from the Municipal Clerk’s Office or the Township website (CLICK HERE).  For questions or more information, contact the Municipal Clerk’s Office at (609) 443-4000 ext. 237. 
  6. East Windsor Township Seeking Residents and Business Owners to Serve on the 2020 Census Complete Count Committee established by Mayor Janice S. Mironov and Council to encourage all residents to participate in events and initiatives that will raise the awareness of the 2020 Census and increase participation to ensure an accurate count of all persons within the community.  The U.S. Census Bureau is required by the United States Constitution to conduct a count of the population every ten years.  Census data, which is confidential and protected by law, helps determine how many seats each state will have in the U.S. House of Representatives and is necessary for an accurate and fair redistricting of state legislative seats and local voting districts.  Federal and state funding is allocated to communities, and decisions are made on matters of national and local importance based, in part, on census data.  Interested Township residents and business owners should contact the Mayor’s Office at (609) 443-4000, ext. 252. 
  7. Mercer County Surrogate East Windsor Satellite Office to Continue in 2020, in accordance with an arrangement between Mayor Janice S. Mironov and Mercer County Surrogate Diane Gerofsky.  The Satellite Office is housed at the Township Senior Center and provides residents the opportunity to obtain probate services locally, by appointment.  The East Windsor Surrogate's Satellite Office is offered from 9:30 A.M. to 11:30 A.M. on the 4th Tuesday of each month, specifically for 2020: January 28, February 25, March 24, April 28, May 26, June 23, July 28, August 25, September 22, October 27, November 24, and December 22.  For further information or to schedule an appointment, contact the Surrogate's Office at (609) 989-6331
  8. East Windsor Township and the NJ League of Municipalities Offer Scholarship Opportunities to Junior and Senior High School Students. Three $1,000 scholarships are being offered through the Louis Bay 2nd Future Municipal Leaders Scholarship Competition. This statewide scholarship competition centers on the theme "What My Municipal Government Does Best" and seeks to advance the virtues of elected and volunteer members of the community, while raising awareness of municipal government in general. An appointed committee will select a semi-finalist and forward the semi-finalist's entry to the scholarship committee of the New Jersey League of Municipalities for their consideration. The State League Scholarship Committee will select 15 finalists and 3 winners from the State.   9. Recreation Department Offers Trip to New Jersey Devils vs Washington Capitals Hockey Game on Saturday, February 22 (for 1 P.M. Game) at the Prudential Center in Newark.  The bus will depart from the Municipal Building parking lot (16 Lanning Boulevard) at 11 A.M.  The $86 cost per person includes motor coach transportation, a ticket for entry to the game in Section 132 and a NJ Devils drawstring bag.  Attendees under age 16 must be accompanied by an adult.  For more information, call (609) 443-4000, ext. 225 or (CLICK HERE) to register. 
  10. Recreation Department Offers Snow Tubing Trip to Mountain Creek on Saturday, February 29 at Mountain Creek Resort in Vernon, New Jersey.  The bus will depart the Municipal Building parking lot (16 Lanning Blvd.) at 8 A.M.  The $56 cost per person includes motor coach transportation, 2 hour lift ticket for snow tubing session and lunch.  Snow tubing participants must be at least 5 years of age and 42” tall.  Attendees under age 16 must be accompanied by an adult.  For more information, call (609) 443-4000, ext. 225 or (CLICK HERE) to register.
